to support a development appliction for the abovementioned works.
DERM has not provided an early concurrence response for this application. The application must be referred to
the DERM for concurrence assessment during the Integrated Development Assessment System referral
process.
It is important to note that the provision of evidence of resource entitlement over State land means that the State
has no objection to the lodgement of the application for development approval. It does not:
• imply approval of the development application; or
• affect functions the agency may exercise as the assessment manager or a referral agency; or
• authorise a right to use and occupy land.
You may need to comply with the cultural heritage duty of care guidelines under the Aboriginal Cultural Heritage
Act 2003 and the Torres Strait Islander Cultural Heritage Act 2003, refer to the guidelines on
www.derm.gld.gov.au.
You are advised that all applications involving disturbance of marine plants require a development approval from
the Department of Employment, Economic Development and Innovation (IDAS Form 1 Part 02).
If you require more information, please contact Garry Carr, the Project Manager, on the telephone number listed
below.
Yours sincerely

Dear Sir
Operational Work, Prescribed Tidal Works - Request for comments
Pontoon - Body Corporate for Noosa Harbour, 6 Quamby Place, Noosa Heads (RP#144250)
Thank you for your letter of 8 July 2011 about your proposal to construct a pontoon at the location
mentioned above.
As a concurrence agency, Maritime Safety Queensland has no objection to the proposal provided the
following navigation and marine safety conditions are complied with.
1. The contractor must build the pontoon according to The Jetty Specialist, drawing: JSP-SJ-23480,
attached to your letter dated 8 July 2011.
2. No part of the structure or any ship berthed at this structure is to come closer than I.5metres from
the side boundaries of the allocated water space as shown on the submitted water allocation plan.
3. The structure and any part thereof must not extend beyond 18 meters as depicted in Cardno
Drawing JSP-SJ-23480 dated 9 July 2010, Issue B.
4. The pontoon and all freestanding piles must be lit and clearly visible to approaching vessels. The
contractor must position all lighting so it does not cause a risk to the safe navigation of other
vessels.
5. The applicant or his agent is responsible for the removal of any existing structure above or below
the waterline, and must contain and remove any debris. Any pile that needs to be removed must
be totally extracted.
6. The ship moored at this pontoon must follow the most direct course from this structure to open
waters and a similar direct course when returning to this pontoon.

We, Cardno (Qld) Pty Ltd, advise that the proposal to construct the works
described above has been checked by us. When the works are constructed in
accordance with the approved drawings and in the location shown, the proposed
works are structurally adequate for the anticipated usage in this location and
should comply with the design and safety provisions of the Prescribed Tidal Work
Code (Schedule 4A of the Coastal Protection and Management Regulation 2003),
based on the design criteria, and assumptions listed below.
Basis of Design Advice
• The works do not impose loads that would significantly affect existing
structures.
• The works do not adversely affect the stability of the bed and banks in
the near vicinity of the structure.
• Structural design criteria:
Maximum Wave Height 600mm wind wave
600mm boat wake
Wind Classification N3
Max. Current 1.4 m/s parallel to face of pontoon
Scour Reasonable scour effects from flood flows and
tidal flows have been considered
Debris Load To AS 3962
Impact Loads Minor loads without some damage to structure
Max Vessel Size berthed 7.0 metres length (wet) & 3.1 metres beam (wet)
Relevant Codes AS1170, AS 3962 and AS 3600, except where
varied by the Prescribed Tidal Work Code

This design advice does not cover the construction or installation of the works on site. The Builder shall
confirm the adequacy of the site conditions during installation and shall advise the Engineer if variation
from details shown on the drawings occur. No detailed site investigation or studies have been carried
out by us or provided to us. The design review has been carried out on the basis of limited enquiry only.
Pile depths shown are applicable to founding in stiff clay or dense sand. There is some additional risk of
failure should the above design criteria be exceeded, or actual site conditions be inferior to those
assumed. If ground conditions other than those described above are encountered during construction
or seabed levels encountered are deeper than those shown on the drawings, further advice should be
sought.
This design advice relies on designs prepared by other consultants, but does not warrant them.
The structure is to be built in accordance with the following referenced documentation, using good
building practice.
