Planning Report
The proposed development supports the function of the Shire Business Centre as a Major Regional Activity
Centre and accords with the objectives, principles and overall intent of the SEQ Regional Plan within the
Urban Footprint.
3.2.3. State Assessment and Referral Agency
The State Assessment and Referral Agency (‘SARA’), introduced on 1 July 2013, seeks to deliver a
coordinated, whole-of-government approach to the state’s assessment of development applications. The
State Development Assessment Provisions (‘SDAP’) is an outcome of the SARA and a statutory instrument
made under the Act which sets out matters of interest of the state for development assessment, where the
chief executive of administering the Act is the assessment manager or a referral agency.
Importantly, the SDAP provide assessment benchmarks for the assessment by the chief executive or a
referral agency and provides applicants with the opportunity to address performance criteria to demonstrate
that a development appropriately manages any impacts on a matter of state interest, and/or protects a
development from impacts of matters of state interests.
SARA provides supporting mapping to assist in spatially representing policies and requirements contained
within the SDAP. The mapping indicates the following SARA/SDAP Matters apply to the site:
• SEQRP Regional Plan Triggers
o SEQ Regional Plan Land Use Categories
• Natural hazards risk and resilience
o Flood hazard areas

None of the locational based referral triggers are relevant to the development application. However, it is
noted that whilst the site is not located on or in close proximity to any State Transport Infrastructure, the
scale of the proposal exceeds the thresholds outlined in Schedule 10 of the Planning Regulations 2017. This
application will therefore require referral to SARA.
An assessment of the State Development Assessment Provisions (SDAP) indicates that the development
needs to be assessed against State Code 6: Protection of state transport networks. A comprehensive
assessment of the proposed development against the relevant State Codes are included at Appendix D of
this report. This assessment demonstrates that the proposed development will facilitate the outcomes sought
by the relevant assessment benchmarks contained in the relevant State Code.
