5.2 Environmental Protection (Noise) Policy
Schedule 6 Planning scheme policies part SC6.2 - PSP1 Preparing a well-made application, SC6.2.4 Appendix
1, states that noise emissions from onsite activities are assessed against the Environmental Protection (Noise)
Policy 2008 (EPP 2008). Details of the criteria and established noise limits are presented in the following
sections.
5.2.1 Acoustic Quality Objectives
Table 4 presents the acoustic quality objectives at noise sensitive receivers as detailed in Schedule 1 of the
EPP2008.

5.2.2 Background Creep
This criterion is to prevent background noise progressively increasing or creeping higher over time with the
establishment of new developments in a locality. EPP2008 states that:
1. This section states the management intent for an activity involving noise.
2. To the extent that it is reasonable to do so, noise from an activity must not be—
- for noise that is continuous noise measured by LA90,T—more than nil dB(A) greater than the existing
acoustic environment measured by LA90,T; or
- for noise that varies over time measured by LAeq,adj,T—more than 5dB(A) greater than the existing
acoustic environment measured by LA90,T.
In accordance with the Environmental Protection Regulation 2008, the time period (T) is considered to be a
time interval of at least 15 minutes.
The Background Creep criteria for steady-state and transient noise sources are stated in Table 5.

6 Analysis – Onsite Noise
An assessment of relevant on-site activities associated with the proposed development was conducted to
determine potential impacts at the nearest noise sensitive receivers. The primary noise sources with the
potential to impact nearby noise sensitive receivers are:
• Outdoor dining
• Loading dock vehicle use
• Function rooms
• Mechanical plant
6.1 Noise Sensitive Receivers
The nearest noise sensitive receivers are outlined below and shown in Figure 4. If compliance can be
achieved at these receivers, then all remaining noise sensitive locations are expected to comply.
• Receiver 1: Residential dwellings to the north of the site
• Receiver 2: Residential dwellings to the west of the site
• Receiver 3: Residential dwellings to the east of the site
• Receiver 4: Residential dwellings to the southeast of the site

6.2 Noise Source Levels
Table 6 presents the typical noise sources associated with the development with the potential to impact the
nearest noise sensitive receivers. The noise source levels were calculated to one metre and include
corrections for tonality and impulsiveness as per AS1055. The number of events was estimated for a ‘peak’
one-hour time period providing a ‘worst case scenario’ applied to all time periods.
Function noise emissions are assessed in Sections 6.5.

6.3 Calculation Assumptions
The following assumptions have been made for noise calculations:
• Outdoor dining was predicted from the nearest outdoor dining area. The noise duration was assumed to
be continuous during the assessment time period. The sound level includes allowance for low-level
background amplified music.
• Crowd noise was based on data contained in paper ‘Prediction of Noise from Small to Medium Sized
Crowds’ Hayne et al, 2011. Duration was assumed to occur continuously during the assessment period.
• Truck deliveries and waste collection were predicted from the nearest loading bay and include all
activities associated with loading and unloading.
• Bus movements were predicted from the bus turn around area.
• Attenuation from building screening was included where applicable.
• Noise attenuation of 7dB through an open window at a receiver was applied for internal predictions. It is
noted that between 15 and 20dB could be expected to be achieved through a closed window or door.
• Noise source locations on Level 4 are shown in Figure 5.

6.5 Function Room Noise Emissions
The proposed function rooms may include noise emissions from patron and amplified sound/music. A noise
assessment of these spaces was based on the following parameters:
• Nearest receiver location
Site: 3 - 7 Serenity Place, Noosa 17
Reference: 22BRA0079 R01_1
Page 19
• Worst-case noise criteria at receiver: acoustic quality objectives - day & evening indoor 35dB(A) (outdoor
42dBA), night indoor 30dB(A) (outdoor 37dBA).
• Room façade height: 4m
• Façade open configuration: opening of max 50% of façade (operable windows / doors)
Based on the above assumptions, Table 9 presents the predicted maximum allowable internal patron and/or
amplified sound/music levels. Calculations are included in Appendix C.

7.3 Mechanical Plant Noise It is recommended that compliance is achieved with Acceptable Outcome AO22.4 for mechanical plant (Tourist Accommodation Zone Code) with minimum boundary setbacks (2m) and screened by ground level fencing (min. 1.5m high) and screened for above ground level plant. Screening is recommended to be solid (no holes, gaps) with a height of at least the highest plant. A mechanical plant noise assessment should be conducted once plant selections are finalised to assess compliance. Site: 3 - 7 Serenity Place, Noosa 21 Reference: 22BRA0079 R01_1
