SPECIAL MEETING AGENDA 27 JUNE 2018

 For the rehabilitation component, they propose to contribute up to $125,000 per year for 5
years to assist with rehabilitation costs. Those contributions will commence the year
following their final payment towards the acquisition component. In the event that the
rehabilitation works can attract funding/grants from other sources, the contribution by NPA
may be reviewed. NPA have also indicated that their members are keen to contribute
directly to the project in other practical ways such as volunteer planting days.
 All up, NPA proposes to contribute approximately $1.166M towards acquisition (spread
over 6 years) and up to $625,000 toward rehabilitation (spread over 5 years).
 Under Section 60A of the Statutory Bodies Financial Arrangements Act 1982, a local
government may enter into a Type 1 financial arrangement which includes an arrangement
that provides for, relates to, is directed towards entering into or performing a deferred
payment arrangement if the payment period is more than three years. Such an
arrangement requires approval by the State Treasurer. That application process is
underway and it would be expected that such formal approval would be forthcoming.
 A copy of the proposed Deed of Funding between Noosa Council and Noosa Parks
Association (Council Deed) is provided at Attachment 3.

6. Environment Levy Working Group
As indicated in the report to Council dated 13 October, 2017 the project is supported by the
Environment Levy Working Group. It is recognised that the project will absorb a significant
amount of the environment levy, but the broad scale nature of the project, and the environmental
outcomes that can be achieved, warrant Council funding the project.

More than 2,400 ha of significant land will be preserved for environmental protection purposes
and represents good value for money when compared to other recent Environment Levy
acquisitions as shown the table below.

Location Area (ha) Price Cost per ha

118 Johns Road, Cooroibah 49 $2.2M $44,000
Yurol-Ringtail Forest proposal 1492 $3.5M (3 parties) $1.2M $2,400
(PLA area only) (Council)** $805 (Council)

*This property is located at the northeast corner of the Ringtail PLA area and will have an important role to play in the
connectivity between the Yurol/Ringtail area and the Cooloola area.
** This only relates to the one third Council acquisition cost of the entire PLA area. Remediation costs associated with
the pine PLA areas (approx. 750ha) are dealt with separately.

7. Transition Committee
As provided in the MOU and reaffirmed in Schedule 3 of the State Deed, a Transition Committee
is to be established to provide a coordinated approach to the transition of the lands to protected
area tenure. This Transition Committee will deal with practical implementation of the agreement
and maintain ongoing communication and working relationships between the parties.

Council may nominate one member to the Committee and one proxy member. Council will
provide secretariat services to the Committee.

It is recommended that the CEO, Brett de Chastel be Council’s representative with the proxy
being the Director of Environment and Planning, Kim Rawlings. This will continue the working
relationships established during the negotiation phase.
