RE: Operational Works Application associated with 51995.1473.01 & 51989.338.01
situated at 16, 25 & 36 Goldburg Ct, Noosaville (L3-5RP 223289).
Council issued a minor change approval for a mini golf facility on 8 September 2022 with 9
additional conditions. The following provides a summary of the compliance with the higher
order approval and operational works application consistent with the Noosa Plan’s
Engineering Works Codes.
Car Parking
25 additional car parking spaces (including 1 disabled parking space) have been provided for.
as shown on the approved DA plans and civil works drawings completed by SCG Consulting
Engineers. Sean Richardson (RPEQ) will oversee the car park construction. This area will be
closed to the public during construction and temporary safety fencing erected before and
during works to ensure vehicle and pedestrian safety during the works. Safety signage will be
attached to the temporary fencing along with contact details of the on-site manager and
dispute resolution procedures. These works are contained solely within private property so
impact on any neighbouring property is minimal (if any). Refer to the construction notes
contained within the Civil Drawings for further detail on the car park and its adherence to the
relevant standards.
Landscaping:
The Landscaping plan has been developed by Geoffrey Bennell on behalf of Mini Golf
Creations who are responsible for building the Mini Golf Course and its landscaping surrounds.
They have built over 10 mini golf courses throughout Australia and have an excellent track
record in delivering both a quality and attractive product using predominantly native coastal
species consistent with PSP02 for landscaping.
Privacy:
It is proposed to plant hedging on the Western Boundary outside the mini golf course to provide
the adjacent residence being 15 Hollett Road Noosaville, with appropriate screening for
privacy and protection from line-of-play. The hedging will consist of two rows of 300mm
Syzygium australe Resilience - Lilly Pilly Resilience. These plants are a fast growing and
compact cultivar with light green foliage and reddish bronze new growth and are excellent for
hedging and screening. They will be approximately 1 meter high when planted and grow to
approximately 1.8m within 12 months. They will be planted one to two metres apart and
maintained to form an appropriate hedge for the purposes outlined above - privacy and
protection from line-of-play.

Maintenance: Maintenance of the landscaping both inside the mini golf course and the privacy hedging will be incorporated into the Noosa Hills Golf Course Greenkeeping Team’s weekly duties. There are 4 full time employees and 1 part time employee in this team. These duties will include weekly weeding, pruning (when needed), hedging (when needed), fertilising (when needed) and other general tasks needed to maintain the facility to a high standard. Irrigation will be installed as part of the works and will be on timers to ensure plants get sufficient water. Mini Golf Course: The approved works are contained solely within the Noosa Hills Golf Course site and do not impact any other landowner. The mini golf course site is located on what is currently known as the South Course Hole 9. This entire hole will be closed to golfers and secured by Temporary Fencing restricting any access before construction starts and throughout the build. This temporary fencing will ensure safety of vehicle and pedestrian access during construction of the mini golf course and surrounds. The builder, Mini Golf Creations, have extensive experience in building mini golf courses. Timeline of Build: It expected the car park works to take up to 4 weeks to complete and the mini golf course to take up to 16 weeks to complete subject to any weather delays. It is proposed that the car park works be completed first, followed by the mini golf course and surrounds. It is not expected for these works to overlap. An estimated program for the mini golf construction has been included for reference. Impact of Build: The build is not expected to have a major impact on local traffic routes or neighbouring properties. The mini golf course builders will have approximately a team of 6 on site for the build whilst the car park builders a team less than 5. It is not expected for these works to overlap. There is adequate parking within the golf course to cater for their vehicles and adequate space on the course to cater for their equipment. The entire South Course Hole 9 will be closed and available for storage and parking of machinery. Any deliveries to site will access the South Course Hole 9 construction area immediately upon entering and cause minimal impact (if any) to the golf operations. During deliveries, workers on site will wear high visibility clothing and direct traffic if and when necessary. Silt fencing will be erected along the spoon drain on the south of the mini golf course as well as the exit area of the site to ensure adequate sediment control measures. There will be no spoil taken off site. Upon Operational Works Approval, a letter will be sent to the owner (Shane Baldwin) of neighbouring property, 15 Hollett Road, advising him of the expected timeframe, construction commencement and key construction contacts throughout the build. It is expected that regular contact with Shane will be ongoing throughout the build process. We will also be communicating with our golfers via direct email the plans, timelines and safety measures being implemented during the build process.
