RECOMMENDATION
That Council note the report by the Technical Officer - Capital Planning to the Special Meeting
dated 16 December 2019 and:
A. Award Tender 1920T013 Stormwater Infrastructure CCTV Inspections to Pipe Management
Australia Pty Ltd under a Schedule of Rates contract; and
B. Authorise the CEO to approve three (3) optional extension periods of up to twelve (12)

REPORT
This report considers the provision of stormwater CCTV inspection services for the accurate
condition assessment of Council’s stormwater assets.
Tender Process
The invitation of public tenders for Stormwater Infrastructure CCTV Inspections was advertised on
VendorPanel Public Tenders 4 October 2019, in the Sunshine Coast Daily on 5 October 2019 and
the Noosa News on 8 October 2019. The tender closed on 5 November 2019. Fourteen (14)
conforming, two (2) alternatives and one (1) non-conforming tender submissions were received,
from contractors listed below in alphabetical order:

These tenders were assessed by the assessment panel in accordance with the following
procurement probity plan evaluation criteria:
Capability & Resourcing
Contract Experience & Capacity
Methodology
Quality
Health & Safety
Environment & Sustainability
Contribution to Local Economy
Price
The evaluation methodology considered both non-price elements (70% of the score) and a price
component (30% of the score).
As the contract is a schedule of rates, pricing was assessed by the application of a relevant
operational scenario to complete network assessment for both “rapid” and “detailed” assessment
scenarios; and innovation and efficiencies were assessed favourably. The outcome demonstrated
a number of strong submissions, and as such, a best and final offer was sought of these
contractors.
Pipe Management Australia Pty Ltd demonstrated a clear ability to meet both the price and non-
price elements, also specifying that they are not required to utilise the services of a sub-contractor
to undertake inspection works. Although the company does not have a head office in the immediate
Noosa region, they are in the process of securing a satellite depot on the Sunshine Coast, also
stating that the procurement of goods and labour will be purchased from the Noosa Shire area as
required.
As a result, Pipe Management Australia Pty Ltd is recommended as most advantageous to Council
for contract 1920T013 Stormwater Infrastructure CCTV Inspections, demonstrating value for
money, expertise and innovation.

EXECUTIVE SUMMARY
This report provides a recommendation for the contract award of the preferred contractor for
1920T037 Construction of the Black Mountain Road, Black Mountain Corridor Upgrade.
RECOMMENDATION
That Council note the report by Project Manager to the Special Meeting dated 16 December 2019
and award Portion A, C & D of tender 1920T037 – Black Mountain Road Corridor Upgrade to
Bellwether Pty Ltd for the value of $1,230,934; and approve the total project budget of $1,425,152.
REPORT
The proposed contract is for the construction of road widening, renewal of pavement and other
safety improvements (namely signage) on Black Mountain Road, starting Stanfield Lane and
continuing approximately 3.2km west. This section of road has been identified as a priority via road
safety audits and the reseal program.
1. Design
The design for these works has been undertaken by both the Council’s internal design team and
external consultants, with reviews to seek the most economical outcome. The aim of the project is
to improve road safety within the budget by maintaining the existing road pavement while
undertaking minor alignment modifications and installing additional signage.
2. Project Scope
The project and contract has been broken into the following scope portions:

SPECIAL MEETING AGENDA 16 DECEMBER 2019
Portion A (purple)
Reseal of existing surface and installation of additional safety signage.
Portion B (orange outline)
Land slip repair previously completed by Council. Not part of this contract.
Portion C (red outline)
Widening of existing pavement, pavement rehabilitation, improved drainage and installation of
additional safety signage.
Portion D (blue outline)
Re-profiling of the vertical alignment to improve sight lines (visibility), widening of existing
pavement, pavement rehabilitation, reinstatement of resident driveways, improved drainage
and installation of additional safety signage.
This project was originally designed in portions/stages which have been combined into a single
contract to achieve economies of scale and attract qualified contractors to participate in the tender
process.
3. Tender Process
Due to the value of the works being greater than $200,000 the works have been tendered in
accordance with the Local Government Act 2009. The Invitation to tender 1920T037 was released
via VendorPanel Public Tenders on 28 October 2019. The tender was advertised in the Noosa
News (29 October 2019) and closed on 19 November 2019.
4. Tender Assessment
An initial review was undertaken to identify any non-conforming tender responses. A number of
responses were considered to be non-confirming and were eliminated on the basis that they were
marketing material and not true submissions. No late tender responses were received. As a result,
a total of four responses were accepted and progressed to the evaluation process, which are listed
in alphabetical order:

5. Access during construction
The Gympie Terrace project will cause disruption to traffic and pedestrian movements on and
around Gympie Terrace during the life of the project. Specific requirements have been placed on
the contractor to communicate with, and ensure access to businesses and residences is
maintained throughout the project.
Through traffic will be maintained for the duration of work, however motorists will be encouraged
to use alternate routes as delays are expected. Night works are proposed for critical elements of
the road crossing work to further minimise traffic flow and access restrictions. This night work will
be structured such that impacts to adjacent land uses is minimised.
The contractor must also consider the impact of work to community events and take appropriate
action to mitigate any impact. To assist this, the contractor will be provided with a copy of the event
calendar.
6. Program
The preferred contractor has nominated a construction period of 4 months commencing in
February 2020 subject to favourable conditions during construction. It is proposed that night work
be undertaken for critical road crossing work to provide an accelerated works program.
7. Previous Council Consideration

EXECUTIVE SUMMARY
This report provides a recommendation for the contract award of the preferred contractor for
1920T072 Orealla Crescent, Sunrise Beach bridge replacement.
RECOMMENDATION
That Council note the report by the Project Coordinator to the Special Meeting dated 16 December
2019 and award tender 1920T072 for the Design and Construction of the Orealla Crescent Bridge
replacement situated in Sunrise Beach to SGQ Pty Ltd for a value of $2,619,227 and approve the
total project budget of $3,716,432.
REPORT
The proposed contract is for the replacement of the Orealla Crescent Bridge situated on the David
Low Way at Sunrise Beach.
1. Project Scope
The design and construction of a new bridge will allow for two traffic lanes, on road cycle lanes and
a separated/off-road shared pathway. The contractor is to minimise impacts to Orealla Crescent
with the existing bridge height clearance maintained. The bridge will meet current design
specifications and standards with a target design life of 100 years. Project proposals have included
some allowances for improvements to bridge aesthetics and landscaping.
2. Tender Process
In late 2018, a previous tender was called to remediate the bridge and therefore extend technical
life by 50 years. This tender was not awarded as it did not provide value for money for Council,
only providing a limited warranty on the cathodic protection system and repairs, with a project cost
of around two thirds that of fully replacing the bridge. Remediation also did not provide
improvements such as meeting current design specifications, a separated shared footpath,
improved aesthetics and a 100 years design life.
Due to the value of the works being greater than $200,000 the works have been tendered in
accordance with the Local Government Act 2009. The tender process was broken down into 2
phases, being;
Phase 1 - 1920E050 - Expression of Interest - Orealla Crescent Bridge replacement
Phase 2 - 1920T072 - Closed tender – Orealla Crescent Bridge Replacement, Sunrise
Beach.

SPECIAL MEETING AGENDA 16 DECEMBER 2019
Phase 1
The expression of interest was released via Vendor Panel on 2 September 2019 and closed 24
September 2019. Five (5) conforming and one (1) non-conforming responses were received.
Phase 2
The Invitation to (closed) tender was released via Vendor Panel on 22 October 2019 and closed
on 20 November 2019. Four (4) conforming and one (1) alternate tenders were received.
3. Tender Assessment
The tender evaluation panel undertook an assessment of the tender submissions in the closed
tender from the following respondents (listed in alphabetical order);
ARK Construction Group Pty Ltd
Davbridge Properties Pty Ltd T/A Davbridge Constructions
CRAGCORP Pty Ltd T/A Queensland Bridge & Civil
SGQ Pty Ltd (conforming bid)
SGQ Pty Ltd (conforming alternate bid)
Each evaluation panel member undertook an independent review and analysis of the respondent’s
technical submission and rated them according to established criteria. The evaluation panel then
met to review and discuss each panel member’s evaluation and agree scoring for each
respondents criteria, ultimately informing the evaluation outcome.
A summary of the scoring (combined price and non-price elements) as agreed by the evaluation
panel is provided in the table below. For further details including pricing refer to attachment 1.
Respondent Total
ARK Construction Group 83.85
Davbridge Constructions 93.57
Queensland Bridge & Civil 71.61
SGQ Pty Ltd 95.71
SGQ Pty Ltd (alternate bid) 100.00
The tender evaluation panel finalised tender evaluations and considered the tender (alternate bid)
of SGQ Pty Ltd to be the most advantageous to Council and presenting the best value for money.
This tender submission is favourable on the following basis:
They were able to demonstrate previous experience with successful construction of several
similar projects in the recent past;
The proposed methodology responded to the requirement to minimise the impact to motorists
by reducing the duration of the closure of David Low Way.
SGQ’s alternate bid provides a cost saving compared to SGQ’s conforming tender due to the
use of modified precast deck units which will provide improved inspection access during the
future maintenance of the structure.
Further, SGQ’s alternate proposes an advanced foundation system, which should deliver a
shorter construction duration. This will ultimately reduce the impact and nuisance to residents
by shortening the duration of the detour by a few days and reduce the amount and/or duration
of heavy machinery required on site during the construction phase.
They demonstrated a considered methodology and bridge design, offering high quality and
minimising Work Health and Safety risks;
Section 20
SPECIAL MEETING AGENDA 16 DECEMBER 2019
They demonstrated that they have the necessary resources to meet Council’s contractual
timeframes for practical completion;
The project team is located within the Noosa Shire and greater Sunshine Coast and has local
experience with bridge design and construction.
The tender evaluation panel considers this alternate tender submission to be the most
advantageous to Council and presents the best total score of combined price and non-price
elements.
4. Access during construction
The project will cause some disruption to traffic and pedestrian movements on and around David
Low Way and Orealla Crescent. Very specific requirements have been developed and set through
the tender phase by Council in consultation with experienced traffic consultants. The contractor
must ensure access to businesses and residences is maintained throughout the works. Motorists
will be encouraged to use alternate routes via Facebook and mobile message boards at major
intersections to prevent potential lengthy delays through the detour route.
5. Program
SGQ propose to design and construct the project (pending adverse weather) in approximately six
months. The design process is planned to commence in January 2020. Site establishment and
construction will commence in May 2020 with expected completion in late July 2020.
This aggressive timeframe is required to comply with the Federal Grant funding requirements
applicable to this project.
In the design phase, Council’s project team will work with the contractor to determine the
aesthetics, such as curved bridge railings, patterns on the vertical abutment wall and will look for
opportunities to improve the current amenity.
6. Previous Council Consideration
Ordinary Meeting Minutes, 15 August 2019, Item 7, Page 18
That Council note the report by the Project Officer to the General Committee Meeting dated 12
August 2019 and authorise staff to call for Expressions of Interest for the Design and Construction
of the Orealla Crescent Bridge, Sunrise Beach.
7. Finance
Council has provisionally allocated a total of $1,754,514 for the project, comprising $754,514 in
this current 2019/20 financial year and $1,000,000 in the 2020/21 financial year.
The Federal Government through its Bridge Renewal Program will contribute 50% of the project
cost up to a maximum of $3,180,840. UnityWater is covering expenses related to temporary
relocation and reinstatement of their water main asset due to the planned renewal aligning with the
bridge replacement timing.
