RECOMMENDATION
That Council note the report by the Parks & Natural Areas Coordinator to the Services &
Organisation Committee Meeting dated 19 April 2016 and appoint the contractors listed in Table
1 within the Report as preferred suppliers for Tree Goods and Services pursuant to Tender
1516T002.
REPORT
Noosa Council has responsibility for maintaining trees on traffic islands, road verges,
roundabouts, parks, gardens and natural areas to retain the environmental and social values
across the Shire. Trees in an urban landscape require significant maintenance as they can be
impacted by age, interference, pests, diseases and environmental degradation. Ongoing tree
maintenance is required to ensure public safety and the retention of environmental and social
values.
1. Tender process
Tenders were sought via an open market Invitation to Tender process with four portions to the
tender. Twenty one (21) conforming submissions were evaluated. The tenderers are listed in
the table following:

EXECUTIVE SUMMARY

RECOMMENDATION
That Council note the report by the Senior Economic Development Officer to the Services &
Organisation Committee Meeting dated 19 April 2016, and authorise the Chief Executive Officer
to provide the following support to assist the Business Mentoring Noosa program to continue and
develop through:
A. A one off direct funding in the amount of $5,000 to CCIQ Noosa as the auspicing
organisation for Business Mentoring Noosa;
B. Assistance in identifying additional direct funding opportunities; and
C. Other assistance including information, communication and resource sharing, consistent
with Council’s enabling role as identified in the Local Economic Plan.
REPORT
The purpose of this report is to seek Council assistance for the continuation and development of
the Business Mentoring Noosa Program (the Program), which is currently run under the auspices
of the Noosa branch of the Chamber of Commerce & Industry Queensland.
1. Background
The Program is run by individuals who volunteer their time to mentor local businesses. These
volunteer mentors have all held senior roles in businesses operating across a diverse range of
industry sectors.
Program values (Mentors):
Passion…for the role of small business in our economy, and for seeing our mentees win.
Integrity…an open, honest and confidential approach in our interactions.
Care…having our mentees’ best interests at heart at all times.
The Program has established processes and guidelines in place including:
Mentoring service outline
Process, roles and responsibilities guide
Application form
Mentees welcome pack
Confidentiality agreement
Liability disclaimer: waiver, release and acknowledgment form
Mentee program anniversary assessment guidelines
Mentor criteria (interview)
Mentor training guide
Customer Request Management (CRM) System

2. The Program
The Program caters to Sunshine Coast based small and medium businesses with a focus on
Noosa, that are affiliated with a Chamber of Commerce and have an Australian Business or
Company Number.
The Program assists to:
address new opportunities;
resolve business issues; and
attention skills challenges.
The Program is supported by 24 Mentors, 5 of which are currently inactive due to other
commitments. Close to 200 businesses have gone through the Program with an additional 54
businesses currently being mentored.
Mentors are matched to mentee applicants and an introductory meeting is held. A mentoring
framework is established according to the individual businesses needs, where goals are
established specific to the needs of the business, available options are explored to go forward,
and an action plan agreed. The program will typically involve a fortnightly mentoring session of
approximately 90 minutes for the first 2-3 months.
Mentors meet as a group fortnightly to discuss the progress of mentees, attention general
business and review compliance with operating processes. The Program also includes training
and education for Mentors.
To gauge satisfaction levels and the success of the program, written and face to face surveys are
undertaken with participants.
3. The Benefits
Mentoring is considered a key tool to facilitate business growth and development. It enables
business owners to step out of the day to day running of a business and objectively look at all
elements of the business via a mentoring process which:
provides a space to brainstorm ideas and plan for the future;
offers an independent, sounding board via an impartial source with no vested interest; and
provides a catalyst to inject new energy into the business and take it to the next level.
4. Funding
The Program was established using a $55,000 grant from the Sunshine Coast Council in 2012.
The grant provided for the purchase of a customer request management system and assistance
with operational expenses including administration support, insurance, promotion and website
development.
The cost to individual businesses to participate is $150. In 2016 the program expects to
generate an income of $4,800 in new mentee fees.
Annual costs include:
Administration assistance $3,600
IT support $2,500
Meeting room costs (Girraween Sports Complex) $1,100
Liability insurance $ 800
Education & Training – Mentors $5,000
Mentee Forums $4,000
The Program has a current bank balance of approximately $13,000.

5. The Request From Business Mentoring Noosa
Business Mentoring Noosa has requested funding support from Council to continue to provide
the mentoring service to the local business community. At this time, Council has not yet
established an economic development grant program but expects to have a program in place by
August 2016.
Council can assist Business Mentoring Noosa in the short term in a number of ways:
One off direct funding in the amount of $5,000 to assist them in continuing the service for
the remainder of 2016;

Section 13
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 19 APRIL 2016
1. Performance Review Committee
The Employment Contract of Noosa Council’s Chief Executive Officer prescribes that:
The Officer’s performance shall be reviewed annually, no later than one month after each
anniversary of the date of commencement, by a Sub-Committee of the Council appointed for that
purpose comprising the Mayor, and subject to the Mayor’s agreement, at least one Councillor
(‘Performance Review Committee’).
The previous Council established a Performance Review Committee to conduct the annual
performance appraisal of the Chief Executive Officer. This is good governance practice.
The Performance Review Committee would be chaired by the Mayor and membership would
include one other Councillor. To assist with continuity, it is proposed that Cr Wilkie initially be the
second member of the Performance Review Committee as he was on this Committee at the end
of the previous term. It would also be beneficial if other Councillors could have the opportunity to
participate in the review process over time so the recommendation authorises the Mayor to
appoint a Councillor as required every 12 months with Cr Wilkie being the initial Councillor.
2. Local Disaster Management Group
Under the Disaster Management Act 2009 (Section 29), Local Governments are required to
establish a Local Disaster Management Group to coordinate Council’s disaster management
function. This Group has been established and has managed a number of events over the last
two years. This is an important function of Council in co-ordinating the local response to natural
disasters such as flooding.
The following Councillor appointments to this Committee are proposed as:
Cr Tony Wellington – Chair
Cr Joe Jurisevic – Deputy Chair
3. SEQ Regional Plan Group
The State Government is current reviewing the SEQ Regional Plan. As part of that process, the
State has established a consultative group which consists of the Mayors of each SEQ Council.
The Mayor will attend these meetings on behalf of our Council and will be supported by our
planning staff. No formal appointment is required as the State Government has already
established the SEQ Regional Plan Group with Mayors as members.
4. Tourism Noosa
For many years, Tourism Noosa’s Constitution has provided for a Councillor representative on its
Board of Directors. That representative can either be an observer or a Board member. Our
Council has a positive relationship with Tourism Noosa. It is proposed that the Councillor attend
meetings as an observer.
Cr Wilkie has previously undertaken this role and it is recommended that Cr Wilkie be formally
appointed again as Noosa Council’s observer to the Tourism Noosa Board.
5. Roads and Transport Alliance
The Roads and Transport Alliance has been operating since 2002 and is a cooperative
governance arrangement between the Department of Transport and Main Roads, the Local
Government Association of Queensland and local governments to jointly invest in and manage
the State’s transport infrastructure network at a regional level.
Councillor Pardon has previously been Council’s representative on the Roads and Transport
Alliance and it is proposed that Cr Pardon be appointed as Noosa Council’s representative to the
Roads and Transport Alliance.

6. Case Management Working Group
The Council has a Case Management Working Group which has oversight of the carriage of
Council’s litigation. The primary focus is on Planning and Environment Court cases. Several
senior staff also sit on this Working Group including the CEO, Director of Planning &
Infrastructure and the Planning Manager. This Working Group does not have authority to settle
cases (which is the role of Council) but it does review progress and ensure that a consistent
approach is taken to litigation. It is proposed that the Mayor and Cr Jurisevic be members of the
Case Management Working Group.
7. Noosa Biosphere Reserve Foundation Board
The Council established the Noosa Biosphere Reserve Foundation Board in the last term and
appointed the first Board. Under the constitution, the Council can appoint one Councillor as a
Board member while other members of the Board are appointed by the Board itself. In the first
term, the Council appointed Mayor Playford as its representative. His term finished at the time of
the Declaration of the Poll although like all former board members, he remains as a member of
the company. It is proposed that Council nominate the Mayor to be Council’s member on the
Noosa Biosphere Reserve Foundation Board.
8. Audit and Risk Committee
The Council has an Audit and Risk Committee which is a statutory requirement under the Local
Government Act. Like most Councils, we have two external members of the Committee who
were appointed to this Committee to add external governance expertise. One of these external
members is also the Chairperson of the Audit and Risk Committee. This Committee reports
directly to Council and has an important role in managing risk, oversight of financial controls,
liaison with the Council’s auditors and also the review of Council’s financial statements.
The Mayor and Cr Jackson are proposed as members of the Audit and Risk Committee.
9. Rufous Street Project Control Group
The Council has established a Rufous Street Project Control Group (PCG) to assist in the
ongoing Rufous Street development. This Group includes the Director of Community Services
and other staff involved in the Rufous Street project. In the previous term, the Council had two
Councillors on the PCG. As the project is now much more advanced and most of the substantial
community engagement has been completed, it is proposed that only one Councillor be
appointed to the PCG and it is proposed that Cr Wilkie undertake that role.
10. Environment Levy Working Group
The Council established an Environment Levy Working Group to assist in the identification,
assessment and recommendations in relation to properties worthy of protection using funds
raised under the Environment Levy. Similar to the Case Management Working Group, this
Working Group does not have decision making powers as the final decision on land acquisition is
for Council.
It is proposed that Cr Stockwell become a member of this Working Group.
11. Regional Arts Development Fund (RADF)
Council co-funds support for the local arts community via the Regional Arts Development Fund.
As part of that process, an assessment Committee oversees the assessment of applications. A
Councillor is traditionally part of the RADF Assessment Committee.
It is proposed that Cr Glasgow be Council’s appointment to the RADF Committee.
Section 15
SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 19 APRIL 2016
12. Transport Strategy Working Group
The Council has established a Transport Strategy Working Group to oversee the development of
the Council’s Transport Strategy. This is one of the remaining critical strategies to be completed
and will be a particular focus in the short term. As such, it is preferable to have more than one
Councillor representative on this Working Group.
The proposed Councillor representatives are Cr Pardon, Cr Jackson and Cr Wilkie.
Other Representation
While not requiring a formal Council decision, it is also noted that various Councillors are
sometimes invited to attend community group / board meetings in either an ex-officio capacity or
in a Council liaison role. The following organisations are noted as falling within those categories
and the proposed Councillor liaison role is also noted:
Cooroy Futures (formerly the Cooroy Lower Mill Board) – Cr Pardon
Noosa National Surfing Reserve Committee – Cr Glasgow
Cooroy Sports Complex Management Group (attendance as required from time to time by
the group) – Cr Jurisevic
Noosa District Sports Complex Management Group (attendance as required from time to
time by the group) – Cr Jurisevic
Girraween Sports Complex Management Group (attendance as required from time to time
by the group) – Cr Glasgow
It is quite likely that Council will establish other Working Groups or committees during this coming
term and their membership and purpose will be dealt with at the time of establishment.
Previous Council Consideration
The former Council had made a range of appointments to the various Boards and Committees.
Those appointments only apply until the time of change of Council following an election and
hence this report identifies relevant appointments for the term of this Council.

Index ECM/Subject/2015-2016 Annual Capital Works Programme
Attachments 1. Capital Projects Delivery Status, 31 March 2016
EXECUTIVE SUMMARY
The project delivery status report is presented regularly to the Services and Organisation
Committee. The report highlights projects that have been either completed or nearing completion
and a general overview of projects being delivered.
This report also provides a capital project delivery spreadsheet (Attachment 1) that gives a
general overview of the projects’ status and general performance as the projects are delivered.
The capital delivery project dashboard has been incorporated into Attachment 1 to demonstrate
an individual project’s status and overall delivery status.
RECOMMENDATION
That Council note the report by the Asset Planning Coordinator to the Services & Organisation
Committee Meeting dated 19 April 2016 providing an update on the status of the projects being
delivered in the 2015/16 Capital Works Programme.
REPORT
The purpose of this report is to inform the Services & Organisation Committee of the overall
status of the capital works programme projects. The report also provides an opportunity to
highlight and discuss projects within the programme and also confirm the completion of projects
as they are delivered throughout the 2015/2016 financial year.
1. Major Projects
The project delivery approach for 2015/16 is to have the majority of projects well underway
and/or construction nearing completion towards the end of the third quarter or early in the fourth
quarter of the financial year. This approach is to ensure that the majority of projects are finalised
and resources are ready for the next financial year’s capital programme. There are currently 126
active projects in the 2015/16 capital programme as of 31 March 2016 (including the carryover
projects from 2014/2015) with a value of $34.3m and not including Emergent Works reserve,
$1.08m).
The major project and focus of project delivery for the financial year was the planning, design and
commencement of construction for the Dr Pages Road upgrade. This project is nearing
completion and is currently on target for completion in early May 2016, subject to favourable
weather conditions. In addition to this, the Munna Point Bridge rehabilitation with a budget of
$3.1m is also nearing completion and is expected to be completed by the end of May 2016.

3. Summary
The current major construction activities will continue through the fourth quarter, with Dr Pages
Road, the whole of shire reseal and rehabilitation programme and the Munna Point bridge
rehabilitation all remaining on schedule for completion by the end of the financial year. The
overall capital programme continued to gain momentum throughout the third quarter of the
2015/16 financial year. The momentum will continue throughout the fourth quarter with the
majority of projects scheduled to be completed prior to the end of June 2016.
The current expenditure for the capital programme remains on target. The table and graph
following highlight the overall expenditure for the 2015/16 programme as at 31 March 2016.

SERVICES & ORGANISATION COMMITTEE MEETING AGENDA 19 APRIL 2016
RECOMMENDATION
That Council note the report by the Manager Financial Services to the Services & Organisation
Committee Meeting dated 19 April 2016 providing the March YTD monthly financial performance
report for the 2015/16 financial year.
REPORT
Recurrent Revenue (YTD Benchmark 75%)
Council has received 94% ($82.8 million) of its recurrent revenue budget of $88 million as at the
end of March 2016. Commentary on each recurrent revenue type is provided below:
Rates and Levies – $60.6m (100%) of the annual budget of $60.5m has been recorded.
General rates are marginally below forecast levels although waste collection charges
exceed budget.
Fees and Charges – Fees and charges earned ($4.7m) totals 92% of the revised full year
forecast. Planning, development, parking fees, land use permits, and property searches
fees continue to exceed current YTD estimates. Significant variances will be reviewed to
determine the need for possible changes to the year-end forecast.
Interest Received – Currently 6% above YTD forecast levels due to positive cash flow
timing issues. No adjustments to the year-end forecast have been proposed at this stage,
but will be monitored for possible amendment at the March quarter budget review in line
with anticipated cash flow requirements over the remaining months until 30 June.
Dividend and Tax – Dividends and the payment of tax equivalent from Unitywater are in
line with budget forecasts.
Other Revenue – holiday parks, rental income, learn to swim, and waste fees are
marginally above budget forecasts, with sale of recyclable materials (concrete and scrap
metal) currently below forecasts. Sale of quarry products for material used in the
construction of Dr Pages Road has contributed to this favourable variance, but this is
partially offset by an increase in operational costs. All variances will continue to be
monitored to determine whether further adjustments should be made as part of the next
budget review.
Grants and Subsidies – Receipts for operational grants are generally tracking in
accordance with adjustments to the revised budget forecast.

Recurrent Expenditure (YTD Benchmark 75%)
Operating expenditure is currently 70% of the full year budget forecast. Areas of significant
variance continue to be monitored for possible adjustment as part of the March quarter budget
review. Detailed commentary for significant items appears below.
Employee Costs – Actuals of $20m against the YTD budget of $20.2m and equates to 73% of
the full year budget. Whilst the total is within the budget, this is actually represented by a
range of minor variances across operational areas, including staff training, which will continue
to be monitored.
Materials and Services – $26m (65%) of the full year budget has been expended compared
to the YTD budget of $28m. Variances relate to under-expenditure against contract services,
maintenance, and special levies ($290k). Specifically, there is under-expenditure against
buildings and facilities maintenance ($164k), with works expected to be undertaken later in
the year; savings against fleet operations associated with lower fuel prices and savings to
lease and insurance costs ($311k); Waste operations are currently running under original
forecasts ($200k); and Civil Operations is currently running approximately $600k behind
forecast levels. All significant variances will be investigated as part of the March quarter
budget review.
Finance Costs – generally in accordance with budget.
Depreciation expenses are currently running in accordance with budget forecasts.
Other Expenses – generally in accordance with budget.
