That Council note the report by the Principal Environment Officer to the General Committee
dated 13 February 2017 and make the submission, provided at Attachment 2 to the Report,
to the Queensland Government in response to the Draft Queensland Protected Area

tourism function and thus importance to the Noosa economy, we do not recommend an
entry fee or public pass be implemented. A payment to utilise this national park would
conflict with the Noosa approach to public access, would be difficult to manage given the
many surfers who access the park, and may have deterrent effect on visitors to the area."

EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Director Community Services to the Ordinary Meeting
dated 16 February 2017 and
A. Approve the submission of a funding application to the Australian Government’s
Building Better Region Fund for the Rufous St Master Plan development; and
B. Agree, should the BBRF application be successful, to allocate funds in the 2018/19
budget to ensure that Council can meet its financial obligations with respect to the
Master Plan construction.
REPORT
Background
Following its purchase of the Peregian Bowls Club site in November 2014 and a lengthy
period of community consultation Council agreed to the Rufous St Master Plan (the Master
Plan) in March 2016.
Based on this masterplan, Council subsequently approved a Material Change of Use and
the reconfiguring of lot at 253 & 255 David Low Way and 5-7 Rufous Street, Peregian
Beach on 21 July 2016. This approval allows the development of the old bowls club site to
proceed.
Key elements of the Master Plan development include civil works in Rufous St, the
construction of a Digital Hub building to house IT enterprises, the relocation of the Peregian
Community House, the provision of additional car parking spaces and the landscaping of
4,320m2 of open space to be known as Peregian Green.
Funding was allocated in Council’s 2016/17 budget for the Rufous St civil works and to
commence construction of the Digital Hub building.
In late November 2016 the State Government announced funding of just over $1 million
from its Local Government Infrastructure Program to assist with the construction of the
Digital Hub on the proviso that the building was completed within 12 months.
Work commenced on the civil works in Rufous St in January 2017 and tenders for the
construction of the Digital Hub closed on 10 February 2017. There is currently considerable
interest in the IT industry in locating business at the Digital Hub.

ORDINARY MEETING AGENDA 16 FEBRUARY 2017
Building Better Regions Fund
The Building Better Regions Fund (BBRF) is an Australian Government grants program
which provides funding for infrastructure projects and community investment outside the
major capital cities. Its aim is to create jobs, drive economic growth and build stronger
regional communities. The current grant round opened on 18 January 2017 and closes on
28 February 2017.
Eligible projects must be completed by 31 December 2019 and in order to be considered
for funding need to have all the necessary approvals and funding committed (i.e. be shovel
ready). The maximum grant amount from the BBRF is $10 million with funding being
allocated on a dollar for dollar basis.
Proposed BBRF Application
The Rufous St Project Control Group discussed the possibility of making an application to
the current BBRF funding round at its meeting on 11 February 2017. As it appears that the
project meets all of the BBRF eligibility criteria the PCG agreed unanimously to recommend
to Council that it approve making a grant application for approximately $4 million dollars
which will allow Council to expand the Digital Hub complex, relocate the Peregian
Community House and complete the landscaping works for Peregian Green.

DEVELOPMENT PERMIT FOR MATERIAL CHANGE OF USE FOR OFFICES, NEW

BOUNDARY REALIGNMENT AT 253 & 255 DAVID LOW WAY AND 5-7 RUFOUS ST,
PEREGIAN BEACH MCU16/0044 / REC16/0009
That Council note the report by the Development Planner to the Planning & Environment
Committee Meeting dated 12 July 2016 regarding Application No. MCU16/0044 & REC16/
for a Development Permit for Commercial Business Type 1 (Office), Wellbeing Type 2
(Social), Entertainment and Dining Business Type 1 (Food and Beverages), Open Space
Type 1 (Sport & recreation) and Reconfiguring a Lot (Boundary realignment) situated at
253 & 255 David Low Way and 5-7 Rufous Street, Peregian Beach and:
A. Approve the Material Change of Use application (MCU16/0044) in accordance with
the conditions contained in the Planning & Environment Committee Agenda dated 12
July 2016;
B. Approve the Reconfiguring a Lot application (REC16/0009) in accordance with the
conditions contained in the Planning and Environment Committee Agenda dated 12
July 2016;
C. Find the following are sufficient grounds to justify the decision despite the conflict with
the Planning Scheme:
1. The development meets emerging community needs for co-work spaces and
digital industries.
2. The development provides new start-up, incubation, networking and
development opportunities for Noosa business and community uses.
3. The community based development aligns with the intent of the site’s
community zoning and retains significant open space and recreational areas.
4. The development is consistent with Noosa Council’s adopted Rufous Street
Precinct Master Plan.
5. The development will not adversely impact on existing residential or commercial
uses.

ORDINARY MEETING AGENDA 16 FEBRUARY 2017
Finance & Risk
Budget
Council has allocated the following funds in the 2016/17 capital budget for the first stage of the
Rufous St Master Plan project:
Design and development $90,939
Digital Hub construction $1,000,000
Civil works $955,000
Total $2,045,939
A 2017/18 capital budget for approximately $2 million will be submitted for consideration to
complete the construction of the Digital Hub (given the timing of construction across financial
years), with $1 million of the cost funded by the already approved State Government LGIP grant.
Financial implications of the BBRF funding request
The current quantity surveyor’s cost to expand the Digital Hub complex, relocate the Peregian
Community House and complete the landscaping works for Peregian Green is estimated at
$4.9 million, which brings the total estimated cost to construct the approved Master Plan works to
$9 million (excluding land purchase and design costs.)
The Rufous St Civil works of $955,000 are ineligible for BBRF funding which brings the estimated
costs of eligible capital works to approximately $8 million. It is therefore proposed to seek funding
from the BBRF for $4 million (i.e. 50% of the eligible costs).
Given that the State Government grant can be counted towards Council’s 50% contribution to the
project, and if successful with its $4 million BBRF funding application, Council would need to
provide an estimated 2018/19 capital budget of $5 million (with $4 million funded by BBRF and
the balance of $1 million funded by Council) to meet its obligations under the BBRF grant.
Risk
The timing of the delivery of the master plan will need to be reconsidered should Council be
unsuccessful with the BBRF funding application given the financial implications for the general
rate.
