RFI Response Letter
Attached to the e-mail Response to Information Request - MCU18/0120, RAL18/0013, OPW18/0197.
Tuesday, 25 September 2018 Our Ref: 17686 / Office: Sunshine Coast Council Ref: MCU18/0120, RAL18/0013, OPW18/0197 NOOSA COUNCIL PO BOX 141 TEWANTIN QLD 4565 ATTENTION: Mr Patrick Murphy Dear Patrick, INFORMATION RESPONSE COMBINED DEVELOPMENT APPLICATION FOR DEVELOPMENT PERMIT FOR MATERIAL CHANGE OF USE (INDUSTRIAL BUSINESS – TYPE 2 PRODUCTION, ALTERATION, REPACKAGING AND REPAIRING), RECONFIGURING A LOT (ACCESS EASEMENTS) AND OPERATIONAL WORK (ENGINEERING WORK AND LANDSCAPING) 5, 12 AND 18 TAYLOR COURT, COOROY LOTS 2 AND 5 ON SP197517 AND LOT 1 ON SP235189 Further to your information request for the abovementioned development application we now respond to all of the information requested. Please find attached: • Amended Architectural Plans prepared by Rhad Leonardi; • Environmental Noise Level Impact Assessment prepared by David Moore and Associates; and • Amended Stormwater Management Plan and Civil plans prepared by HR Design. START INFORMATION RESPONSE Issue The submitted plans require additional detail in regard to car parking and internal traffic. Information Required 1. Provide amended plans that include the following additional detail: a. the dimensions of the car spaces; b. demonstrate how spaces 38, 39 & 40 can be accessed by providing swept path plans for a B99 vehicle; c. line marking within the site to clearly define the direction of traffic; and d. provide a turning opportunity for passenger and refuse collection vehicles accessing the central aisle or demonstrate how traffic will operate if the “container laydown” is occupied. Comment: The Parking Layout Plan (Sheet 3 of 16) in the amended architectural plan set identifies the dimensions of all car spaces and illustrates line marking within the driveway aisles to define the direction of traffic. Car space 38 is provided with a 6m wide aisle to manoeuvre. Car spaces 39 & 40

have been reconfigured 90 degrees such that access is provided from the main aisle. A turning bay is
now provided in the central aisle.
Issue
The proposal includes a 123-metre long blank wall associated with the eastern elevation of Building C.
This wall is not consistent with the Specific Outcome O73 of the Cooroy and Lake Macdonald Locality
Code which states:
Buildings provide visual interest and amenity by providing well-articulated buildings with strong
horizontal and vertical design elements and features
Whilst elevation plans of the remainder of the building appear to demonstrate that the concrete tilt
panels are varied in colour the proposed colours for the panels have not been identified on the plans.
Information Required
2. Demonstrate how the eastern elevation of Building C complies with Outcome 73 or amend the
wall so that it complies with the Outcome.
3. Confirmation of proposed colours for the proposed concrete tilt panels.
Comment: The revised architectural plans now include additional information on colours and external
finishes of all facades of all buildings. The eastern elevation of Building C is primarily concrete tilt up
panel (in several colours) and includes recessed groove lines as shown. This finish is considered to
comply with the Outcome.
Issue
The planning report submitted with the application refers to a Noise Impact Report prepared by David
Moore Acoustics for 6 Taylor Court and maintains that the findings of the report are suitable for the
subject site. The subject site is situated closer to the residences to the west and is for a different use
(within 39 tenancies) than what was approved at 6 Taylor Court.
Information Required
4. An updated acoustic report which is specific to the location of the subject site and the proposed
uses.
Comment: Please refer to the Environmental Noise Level Impact Assessment prepared by David
Moore and Associates. The report confirms that no noise control measures are required to achieve the
relevant noise criteria prescribed in the plan of development.

Issue
Waste Management – the application proposes 39 industrial tenancies and provides for 2 modest bin
enclosures. It is anticipated that substantial waste will be generated by the industrial uses. It is unclear
how the proposal complies with the Waste Management Code and Planning Scheme Policies 9 and 11
(Waste Management and Waste Management Plans).
Information Required
5. An assessment of the application against the Waste Management Code and Planning Scheme
Policies 9 and 11.
Comment: There is ample space on the development site for additional screened, waste storage areas
if required. Submission of a waste management plan for Council endorsement can be a condition of
any approval.
Issue
The application demonstrates that the development achieves the State Planning Policy Stormwater
Pollutant Reduction Targets, but is silent on whether the development achieves the stormwater quality
objectives of the approved plan of development. Previous developments within the subdivision have
been approved provided that they can demonstrate that they also achieve a no worsening of water
quality in addition to the State Planning Policy Pollution Reduction Targets.
Information Required
6. Provide an updated Stormwater Management Plan and MUSIC model that demonstrates that
the proposed development will create a non-worsening effect in relation to the nutrient loads
and concentrations within runoff from the site.
Comment: Please refer to the updated Stormwater Management Plan and Civil plans for a response to
this item.
END INFORMATION RESPONSE
Part 3: Information Request has now concluded and the application is now in Part 5: Decision.
