INFRASTRUCTURE & SERVICES COMMITTEE MEETING REPORT 10 NOVEMBER 2015
Some of our major clubs may appear to be a charitable organisation but they clearly are a highly
successful business generating large financial profits such as the RSL, Surf Lifesaving Clubs, or
Sporting clubs selling alcohol and sit down meals at local sporting events. These premises
should not be exempted from payment of fees.
PROPOSAL
There is a conflict between Council financially supporting not for profit organisations during the
year and then charging them for food approvals or licence fees. It is proposed that given the
relatively small amount of revenue generated from these food licence fees, Council amend its
fees and charges to remove the requirement to charge fees to not for profit organisations for food
licences and plan approval fees where the organisation is clearly operating as a charity or raising
funds for a sporting organisation through minor food selling operations.
The fee exemption should not apply to RSL Clubs, community or sporting organisations raising
funds through the sale of alcohol, sit down meals, or generating revenue through poker
machines.
Current Exemptions from licence fees
The Food Act exempts the following food activities from obtaining a licence.
NFP organisations selling low risk food (i.e. sausage sizzles)
Previous Council Consideration
Fees and Charges were considered in the 2015/16 budget development which endorsed the
current charges.
Finance & Risk
Nine (9) food licenses were issued thorough Environmental Health Section to Not for Profit
Organisations in 2014/15 which generated approx. $2,300 per annum in fees. If Council agrees
to waive the fees for these premises in the future the impact on the Environmental Health Budget
will not be significant.
