Proposal Installation of First People’s Yarning Circle
Memo Completed Date 14 March 2024
Memo Reviewed By Tara Norley – 21 March 2024

Property Address 11 Maple Street, Cooroy
RP Description Lot 2 SP 221081
1. DETAILS
This proposal seeks an exemption certificate to install a first people’s yarning circle at the Cooroy
Butter Factory at 11 Maple Street, Cooroy, to make the development exemption from assessment
as nominated in by Table 5.9.7 of the Noosa Plan 2020.
The yarning circle requires basic landscaping, timber seats and posts and various mulches. The
applicant advises the works are expected to beautify a dilapidated section of the Butter Factory
property and provide a meeting place for First Nation elders, small community groups and visitors
to the Butter Factory.
The Planning Act 2016 allows exemption certificates to be issued where ‘the effects of the
development would be minor or inconsequential, considering the circumstances under which the
development was categorised as assessable development’.
The proposed works are minor and while important to the community, the works are
inconsequential to the site and the surrounding area in terms of the planning scheme requirements.
Council’s heritage officer also advises the Cooroy Butter Factory Conservation Management Plan
discourages additional building area, roofs or awnings in this area but, as the yarning circle is
essentially a ground level landscape element, it will have no impact on the identified heritage
values of the place. It also contributes positively to the ongoing use of the place, essential to its
long-term conservation.

3. COMMENTARY
Council determined that the proposal was exempt for the following reasons:
1. The proposed works while important to the community, are minor in nature and do not require
an assessment to be undertaken against Noosa Plan 2020 as the effects will be
inconsequential in terms of planning scheme requirements.
2. The proposed works will form part of the overall landscaping for the Butter Factory at Cooroy.
