SERVICES & ORGANISATION COMMITTEE MEETING 8 AUGUST 2023 Figure 4 – Budget Status of Capital Works as at 30th June 2023 Risk & Opportunities Risks that have presented challenges to delivery of the Capital Works Program include the increased costs associated with reduced availability of resources, equipment, and materials. This is compounded by a decreased availability of contractors and reluctance for contractors to price tenders. The construction industry is also proving challenging due to this inflated market and future uncertainty with a lack of confidence in the supply chain and availability of manpower, resulting in the private sector adopting a wait and see approach due to mentioned constraints. A heated construction market and vacant full-time equivalent positions have continued to provide ongoing project delivery challenges throughout the 3rd quarter of 2022/2023 financial year. The Infrastructure Services Department is continuing to address staffing shortages and high turnover with recruitment underway for a Design Coordinator, Designer, Project Managers, and Transport and Traffic Coordinator. During the 4th quarter of 2022/2023, a Graduate Engineer has been onboarded within the Design department. In addition management of the program includes the added complexity of large amounts of grant funding and support in the programming of disaster recovery projects. With the support of the Executive, a resourcing plan is currently being considered for the 2023/24 FY, as the value and number of projects is significant and delivery of the program requires more investment in project planning, workforce planning, and staging of design and delivery activities to be consistent with available resources Consultation External Consultation - Community & Stakeholder
