Planning Report
4.4. EMPLOYMENT PRECINCT E5 & BUSINESS PRECINCT B3
Under the Planning Scheme, the site is included in the Employment Precinct E5 (Industry & Business) and
Business Precinct B3 (Showroom, Office & Business) of the Shire Business Centre zone. The purpose of
these precincts is to generate commercial and retail development and a target for future new employment
opportunities.
The proposed development has established several retail and business land uses as transition uses
between the Noosa Civic shopping centre to the East and the Industrial Estates to the west and further
south. Refer to below Figure 17 for more details.

4.5. CATEGORY OF DEVELOPMENT AND ASSESSMENT
4.5.1. Category of Development
There are three categories of development under the Act. These are Accepted Development, Assessable
Development and Prohibited Development.
The Planning Scheme, acting as the Categorising Instrument, determines that the Category of Development
for the development is Assessable Development.
4.5.2. Category of Assessment
The Planning Scheme determines the Category of Assessment for the application. Where a locality code
prescribes the Category of Assessment for development, these categories of assessment prevail over the
Zone Category of Assessment if it is a higher Category of Assessment. In this instance, the locality code
does not vary the category of development specified by the Zone. Therefore, the Zone category of
development applies.
Given the proposed development involves an Undefined Use, the level of assessment of the Development
Application is Impact Assessable. It is acknowledged that individually, some of the proposed tenancies
would be regarded as consistent land uses within both the E5 and B3 precincts of the Shire Business Centre
Zone.
