1 Introduction
1.1 Background
TTM Consulting has been engaged by Ruby Developments Pty Ltd to prepare a traffic engineering report
investigating a proposed relocatable home park and the construction of a gold club. It is understood that a
Development Application will be lodged with Noosa Shire Council (NSC) with referral to State Assessment
and Referral Agency (SARA).
1.2 Scope
This report investigates the transport aspects associated with the proposed development. The scope of the
transport aspects investigated includes:
• Parking supply required to cater for development demand
• Identification of likely traffic volumes and traffic distribution from the future development
• Identification of likely traffic impact of development on the public road network
• Access configuration to provide efficient and safe manoeuvring between the site and the private road
network
• Internal road layout to provide efficient and safe internal manoeuvring for service vehicles
• Suitability of access and internal facilities to provide for pedestrian and cyclist operation
• Access to suitable level of public transport
To assess the proposed transport arrangements, the development plans have been assessed against the
following guidelines and planning documents:
• The Noosa Plan 2006;
• Australian Standards for Parking Facilities (AS2890 series);
• Department of Transport and Main Roads ‘Road Planning and Design Manual 2nd Edition’ and associated
Austroads Guide to Road Design series; &
• Department of Transport and Main Roads ‘Guide to Traffic Impact Assessment 2017’.
1.3 Site Location
The site is located at Lots 1, 2 and 3 and 28 Myall Street, Cooroy as shown in Figure 1.1 and Figure 1.2. The
property description is Lots 1, 2 & 3 on SP115864 and Lot 33 on MCH2281. The site has a single road

1.4 Development Profile
The proposed development scheme involves a relocatable home park consisting of 232 lots (with the lots
measuring 14m x 21m) and the construction of a new Cooroy golf clubhouse. It is relevant to note that there
is an existing Cooroy Golf Club located on the site, which will be removed as part of the development. The
development also consists of a relocatable sale showroom, managers workshop and clubhouse (with indoor
& outdoor pools, residents workshop and lawn bowls facilities).
A copy of the development plan is included in Appendix A. A summary of the proposed land uses is
summarised in Table 1.1.

1.5 Development Access
Vehicular access between the existing public road network and the development is proposed via an access
driveway at the south-western boundary of the site to Myall Street. The characteristics of this access include:
• Type B1 driveway access
• 11m wide at the property boundary
• Priority controlled
• All turns permitted
In addition to the above, an emergency vehicle access is provided to the Myall Street, State Route 6 and
Nandroya Road roundabout. Access by way of this crossover will be prohibited outside of emergencies and
secured by a locked security gate or bollard. The design of this access will be refined through detailed design
in accordance with NSC design requirements.
Further details regarding the proposed site access arrangements is included in Section 3.
1.6 Parking
The development proposal includes the following parking supply:
• 464 resident spaces (minimum) on each lot;
• 33 visitor spaces located around the site;
• 3 car wash bays located throughout the site; &
• 97 spaces at the Cooroy Golf Club clubhouse.

2 Existing Transport Infrastructure 2.1 The Road Network The roads in the immediate vicinity of the site are administered by DTMR, with the exception of Ferrells Road, which is administered by NSC. The hierarchy and characteristics of roads in the immediate vicinity of the site are shown below in Table 2.1. Table 2.1: Local Road Hierarchy Road Speed Limit Lanes Classification Myall Street / Nandroya Road 60kph 2 (undivided) Main Road Bruce Highway 110kph 4 (divided) Motorway State Route 6 60kph 2 (divided) Main Road Ferrells Road 60kph 2 (undivided) Local Road Myall Street has a 7m wide carriageway at the site frontage. The intersection of Myall Street, State Route 6 and Nandroya Road is roundabout controlled. The intersection of Myall Street and Ferrells Road is priority- controlled. 2.2 Road Planning Review of the NSC Local Government Infrastructure Plan (LGIP) mapping indicates that Council has no transport infrastructure upgrades planned in the local area that would impact the subject site or be impacted by the proposed development. TTM have also reviewed the State Planning Policy Interactive Mapping System for the future road network in the vicinity of the subject site It is understood that DTMR has no transport infrastructure upgrades planned in the local area that would impact the subject site or be impacted by the proposed development. 2.3 Public Transport and Pedestrian Facilities Train Cooroy train station is located approximately 1.5km to the north of the site. Services to Brisbane City and Gympie North operate twice per day in each direction. Buses Translink has a bus route (631) that utilise Ferrells Road, with the nearest on-street bus stop being located approximately 300m to the north west of the site, at Ferrells Road near Myall Street (stop ID Stop ID: 301954). This route operates between Nambour and Noosa Junction Station and operates up to 60 minutes in peak periods and up to 120 minutes in the non peak periods. 3 Site Access Arrangements
3.1 Myall Street Access
The development scheme proposes an 11m wide crossover to Myall Street, which will facilitate access to
both the relocatable dwellings and the golf club clubhouse. The proposed access driveway requirements for
the Myall Street crossover are specified in Table 3.1.
Table 3.1: Driveway Requirements for Myall Street Access
Design Aspect Council Requirement Proposed Provision Compliance

Distance from a major intersection 20m (min) 250m Council Compliant
Distance from another driveway 3m (min) 230m Council Compliant
Sight Distance- 60kph Ideally 83m, or 65m as East bound – 186m Council Compliant
an absolute minimum West bound – 150m
Design Type Commercial (2 way) Commercial (2 way) Council Compliant
Width/ Entry and Exit Widths 7m (2-way; HRV + car) 11m Council Compliant
Minimum Queuing Provisions 3 cars 3 cars Council Compliant
A turn lane warrant analysis has been undertaken in accordance with DTMR’s Supplement to Austroads
Guide to Road Design Part 4A: Unsignalised and Signalised Intersection (Aug 2014) to determine if turn
treatment upgrades are required as a result of the proposed development. The assessment indicates that in
the 10-year design horizon (2034) scenario, the proposed development requires a channelised right turn
lane treatment (CHR(s)) and a channelised or auxiliary left turn lane treatment (AUL / CHL). Further details
regarding the proposed turn treatments is included in Section 5.
Overall, the proposed access driveway complies with Council requirements.
3.2 Emergency Vehicle Access
The development proposes the construction of an emergency vehicle access crossover, which will form a
fourth leg to the Myall Street, State Route 6 and Nandroya Road roundabout. Whilst emergency service
vehicles are able to utilise the main access crossover to Myall Street, the proposed access will provide an
alternate access to the southern portion of the development. Use of this access will be strictly reserved for
use by emergency and service vehicles (up to the size of a small rigid) with access restricted by a security
gate or bollard at all other times. It is understood that the on-site manager will be responsible for ‘unlocking’
the access during an emergency. The design of this access will be refined through the detailed design phase
in accordance with NSC design requirements.
Whilst the proposed driveway width of 4.5m does not strictly satisfy the AS2890.2 requirements for a two-
way circulation aisle, the driveway will only be utilised in emergencies, with all emergency vehicle
movements expected to operate in a tidal fashion; inbound in response to the emergency, outbound
following resolution of the emergency. Based on the fact that the driveway will be only occasionally used by

Page 13
emergency service vehicles and is provided as a secondary access point, it is considered that the width and location of the driveway is adequate in this instance. Overall, the proposed emergency access is considered to adequately cater for the practical demands proposed. Site: Lot 2 & 3 Myall Street, Cooroy 12 Reference: 19BRT0357

4 Car Parking Arrangements
4.1 Council Parking Supply Requirement
Table 14-51 of the ‘Driveway and Car Parking Code’ within ‘The Noosa Plan’ specifies that car parking rates
for specific land uses. NSC parking requirements for the proposed development are identified in Table 4.1.
Table 4.1: Parking Supply Requirement
Land Use Council Requirement Extent Requirement Provision Compliance

• Resident Parking 1 space per dwelling 232 dwellings 232 spaces 464 spaces* Compliant
• Residential Surplus/ 1 space per 2 dwellings 116 spaces 33 spaces Performance Solution

• Car Wash Bays 1 space per 100 dwellings 3 spaces 3 spaces Compliant
Recreation, Amusement 1 space per 20m² 640m² 32 spaces 97 spaces Compliant
and Fitness
(Golf Clubhouse)
*The provision of 464 spaces is based on each dwelling containing a double car garage.
Per Table 4.1 above, NSC parking requirements specify that a minimum of 1 parking space is to be provided
per dwelling. The equivalent 232 parking spaces will be catered for within each dwelling via enclosed garages
and driveways (minimum of 1 single garage per lot). Whilst only 35 formalised parking spaces have been
provided for use by visitors and surplus residential parking, the proposed provision is considered to be
acceptable based on the following:
• TTM have been informed by the applicant that the majority, if not all, of the proposed relocatable
dwellings will be provided with double car garages. As such, the proposed development would have an
equivalent residential parking supply of 464 parking spaces. It is important to note that the 116-parking
space requirement is to accommodate visitor and residential surplus parking. Subsequently, it is
anticipated that there will be minimal residential surplus parking demand outside of that which can be
accommodated within individual garages.
• The proposed circulation road width of 6m is sufficient to allow a B99 vehicle (representative of 99
percent of vehicles) to pass a parked car. For comparison, Planning Scheme Policy 5 of the ‘The Noosa
Plan’ states that an access road with a carriageway width of 6m is of sufficient width to accommodate
kerb-side parking. As such, it is proposed that visitor parking demand generated above the capacity of
the formal spaces provided can be accommodated by kerb-side parking along each of the internal
circulation roads.
The above parking supply is also to include PWD parking in communal parking areas (not including reserved
residential). The Council requirement for PWD parking is a minimum of 1 space per 100 standard spaces. As
such, 2 PWD parking spaces are required, with one located within the relocatable dwellings portion of the
site and one located within the Cooroy golf clubhouse carparking area.

Overall, TTM considers the proposed parking provision to be suitable to cater for the requirements of the
development.

5 Service Vehicle Arrangements
5.1 Council Requirements
Specific Outcome O7 of the NSC’s ‘Driveway and Parking Code’ states that a development must provide
sufficient carparking to accommodate the number and type of vehicles likely to be generated by the
development with reference to minimum service vehicle requirements for specific land uses as outlined in
Table 14-51. As the code provides no commentary regarding the number of service bays required for the
proposed land uses, the service vehicle requirements have been estimated by TTM based on practical
operational requirements of the site.
• Occasional access for a Heavy Rigid Vehicle (HRV). Provision is to ensure that:
- The vehicle can stand wholly contained within the site (clear of the verge);
- Occasional reverse manoeuvres are limited to one only, either to or from the site;
- The swept path is accommodated within the width of the access driveway.
• Regular access is required for a Refuse Collection Vehicle (RCV). Provision is to ensure that:
- The vehicle can enter and leave the site safely in a forward direction;
- The vehicle can traverse the site on circulation roads and aisles to access service areas;
- The vehicle can manoeuvre on-site to allow parking and loading or unloading in a designated service
area or bay.
5.2 Proposed Service Vehicle Arrangements and Their Adequacy
Service vehicles up to and including a HRV are able to enter/exit the site in a forward motion via Myall Street.
Given all internal roads have been designed to accommodate a HRV, the RCV/furniture truck is able to travel
through the site utilising the internal road as required. Given that these larger service vehicle movements are
expected to occur outside of peak hours, the internal traffic flows will be very low, this is not expected to
have an impact on the internal operation of the site.
It is relevant to note that servicing vehicle operations along the parking aisle separating Lots 71-74 and Lots
75-76 will be one-way, with larger vehicles restricted from attempting to exit the site via this aisle as
illustrated in Figure 5.1. TTM Drawing 19BRT0357-03 Rev A, included within Appendix B, illustrates HRV
access and egress manoeuvres at the internal roundabout.
The decision to limit vehicle movements as described above is due to the fact that the security gate located
at the access to the relocatable dwelling portion of the site would not be long enough to secure the site if
the island was truncated to accommodate the above-mentioned manoeuvre. It is relevant to note that a B99
vehicle (representative of 99 percent of vehicles) is able to exit the site from this aisle.
Site: Lot 2 & 3 Myall Street, Cooroy 15
Reference: 19BRT0357
Page 17
To accommodate the above service vehicle limitations, a bin pad has been proposed on the southern side of
the aisle to service Lots 71-74. The proposed bin pads are dimensioned to allow room for two bins from each
serviced lot. The pads allow for 0.9 x 0.9m of space per bin. As such, the bin pad servicing the four lots is
designed as 7.2 x 0.9m

Regarding the servicing arrangements of the Cooroy golf clubhouse, a loading bay suitable for vehicles up to
the size of a HRV has been provided adjacent to the building.
Swept path analysis for the HRV design vehicle have been performed to demonstrate safe manoeuvring of
the vehicles, as shown in Appendix B.

6 Traffic Impact Assessment
6.1 Scope
In accordance with standard impact assessment guidelines traffic demands have been estimated for an
anticipated development opening year of 2024 and a 10-year design horizon of 2034.
Two key intersections have been assessed for morning and afternoon peak hour periods, including:
• Myall Street / State Route 6 / Nandroya Road Roundabout Intersection
• Myall Street / Site Access Assessment
These intersections have been assessed based on the surveyed existing (2019) traffic demands, and
estimated traffic demands at the assumed opening year of development (2024) and 10-year design horizon
(2034).
6.2 Existing Traffic Volumes
6.2.1 Peak Hour
TTM Data conducted an intersection movement survey at the Myall Street / State Route 6 / Nandroya Road
Roundabout Intersection, from 7:00am to 6:30pm on Thursday 22nd August 2019. The peak hours were
found to be 7:45 to 8:45am and 4:00 to 5:00pm. The results of the survey are shown below in Figure 6.1.

It is important to note that the existing Cooroy golf clubhouse, located on the northern portion of Lot 33 on
MCH2281, is accessed via a crossover to Myall Street. All parking for the golf course is accessed via this
crossover. As such, all vehicles travelling northward to the existing clubhouse along Myall Street were

accounted for in the above survey. Following the relocation of the clubhouse, these vehicles will be diverted into the subject site; as opposed to being ‘New Trips’. 6.3 Future Base Traffic Volumes To estimate future traffic demands in the absence of the proposed development, a conservative annual average compound traffic growth rate of 2.0% has been applied to the 2019 surveyed traffic volumes to obtain both opening year (2024) and 10-year design horizon (2034) demands. This growth rate is based on Council’s current population estimates of the expected growth within the Cooroy catchment, as well as historical traffic growth on Myall Street over the last 10-years (as indicated from DTMR’s AADT data for traffic count site 20049). TTM has identified three assessment periods for the road network as follows: Current Traffic Scenario This scenario includes the 2019 traffic volumes modelled over the existing road network. This analysis has been performed for both the AM and PM peaks. Opening Year (2024) Traffic Scenario This analysis incorporates a 2.0% per annum increase in the background traffic volume for a period of 5 years from the most recent survey. This analysis has been performed for both the AM and PM peaks at the Myall Street/ Site Access intersection and the Myall Street/State Route 6/Nandroya Road Roundabout Intersection. 2034 Traffic Scenario This analysis incorporates a 2.0% per annum increase in the background traffic volume for a period of (10 years past opening year). This analysis has been performed for both the AM and PM peaks at the Myall Street/ Site Access intersection. 6.4 Development Traffic 6.4.1 Estimated Development Traffic Generation 6.4.1.1 Relocatable Dwellings – New Trips In order to more accurately predict the levels of traffic generation associated with the relocatable dwelling aspects of the proposed development, TTM have integrated the results of previously undertaken traffic surveys at the access/egress points of an existing relocatable dwelling development. The existing development was of comparable scale and similarly situated in proximity to the nearby township. The surveys were undertaken on the 18th July 2019 and reflected an AM peak hour generation rate of 0.189vph/dwelling and PM peak hour generation rate of 0.124vph/dwelling. The surveys indicated that 50% of vehicles were inbound in the AM peak hour period, with the remaining 50% outbound. 60% of vehicles were surveyed to be travelling inbound in the PM peak hour period with the remaining 40% travelling outbound. 6.4.1.2 Cooroy golf clubhouse – Diverted Trips Traffic generation for the proposed clubhouse has been conservatively estimated using information collated from traffic counts previously undertaken by TTM at similarly sized golf courses with accompanying clubhouses. This information has been used to supply a relative trip rate per hole, which in turn has been used to estimate the level of traffic generation for the proposed development during the weekday AM/PM peak-hour periods. The peak traffic generation for the surveyed 18-hole golf course (and relative trip rate per hole) obtained from the traffic counts are as follows: • AM peak-hour - 130vph (7.2vph/hole); & • PM peak-hour - 94vph (5.2vph/hole). Based on the application of these trip rates, it is estimated that the proposed clubhouse and golf course will generate the following additional trips: • AM peak-hour - 130vph; & • PM peak-hour - 94vph. The undertaken survey indicated that 52% of vehicles were inbound in the AM peak hour period, with the remaining 48% outbound. 25% of vehicles were surveyed to be travelling inbound in the PM peak hour period with the remaining 75% travelling outbound. 6.4.1.3 Summary Based on application of the peak hour and daily traffic generation rates outlined above, the overall traffic generation of the development will be as shown in Table 6.1. Table 6.1: Development Traffic Generation – Summary Land Use Extent Generation Rate AM Peak Hour PM Peak Hour Relocatable 232 dwellings 0.189vph/dwelling in the AM peak hour 44vph (23 in + 21 out) 29vph (16 in + 11 out) Dwelling Lots 0.124vph/dwelling in the PM peak hour Golf 18 holes 7.2vph/hole in the AM peak hour 130vph (68 in + 62 out) 94vph (23 in + 70 out) Clubhouse 5.2vph/hole in the PM peak hour Total 174vph (91 in + 83 out) 120vph (39 in + 81 out) 6.4.2 Estimated Development Traffic Distribution Directional distribution of development traffic is assumed to be consistent with existing traffic distribution as exhibited in the traffic survey data. It has been assumed that 80% of the peak hour traffic will be inbound towards the Cooroy township, with the remaining 20% outbound during both the AM and PM peak hours. Figure 6.2 details the expected trip distribution for the relocatable dwellings whilst Figure 6.3 details the expected distribution of the proposed clubhouse. 7 Road Network Performance
7.1 Myall Street / Site Access Assessment
7.1.1 Turn Lane Warrant Analysis
A turn lane warrant analysis has been undertaken in accordance with DTMR’s Supplement to Austroads
Guide to Road Design Part 4A: Unsignalised and Signalised Intersection (Aug 2014) to determine if turn
treatment upgrades are required as a result of the proposed development.
Table 7.1 details the parameters and turn lane treatment types required at the proposed development site
access based on the estimated 2034 peak hour traffic volumes.
Table 7.1: Turn Lane Warrant Assessment – Myall Street / Site Access Intersection
Approach Scenario AM Peak Hour PM Peak Hour
Q R/L QM Treatment Q R/L QM Treatment

Left Turn-in 2034 Project 72 671 AUL / CHL 33 534 AUL (s)
The assessment indicates that the proposed development site access requires a channelised right turn lane
treatment (CHR(s)) and a channelised or auxiliary left turn lane treatment (AUL / CHL). A preliminary review
indicates that the required treatments can be accommodated within the existing road reserve.
7.1.2 SIDRA Analysis
The required access intersection configuration has been analysed for the 2024 and 2034 traffic volume
scenario. Figure 7.1 shows the modelled intersection configuration with the proposed turn treatments.

Table 7.2 summarises the analysis outputs. Detailed analysis output summaries are included in Appendix C.
Table 7.2: Summary of Sidra Outputs (Myall Street / Site Access Intersection)

PM Project Case 2024 24.4 16.6 C 0.2 5.9 0
PM Project Case 2034 33.8 24.1 C 0.2 8.6 0
The analysis confirms that the driveway access intersection would have spare capacity at the opening-year
and 10-year design horizon of the proposed development (2024 and 2034) with the highest degree of
saturation being 50.4% (85% is the generally acceptable threshold) during the 2034 PM peak hour period
with a maximum average delay of 41 seconds.
As outlined in DTMR’s Guide to Traffic Impact Assessment, the average delay metric is the key performance
measure for priority-controlled intersections. It states that “where average peak hour delays for any turn
movement exceeds 42 seconds (the Level of Service C/D threshold) then the intersection should be
upgraded for safety reasons where it is practical to do so.”
The analysis demonstrates that the critical period in terms of average delay is the AM case. As indicated in
Table 7.2 above, the maximum delay for the 10-year design horizon scenario is calculated to be 40.3
seconds, which is within the nominated threshold of 42 seconds. This indicates that no mitigating
intersection upgrades are required to accommodate the development beyond the turn treatments
proposed.
7.1.3 Conclusion
Based on the above analysis, it is concluded that the proposed access configuration is adequate to
accommodate the traffic demands associated with the proposed development at the opening year and 10-
year design horizon. It is anticipated that the future works to include turn lane treatments will cater for the
base traffic demands and the proposed additional traffic associated with the development.

The analysis confirms that the existing intersection would have spare capacity at the opening-year of the
proposed development (2024) with the highest degree of saturation being 30.3% (85% is the generally
acceptable threshold) during the 2024 AM peak hour period with a maximum average delay of 10 seconds.
As outlined in DTMR’s Guide to Traffic Impact Assessment, the average delay metric is the key performance
measure for priority-controlled intersections. It states that “where average peak hour delays for any
turnmovement exceeds 42 seconds (the Level of Service C/D threshold) then the intersection should be
upgraded for safety reasons where it is practical to do so.”
As indicated in Table 7.3 above, the maximum for the opening ‘without development’ scenario is calculated
to be 10 seconds, while the additional traffic demands associated with the proposed development would
result in a maximum average delay of 10 seconds. Both of these values are within the nominated threshold
of 42 seconds. This indicates that no mitigating intersection upgrades are required to accommodate the
development.

7.2.2 Conclusion Based on the above analysis, it is concluded that the existing intersection configuration is adequate to accommodate the traffic demands associated with the proposed development at the opening year. It is anticipated that no future works are required as a consequence of the additional traffic associated with the proposed development. Site: Lot 2 & 3 Myall Street, Cooroy 27 Reference: 19BRT0357
Page 29
8 Active Transport 8.1 Public Transport Access to public transport from the site is considered suitable, due to the presence of a bus stop on Ferrells Road located approximately 300m to the north west of the site, and its connectivity to and from Nambour and Noosa Junction Station. 8.2 Pedestrian and Cyclist Provisions The proposed road layout design is based on a shared road environment between vehicles and pedestrians. This is achieved by maintaining low traffic volumes and low traffic speeds throughout. It should be noted that the layout also proposes internal footpath connections from the site access to the sale showroom and community club house facilities. Given that the existing Cooroy Golf Club does not provide external pedestrian footpaths to the road network, pedestrian access to the site is not considered critical. However, the development does provide pedestrian access from the site access and an internal footpath network for the Golf Club. No formal cycling facilities have been proposed as part of this development application, however, the internal roadways are provided with adequate width to accommodate shared on road cyclist needs for a low speed, low volume environment. Page 30
9 Summary and Conclusions 9.1 Development Summary The proposed development scheme involves a relocatable home park consisting of 232 lots (with the lots measuring 14m x 21m) and the construction of a new Cooroy Golf Club clubhouse. The development also consists of a relocatable sale showroom, managers workshop and clubhouse (with indoor & outdoor pools, residents workshop and lawn bowls facilities). 9.2 Car Parking Arrangements It is proposed that all residential parking required for the relocatable dwellings be accommodated within the enclosed garages provided within each lot. It is noted that a performance solution has been proposed for the visitor and residential surplus parking, detailed within Section 4.1. The proposed parking supply for the golf club clubhouse satisfies NSC accepted parking requirements. Overall, the proposed car parking arrangements for this development are adequate. The proposed design layout satisfies NSC’s design standards and is suitable for the development. 9.3 Site Access Arrangements The development scheme proposes an 11m wide crossover to Myall Street, which will facilitate access to both the relocatable dwellings and the Cooroy golf clubhouse. Additionally, the development proposes the construction of an emergency vehicle access crossover to Nandroya Road. The design of these crossovers is generally in accordance with NSC requirements with both crosssovers ideally positioned in terms of intersection/driveway separation and sight distance requirements. As detailed in Section 7, a turn lane warrant analysis has been undertaken which indicates that in the 10-year design horizon (2034) scenario, the proposed development site access requires a channelised right turn lane treatment (CHR(s)) and a channelised or auxiliary left turn lane treatment (AUL / CHL). Overall, TTM consider the access arrangements to adequately cater for the practical demands of the proposed development. 9.4 Service Vehicle Arrangements Servicing for this development will be facilitated within the circulation aisles, accessed off Myall Street. The largest design vehicle, a 12.5m HRV, can manouevre within the site ultimately entering and exiting in a forward gear. Regarding the servicing arrangements of the Cooroy golf clubhouse, a loading bay suitable for vehicles up to the size of a HRV has been provided adjacent to the building. Site: Lot 2 & 3 Myall Street, Cooroy 29 Reference: 19BRT0357
Page 31
Overall, the proposed service vehicle arrangements are considered adequate to meet the needs of the proposed development. 9.5 Active Transport Facilities The current public transport infrastructure and proposed site provisions for pedestrian/bicycle facilities is considered adequate for the development. 9.6 Impact on Surrounding Road Network Assessment of the proposed development indicates that the development will not have a significant impact on the future road network. As such, no mitigating road works are required beyond the warranted turn treatments 9.7 Conclusion Based on the assessment contained within this report, TTM see no traffic engineering reason why the relevant approvals should not be granted.
