This Vegetation Management and Covenant Area Rehabilitation Plan has been prepared to satisfy Condition 7-8 & 13-15 of the Development
Approval (Council Reference RAL 21/0033) issued for Lot 47 on RP&06577 located at 60 Glenridge Drive, Cooroibah.

Conditions 7-8 state;

“The application materia! details 10.86ha of environment covenant area and rehabilitation with a Revegetation and Rehabilitation Management
Plan proposed as part of the Operational Works Application. Limited information regarding the rehabilitation outcomes has been included within
the application material.

Information Required

7. Provide further information as to the areas of the site to be revegetated.
8. Provide a Rehabilitation Concept Plan.”

Conditions 13-15 state:

“The Bushfire Hazard Assessment and Management Pian v1 (pg. 22) recommends that the proposed access/egress road is required to meet
additional road design recommendations due to an increased risk of having only ane access in and out. No detail regarding the road design, the
10m low Hammability species buffer and how it may impact the rehabilitation and future biodiversity of the site is provided.

Information Required
13. Provide @ plan that includes the proposed lots, roads, covenant boundaries and the 10m low flammability species boundary.

14. Include the selection of low flammability species that would be included within this 10m area and how low flammability species meet the
proposed vegetation community.

15. Detail whether management activities would be required to ensure safety and meet the bushfire hazard assessment requirements within the
10m low flammability area e.g. clearing/mowing undergrowth and low shrubs or if this area would be allowed to return to a natural state with no
management other than pest control.”

This Plan prescribes the various rehabilitation methodologies required to meet this condition and to enhance the ecological resilience of the
rehabilitation area.

REHABILITATION OBJECTIVES

1. The primary objective of the rehabilitation program is to restore and enhance floristic and structural integrity to the proposed Vegetation
Protection Covenant Area.

2. Objective 1 will be achieved via targeted treatment of exotic weed taxa and comprehensive revegetation works (where necessary).
OVERALL RESTORATION STRATEGY

The Covenant Area comprises a total area of 9.95ha and predominantly consists of a harvested agricultural land that has either been sown with
grass seed or exhibits bare earth, however. some remnant vegetated areas remain.

The vegetated areas contained a low level of weed presence. Overall, the vegetated areas onsite contains a high in-situ ecological resilience.
An ‘assisted natural regeneration’ management approach (as defined within the South-East Queensland Ecological Restoration Framework) is
anticipated to be required within these vegetated areas alongside comprehensive revegetation works in the remaining unvegetated covenant
areas.

WEED MANAGEMENT

WEED SPECIES TO BE CONTROLLED

Weed management is to include the management of all
environmental weeds from Covenant Area including weeds listed in
the following documents:

. Restricted Matters (Invasive Plants) listed under the QLD
Biosecurity Act 2014;

e Weeds of National Significance (WONS) under the
Commanwealth Government Weeds strategy;

. Invasive Naturalised Plants in South East Queensland, 2002,
Queensland Herbarium;

. Noosa Planning Scheme Policy 2 - Landscaping

« Pest plants listed in Schedule 1 part 3, Schedule 2 and Non-
scheduled invasive species within Noosa Council's
Biosecurity Plan 2020; and

e Any other exotic plants known to exhibit weed characteristics
(.e. Invasive, competitive characteristics).

ESTIMATED SCHEDULE

Weed management is to comprise treatment application to all
observable exotic taxa as required. Treatment and assessment must
continue until declared plants have been controlled (i.e. they are
visually dead or dying).

GENERAL METHODS

All works are to be conducted in line with the SEQ Ecological
Restoration Framework. All weed treatments to comply with Minor
Use Permit PER11463 & 82307, product labels and individual SDS,
and other applicable permits as well as the Chemical Usage
(Agricultural and Veterinary) Control Act 1988, Agricultural Chemical
Distribution and Control Act 1966, and the Work Health and Safety
Act 2011 (including all applicable Regulations).

All weed management works are to be conducted by experienced
persons proficient in both native species and weed species
identification. The method adopted for removal of weeds from the
site will be dependent upon the physical stage of development of
individual weed specimens. Only herbicides registered for aquatic
use as detailed on the manufacturer's specifications are to be
applied within or immediately adjacent to waterbodies. Herbicide
sprays should be applied in non-windy conditions in order to prevent
incidental poisoning of native species and not on days preceding
forecast rainfall. A period of three to four weeks is usually required
between herbicide application and revegetation.

ASSISTED NATURAL REGENERATION

Assisted Natural Regeneration management will be undertaken
within vegetated areas of the Covenant Area as it is dominated by
existing established native vegetation with a low level of exotic weed
invasion. Assisted Natural Regeneration applies:

. To natural areas where the native plant community is
largely healthy and functioning;
. When native plant seed is still stored in the soil or will be

able to reach the site from nearby natural areas, by birds or other
animals, wind or water;

. Where the natural regeneration processes (seedling
germination, root suckering, etc.) are being inhibited by external
factors, such as weed invasion, soil compaction, cattle grazing
mechanical slashing, etc.;

. When limited human intervention, such as weed control.
minor amelioration of soil canditions, erection of fencing, cessation
of slashing, etc. will be enough to trigger the recovery processes
through natural regeneration; and

PO Bax S56 Parific Paradise, Cid 48 | VEGETATION MANAGEMENT & REHABILITATION PLAN

« When the main management issue is weed infestation and/or
current land use practices.

The re-establishing plant community will be substantially similar in

structure. composition and diversity to the original vegetation type

(based on the Regional Ecosystem (Pre-Clearing) mapping). It is

expected the general management techniques are to follow the

principles of.

1. Identifying nodes of resilience;

2. Working to strengthen identified nodes and protect and
encourage all existing and naturally regenerating species
through assisted natural regeneration processes; and

3. Working outwards from nodes of resilience to increase the size
of nodes and gradually connect to ather nodes of resilience.

PERFORMANCE CRITERIA

Performance criteria have been set to provide easily identifiable and
quantitative indicators of revegetation progression.

Table 1 identifies the performance criteria to be used to assess the
success of the weed control works. These performance criteria must
be met for the works to be considered successful. The rehabilitation
works are to be assessed against these Performance Criteria to
ensure compliance with this Rehabilitation Plan.

Certification is to be issued to Council at the completion of works to
demonstrate that the rehabilitation works have achieved the
nominated Performance Criteria

It should be noted that under the Biosecurity Act 2014 the landowner
is responsible for biosecurity matters on their land.

REVEGETATION SPECIFICATIONS
REVEGETATION DESIGN

The Covenant includes approximately 8.4ha of land within the covenant area which is
host to harvested agricultural land. This area will require direct revegetation of suitable
native species to meet Condition 7 of Council's approval which states “Provide further
information as to the areas of the site to be revegetated”.

Revegetation within denuded areas is to include species drawn from the species
palette listed in Table 2 to achieve the performance criteria listed in Table 1 (refer RP-
03). Plate D depicts an example of a denuded area requiring revegetation.

Plate D - Supplementary Revegetation Area (foreground)

SITE PREPARATION

The methodology for the revegetation program is to generally occur in the following
chronological order:

1. Clearly mark any existing native species that may be obscured within the weed
control areas to prevent incidental damage during site preparation and weed
control activities.

2. The direct supplementary revegetation areas are to be levelled to remove the relic
cropping rows/mounds, the final gradient should direct surface runoff towards the
onsite creeks.

3. Undertake comprehensive weed control, including control/removal of woody weed
species as well as herbicide treatment of all herbaceous weeds and pasture
grasses.

4. Once herbicide treatment has taken effect, plants can be installed.

5. Water in plants as required.

PLANTING METHOLOGY

Planting

Once weed treatment has taken effect, individual planting holes are to be manually dug
or by mechanical auger at the densities prescribed within this Plan. Plants are to be
provided as 50mm native tubestock. As a minimum, all tubestock is required to:

e Have asignificantly established root system;

e Not display signs of ‘yellowing’, leaf or stem damage or disease, root
curling/girdling or restriction related to being ‘pot bound’;

« Shrubs to have a single, straight trunk that is a minimum of 25cm tall for 50mm
tube-stock; and

e Besun hardened.

All tubestock is to be installed as per the Specification detailed in Figure 1.

Watering

Planting is to occur as follows;

. Planting must not occur unless soil moisture is adequate;

. All stock must be watered immediately prior to planting;

. All planting holes are to be pre-watered prior to installation of tubestock; and

. Apply an initial establishment watering and continue to water as required to
ensure survival.

Mulch

Each plant installed is to have a minimum 500mm radius ‘ring’ of organic mulch (e.g.
sugar can mulch) applied to a depth of 100mm and adequate mulch covering must also
be present at the point of off-maintenance (i.e. minimum 50mm mulch coverage should
be available).

Plant Density
Replanting must occur with the following density:

e Canopy Trees 5m centres
« Small Trees 3m centres
« Understorey species 2m centres

Plant Diversity
The following minimum diversity must be implemented:

« Canopy Trees — No less than 5 species from Table 2
e Small Trees — No less than 5 species from Table 2
e Understorey species — No less than 3 species from Table 2

*NOTE: These species prefer wetter areas.

Management — Low Flammability Revegetation cies area

Condition 15 asks for details of management activities require to ensure safety and
meet the Bushfire Hazard Assessment recommendations within the 10m low
flammability area. The species palette selected for this low flammability area is
identified in Table 3 and was specifically chosen to allow the area to return to a natural
state with no management techniques required (e.g. mowing) whilst still maintaining the
low flammability characteristics.
