Planning Report
• Food and drink outlet – premises used for:
d) preparing and selling food and drink for consumption on or off the premises; or
e) providing liquor for consumption on the premises, if the use is ancillary to the use in
paragraph (a);
f) Excluding premises which contains a drive-through.
Any tenancy/s may be used for one, or a combination of, the above uses where impacts and emissions
can be managed. For example, a Low Impact Industry tenancy used for a brewery may include a Hotel
or Bar use, or a Low Impact Industry making clothing may include a Shop use to enable the sale of
clothing from the same tenancy.
4.2. STRATEGIC FRAMEWORK
4.2.1. Desired Environmental Outcomes (DEOs)
The Desired Environmental Outcomes set out a policy based on ecological sustainability and are a basis for
the measures of the Planning Scheme. The DEOs outlines 12 themes that collectively represent the policy
intent of the scheme:
• Agricultural uses;
• Commercial & retail uses;
• Community uses and facilities;
• Heritage;
• Industrial Business uses;
• Natural Resources;
• Open space, environment & conservation functions;
• Sport & recreation uses;
• Residential uses;
• Tourism;
• Transport & mobility functions; and
• Infrastructure and services.
The themes express the strategic outcomes, elements, specific outcomes and land use strategies as the
economic drivers. Although each theme has its own section, the strategic framework in its entirety represents
the policy intent for the Planning Scheme.
An assessment of how the proposal achieves the relevant part of the intent for the following key elements of
the Desired Environmental Outcomes (DEOs) is provided in Appendix C:
• Commercial & Retail uses
• Transport and Mobility Functions
• Infrastructure and Services
• Community Use
The proposal is consistent with the intent of the above relevant themes as the Noosa Marketplace proposal
offers an integrated development, with a range of large format retail tenancies and small-scale incubator
retail and business tenancies, which offer employment growth and consumer choice for a range of multi
format retail offers. As demonstrated in the Economic Impact Assessment in Appendix F, the proposed
Noosa Marketplace responds to the local needs in a way which integrates with the surrounding business
centre land uses and creates significant employment opportunities to support and sustain a dynamic and
vibrant local economy. The proposal includes key landscaped areas to complement the existing vegetated
covenant areas and enhance the street appeal.
