SPECIAL MEETING AGENDA 27 JUNE 2018
Finance
The introduction of the levy will increase waste disposal fees for commercial and industrial
operators by $70 per tonne from 1 January 2019. Although the levy fees for domestic ratepayers
will be offset by an advance payment from the State Government, there will still be significant
resources required to administer the levy.
Furthermore, from a Noosa Council perspective the proposed methodology for assessing the
rebate amount does not take into account or reward Noosa Council for its recent innovations
such as the introduction of a garden waste bin across the Shire in 2017/18 financial year which
has already reduced the amount of waste to landfill.
At the LGAQ stakeholder meeting on 7 June 2018, State government officers encouraged
Councils to finalise their budgets by 30 June 2018 and promised to make changes to legislation
to facilitate Councils performing a midterm review of their Revenue Statement (rated waste
charges) for application from 1 January to incorporate funding the costs of the waste levy.
The government has not formally agreed to the proposed amending legislation at the time of
writing this report.
Risks & Opportunities
The introduction of a levy that makes waste disposal to landfill a more expensive option, and
therefore encourages recycling and diversion from landfill is a positive initiative which fits with
Noosa Council’s ‘Towards Zero Waste’ philosophy and the Waste Reduction and Recycling Plan.
