Ecological Assessment Report
Ecological Assessment Report v2 NCES REF: LEA2016-06 Lot 496 on MCH591 - 30 Pottery Street, Pomona EXECUTIVE SUMMARY North Coast Environmental Services was commissioned by Ellen Leape to prepare an Ecological Assessment Report (EAR) for Lot 496 on MCH591 located at 30 Pottery Street, Pomona (referenced hereafter as ‘the site’). The EAR was requested to identify the environmental values of the site and to determine the suitability of a proposed Reconfiguration of a Lot development application for the site to be submitted to Noosa Council. The site is located on the western fringe of the Pomona township and is host to open eucalypt forest and cleared areas around the existing dwelling. Least concern regional ecosystem (RE) 12.11.3 is mapped as occupying the majority of the site. RE 12.11.3 is described as ‘Eucalyptus siderophloia, E. propinqua +/- E. microcorys, Lophostemon confertus, Corymbia intermedia, E. acmenoides open forest on metamorphics +/- interbedded volcanics’. No flora species listed under either the QLD Nature Conservation Act 1992 (NC Act) or the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) were identified on the site. A habitat assessment of the site has determined the on-site vegetation represents an edge and core component of a significant vegetated wildlife corridor positioned on the western extent of the Pomona township. The site is likely to host a modest assemblage of resident terrestrial fauna including possibly EVNT listed fauna species due to its connection to larger offsite bushland units. The proposed extent and composition of clearing is not anticipated to significantly impact food or habitat resources for fauna species listed in this locality including listed species. The assessed development footprint impacts approximately 0.8 Ha or 40% of the approx 2 Ha of Environmental Enhancement Vegetation mapped on the site as shown on Biodiversity Overlay Map 5.1 of the Noosa Plan. Proposed clearing impacts have been restricted to the eastern half of the site which borders existing built urban areas thereby preserving the functionality of the wildlife corridor which traverses through the western half of the site. Specific attention has been given to preserving identified hollow bearing habitat trees on the site wherever possible. The application has been assessed against Local, State and Commonwealth environmental and conservation development assessment frameworks and determined to be compliant as follows: The Noosa Plan Biodiversity Overlay Code – Generally compliant subject to acceptance of proposed alternative measures; Nature Conservation Act 1992 – Compliant subject to: o An Exempt Clearing Notification (Protected Plants) form (accompanied by a flora survey report) being submitted to EHP prior to clearing, and Module 8 QLD Sustainable Development Assessment Provisions & Vegetation Management Act 1999 – Does Not require Assessment; SEQ Koala State Regulatory Planning Provisions – Not Assessable; located external of KADA or PKADA; and Environment Protection and Biodiversity Conservation Act 1999 – Generally compliant no significant impacts expected to MNES. © 2017 2
