Dear Sir/Madam,
Re: Development Application for New Digital Signage at the Existing 7-Eleven Service Station at
143 Eumundi Noosa Road, Noosaville QLD 4565 (Lot 1 SP294726)
Our Ref: 17225.3
Introduction
KDC Pty Ltd (KDC) acts on behalf of its client Phoenix Outdoor (Phoenix) in preparing this Planning Report in
support of a Development Application (DA) to Noosa Council for a new digital display screen at the existing 7-
Eleven Service Station located at 143 Eumundi Noosa Road, Noosaville QLD 4565. It is noted that on council’s
mapping, the site is referred to as 139 Eumundi Noosa Road, however it is shown as 143 Eumundi Road on
the Queensland Government online mapping.
Phoenix are looking to improve the quality of the signage already in place across all 7-Eleven stores nationwide
by replacing the existing scrolling poster boards with a digital display sign, taking advantage of modern
technology, specifically digital outdoor LCD displays. This report including attachments provides overall
comment on the proposal.
It has been established that this proposal for a Wall Sign triggers Code Assessment against the Noosa Plan
2006.
1.1 7-Eleven, Phoenix Outdoor and the Community
There are over 650 7-Eleven stores across Australia, the vast majority of which are either owned or operated
by members of the local business community. 7-Eleven operates stores in Queensland, New South Wales,
Victoria, the Australian Capital Territory and Western Australia.
The business directly employs hundreds of Australians and indirectly provides opportunities for hundreds more
to own and grow their own business. 7-Eleven are continually striving to improve and deliver the best possible
range, value and experience to customers.
Phoenix Outdoor have a long-standing partnership with 7-Eleven providing and maintaining signage systems
across their network. This nationwide roll-out is an example of Phoenix striving to ensure the application of
modern technology across the network to improve user experience and energy efficiency.
7-Eleven has come a long way in over 40 years, but at its core it’s still a proud, family owned Australian
business, focused on helping other Australian families to build security and prosperity by owning a successful
franchise.

Proposal
One digital display sign (LCD screen) is proposed to be installed (wall mounted) to the northern elevation close
to the entrance of the existing building and will replace the approved scrolling advertisement board. Refer to
Figure 3 below.
17225_PhoenixSignage_Noosaville_May2019 3
Page 4
Figure 3 – Location of proposed replacement sign
The specifications of the sign are as follows:
• Outdoor LCD flat panel display;
• LED direct back-light to make brightness more uniform, environment friendly and energy saving;
• Dimensions: H1650mm x L1025mm x W90.5 (65-inch screen);
• Fan cooling system for temperature control; and
• Automatic light-sensitive system.
The content of the screen will change periodically over time to display various products available in store as.
As an example, it could be 5 images shown for 10 seconds each. This is similar to the existing type and number
of adverts that would be shown on the existing scrolling sign.
The screen has a built in ambient light sensor that adjusts the brightness of the screen based on the
environmental light. The brightness level is flexible and the LUX output can be controlled manually or
automatically. The maximum luminance (in candela per square metre- cd/m²) will be:
• 4000cd/m² - daytime
• 700cd/m² - dawn/dusk
• 350cd/m² - night
17225_PhoenixSignage_Noosaville_May2019 4
Page 5
The signage will not give a veiling luminance of greater than 0.25cd/m².
The proposed location of the sign will have minimal to no impact on passing vehicles and pedestrians travelling
on Eumundi Noosa Road. The size, location and limited content changes will provide a safe environment for
vehicles and pedestrians travelling through the area. The intent is to advertise to customers already on site as
opposed to attracting passers by.
The sign will be structurally affixed to the building and meet any relevant deemed-to-satisfy provisions of
the Building Code of Australia (BCA).
The purpose of this DA is to gain approval for a single digital sign which will be used for information and
product display purposes. There are no changes proposed to any other building or site signage. Similarly,
there are no changes proposed to the approved operation, including hours, delivery times or waste collection.
Planning Assessment
The development application is made in accordance with the requirements of The Planning Act 2016.
The following is an assessment of the environmental effects of the proposed development as described in the
preceding sections of this report. The assessment considers only those matters under Chapter 3 of The
Planning Act 2016 that are relevant to the proposal.
The following legislation, Environmental Planning Instruments (EPI’s) and Planning Scheme Codes are relevant
to the proposed modification and have been addressed below:
• The Planning Act 2016;
• State Planning Policy 2017;
• South East Queensland Regional Plan 2017;
• Noosa Plan 2006;
o Noosaville Locality Plan
▪ Biodiversity overlay;
▪ Heritage overlay;
▪ Natural hazard bushfire and acid sulfate soils overlay;
▪ Natural hazard landslide and flooding overlay; and
▪ Natural resources overlay;
o Advertising devices code.
4.1 The Planning Act 2016
The proposal, as with all development applications, is subject to the provisions of the The Planning Act 2016.
Chapter 3 of the Act provides criteria which the determining authority is to take into consideration, where
relevant, when considering a DA. An assessment of the subject DA, in accordance with the relevant matters
prescribed is provided within this Planning Report.
4.2 State Planning Policy 2017
The State Planning Policy (SPP) is a key component of Queensland’s planning system. The SPP expresses the
state’s interests in land use planning and development. Promoting these state interests through plan making

4.3 South East Queensland Regional Plan 2017 The South East Queensland Regional Plan 2017 (SEQ Regional Plan) was adopted in August 2017 and is intended to “guide the future of the South East Queensland region”. The plan seeks to balance the economic and environmental forces which compete in the region through delivering viable long-term strategies. The plan includes specific policies for the region which set out the desired regional outcomes, principals and policies to address growth management in SEQ. The site is contained within the Urban Footprint of the SEQ Regional Plan which is land that is intended to “Meet the region’s urban development needs”. Inclusion of the land within the Urban Footprint area does not implicitly mean that it can be developed for urban purposes, however based on the existing uses and the surrounding sites, it is considered to be intended for urban purposes. Figure 4 - South-East Queensland Regional Plan 4.4 The Noosa Plan 2006 As a code assessable development application, a direct assessment against the identified assessment criteria from the planning scheme has been provided in the table below. The table provides an assessment against the identified components, codes and policies from the planning scheme, being the code. It is noted that where self-assessable development reverts to code assessable, the scope of the assessment is limited to those aspects of the proposal that do not objectively satisfy the self-assessment criteria. However, in the interest of transparency, a full assessment against all of the identified assessment criteria has been undertaken. Under the provisions of the Noosa Plan the site is zoned Industry. 17225_PhoenixSignage_Noosaville_May2019 6

potential acid sulfate area 5-20m as per the Noosaville Natural Hazard: Bushfire & Acid Sulfate Soils Overlay
(Map OM8.4). In this instance as the proposal is located on an existing site that has already been developed
and the proposed works will not include the penetration of soils. Consequently, while this code is applicable
there will be no relevant impact in relation to this code.
4.5.2 Natural hazard, Landslide & Flooding Overlay;
The site has not been identified as being in an area prone to landslides or flooding as per the Noosaville
Natural Hazard: Landslide & flooding Overlay (Map OM8.3).
4.5.3 Natural Resources Overlay;
The site has not been identified as being within a natural resources conservation or processing area as per
Noosaville Natural Resources Overlay (Map OM8.5).
4.5.4 Advertising Devices Code
The table below provides an assessment against the identified components of the Advertising Devices Codes,
specifically in section 14.75 Specific outcomes, probable solutions and acceptable solutions for the Advertising
Device Code. It is noted that where self-assessable development reverts to code assessable, the scope of the
assessment is limited to those aspects of the proposal that do no objectively satisfy the self-assessment
criteria. The aspects of the proposal that does not satisfy the self-assessment criteria relates to the illumination
of the proposed sign. However, in the interest of transparency, a full assessment against all of the identified
assessment criteria has been undertaken
