Planning Report
Assessment ensuring the application will include public notification, which allows for submitter appeal
rights ensuring adequate consideration of community and business views;
• Integrated – The combination of the proposed land uses within the Noosa Marketplace development,
facilitates a clear path to achieving a diverse, efficient, resilient and strong local economy;
• Coordinated - The applicant is committed to the delivery of a development that meets the majority of
Council aspirations in a timely manner, being delivered with rigour and quantified technical inputs in a
single development application with no staging; and
• Accountable – Given the history of the site, particularly the Masters approval which was subject to an
appeal, the proposed development improves certainty for the community on a high-profile site in the
main commercial and retail area of the LGA and provides a range of benefits detailed in this application
and that we consider to be in the public interest.
In our view, Council can be confident that the purpose of the act is met and parts (a) to (c) of the Ecological
Sustainability definition are achieved, or can be conditioned to achieve the intended outcomes, recognising
that Council or a referral agency may seek additional information through this process.
Ultimately, we consider that community needs as expressed through the current or draft Planning
instruments are adequately provided for and best served through Council’s discretion to approve the
proposed Noosa Marketplace development.
