The reasons for this decision are:
  The proposed development site is identified as having substantial unexploded ordnance (UXO)
    potential.
  The proposed development is within an existing urban setting and the UXO potential can be
    managed suitably for the proposed use.
  To ensure the development manages the land in a manner that protects human safety and the
    environment.

Decision
 The development application is for material change of use for entertainment, dining, retail and
    commercial businesses.
