In reply please refer to: Our: Ross Wegner At: Bundaberg Our Ref: CC-3668 NSC Ref: MCU19/0089 OPW190160 17 September 2019 Mr Djorde Belosevic Belo Developments PO Box 287 CARINA QLD 4152 Dear Sir, Re: BP Service Station Redevelopment at Corner Weyba Road and Mary Street, Noosaville Empire Engineering Pty Ltd (Empire Engineering) has been commissioned by Wessel Petroleum via Belo Developments to undertake a first principle car parking analysis for the above referenced BP service station redevelopment project. To assist in this analysis Wessel Petroleum has provided Empire Engineering with the attached hourly sales analysis of sales activity from the existing service station currently operating from the site. Revision 17 of the proposed site layout plan is also attached and includes 9 designated onsite car parking bays in addition to 10 refueling bays at the bowsers with associated queuing space. It is the understanding of Empire Engineering that, typically there are a maximum of 2 staff members working at the service station at any given time. Assuming both staff members commute to work in their own vehicles then 2 of the 9 designated parking bays will be utilised by staff, leaving 7 bays for customer usage. As can be seen on the attached sales analysis, the busiest hour of the day commenced at 11:00am with 68 sales in the hour. The daily statistics at the bottom of the hourly sales analysis also nominates that 44.25% of sales transactions do not involve fuel. It is assumed that with any transactions including fuel the associated vehicle involved in the sale will be parked at the bowsers and not utilising one of the designated car parking bays. Of the sales that do not involve fuel there will be a percentage of these transactions that involve the following scenarios: 1. Multiple transactions per vehicle, which may involve non-fuel transactions for vehicles parked at the bowsers;

2. Customers using other modes of transport such as pedestrians or cyclists to access the site and
purchase items other than fuel; and
3. Vehicles travelling to and parking on the site specifically to purchase items other than fuel.
In determining a reasonable split of these non-fuel related transaction scenarios the following points
have been considered:
The neighborhood surrounding the service station is dominated by permanent and holiday residential
accommodation type land uses, which are located within a reasonable walking or cycling distance of
the service station; and
It is reasonable to suggest that for anyone travelling through the area in a vehicle (who is not looking
to purchase fuel) more attractive options for food and incidental groceries may be available, such as
the numerous cafes and eateries and the nearby shopping centre 500m to the west. The point being
that in the context of the locality, a service station will not be a significant generator of non-fuel
related vehicle trips.
It would therefore be realistic to assume that a high percentage of non-fuel related transactions would
be from scenarios 1 and 2. For the purposes of this assessment, it is conservatively assumed that non-
fuel transactions are evenly split (50%/50%) between non-vehicle (scenarios 1 and 2) and vehicle
customers (scenario 3).
It is therefore calculated that during the peak sales hour there will be 23 non-fuel transactions to vehicle
customers that will require usage of the designated onsite vehicle parking bays, as follows:
(68 sales) x (44.25% non-fuel sales) x (50% vehicle customers) = 15 veh per peak hour that are entering
the site, not purchasing fuel and therefore utilising the onsite car parking.
It is also conservatively assumed that the turnaround time for a non-fuel related sale at the service
station is 10 minutes. This is considered conservatively long as no food is made to order on the premises
and there is not a large floor area of goods to browse through. Of the 7 designated parking bays
available for customer usage (assuming 2 of the 9 bays are occupied by staff) there will be 6 x 10 minute
parking periods for each of the 7 available parking bays per hour, totaling 42 available 10 minute parking
periods per hour for the site.
For the purposes of this assessment the peak hour car parking utilisation will be analysed by assessing
the available 10 minute parking periods throughout the peak sales hour. The 7 available car parking
bays provide a combined 42 possible 10 minute parking periods over the peak hour, (assuming 2 of the
9 bays are occupied by staff). As previously calculated there will be 15 potential 10 minute customer
uses of the available car parks through the peak sales hour, therefore the utilisation rate of the car parks
= 15 / 42 = 36%.
It is therefore the finding of this first principle car parking analysis that the proposed redevelopment of
the service station site includes sufficient onsite parking, as the typical peak hour utilisation rate of the
“customer” parking bays provided is calculated at 36%.
Section 3
In the unlikely event that onsite car parking ever reaches capacity, parking at the bowsers would be an
option for customers or they may choose to circulate through the site to an exit point and utilise other
retail facilities in the area.

Yours faithfully
