Response to SEQ Water advice
Attached to the e-mail Response to SEQ Water Third Party Advice - MCU16/0066 & OPW16/0133.
Wednesday, 19 October, 2016 Our Ref: 16161 / Office: Sunshine Coast SEQ Water Ref: CE:DB F16/3997 Council Ref: MCU16/0066 & OPW16/0133 SEQ WATER PO BOX 16146 BRISBANE CITY EAST QLD 4002 Via email: [email protected] ATTENTION: David Brown Dear Sir RESPONSE TO THIRD PARTY ADVICE DEVELOPMENT PERMIT FOR MATERIAL CHANGE OF USE FOR RETAIL BUSINESS TYPE 2 SHOP & SALON, RETAIL BUSINESS TYPE 5 VEHICLE USES AND ENTERTAINMENT AND DINING BUSINESS TYPE 1 FOOD & BEVERAGE DEVELOPMENT PERMIT FOR OPERATIONAL WORK (ADVERTISING SIGNAGE) 6 TAYLOR COURT, COOROY LOT 3 SP197517 Further to SEQ Water’s Third Party Advice dated 23 August 2016 we now respond to each of the items raised. 1. In accordance with the Seqwater Development Guidelines, development is to ensure that stormwater is of a quality that is fit for purpose as drinking water supply. Seqwater recommends that the applicant demonstrate that the reduction in pollutant load calculations can achieve the relevant Water Quality Objectives identified in the Environmental Protection (Water) Policy 2009. It is recommended that the applicant specifically state the annual rainfall assumptions uses in the calculations. It is further recommended that any stormwater management plan be signed off by a Registered Professional Engineer Queensland (RPEQ). Response Covey Associates provide the following response: In response to the Stormwater Management items requested by Seqwater we have included the following information within the Stormwater Management Plan. The MUSIC modelling rainfall data used to model pollutant reduction targets is from Cooroy Composite Station 1973 to 1983 as this is the most continuous dataset available. The annual rainfall for each year has been included within the SWMP as requested. Refer to Table 3: Annual Rainfall in the report. The report demonstrates that the measures proposed to reach the WQOs identified in the Environmental Protection (Water) Policy 2009. The proposed measures significantly exceeded the required pollutant reduction targets by State Planning Policy and Noosa Shire Council to ensure the best possible change of meeting the WQOs and prevent any potential adverse impacts on Lake Macdonald. The daily loads estimated in MUSIC for TSS and TN are mean values and only marginally

over the WQOs due to the low concentration of the remnant pollutants. There is no practical or
reasonable way to address the remaining concentrations. The report has been signed off by an RPEQ.
2. The proposal involves in-ground storage of fuels which present a risk to groundwater
contamination. The proposal does not detail the tank details or leak detection measures to ensure
that surface and groundwater will not be adversely impacted. In accordance with Element 6 of the
Seqwater Development Guidelines, any proposal involving the storage of fuels should be
accompanied by a report prepared by a suitably qualified and experience chemical engineer or
similar as outlined in Measure 28.1. Additional considerations are also outlined in Element 6.
Note: Brisbane City Council’s City Plan also provides suitable requirements for in-ground tanks
(SC6.28 Storage and dispending of petroleum products planning scheme policy).
Response
The applicant owns the land and is intending to either sell or lease the land to a service station
operator (at this stage, the operator is unknown). This operator will presumably have preferred fuel
tank designs and detection measures which we are not privy to at this stage. To address SEQ Water’s
concern, the applicant will accept a condition which requires the submission of tank details and leak
detection measures to SEQ Water for approval prior to the submission of the first Operational Works
application for the proposal. This would bind future operators and provide certainty for SEQ Water
that surface and groundwater will not be adversely impacted.
