1 Introduction
1.1 Background
Taylor Environmental (Australia) Pty Ltd was engaged to design an on-site wastewater treatment and
effluent disposal system for the proposed nature based tourism cabins at 486 Tablelands Road, Cooran
Qld 4569.
This property is not serviced by a municipal sewer network and requires all wastewater to be managed
on site. The purpose of this report is to design a domestic wastewater management system that meets
the requirements of AS1547 and the Queensland Plumbing and Wastewater Code.
1.2 Proposal
Two 1-bedroom tourism cabins will be constructed in the middle of the property, each with a bathroom
and kitchenette. No bath tubs or laundry facilities will be provided.
It is proposed to:
• Install sewage pump stations at each cabin to pump to the on-site sewage facility
• The facility will consist of a treatment plant and trenches
1.3 Scope of Works
The scope of works for this Site and Soil Evaluation are outlined below:
• Undertake a desktop study of the property, including a review of the development, sensitive
environments, geology and slope
• Investigate the receiving soil
• Determine a suitable location and method of effluent disposal
• Prepare plans for the wastewater management system for Council consideration
1.4 Legislation and Standards
This report has been completed in accordance with the relevant legislative requirements:
• Queensland Plumbing and Drainage Act 2018
• Queensland Plumbing and Drainage Regulation 2019
• Queensland Plumbing and Wastewater Code
• AS/NZS 1547:2012 On-site Domestic Wastewater Management
• AS1546.3:2017 Secondary Treatment Systems
• Plumbing Code of Australia 2019
1.5 Approvals
Before commencing the work, this Site and Soil Evaluation (Deemed to Satisfy) must be submitted and
approved by the local Council as Permit Work under the Plumbing and Drainage Regulation 2019.

2.2 Land Application Area Details
The cabins will be located near natural watercourses, and as such require a pump station to pump
sewage from the buildings to the on-site sewage facility. The proposed facility (treatment plant & land
application area) will be located to the south of the cabins in the grassed paddock.
Table 2 outlines the details of this area.

3 Proposed Wastewater System
3.1 Proposed Wastewater System
Due to the proposed location of the cabins and their proximity to waterways, macerating sewage pump
stations are required at the buildings to transfer influent to an on-site sewage facility located away of
environmental constraints. The ‘advanced secondary’ facility (treatment plant and land application area,
as defined by QPW Code 2024), must be at least 10m from the bank of a watercourse, and will be
positioned to the south of the cabins.
A subsurface land application area consisting of piped trenches will be installed for the disposal of
treated effluent.

Disposal method Trenches with Ø100 slotted pipe
Disposal Area Required disposal area A = Q/DLR = 60 m2 + equivalent reserve area
Install as 6 trenches x (0.6m wide x 17m long) = 61 m2
The design of the system is presented in Appendix A.
The Treatment Plant Approval is presented in Appendix B.
General requirements and notes
• Flow meter to be installed on pump main between OSSF and LAA
• 100% reserve area to be kept clear of permanent structures
• Deep rip base of trenches and spread gypsum at 1kg/m2
• Grass is to be established in the land application area, and mown regularly
• Stormwater should not traverse the land application area. Construct a stormwater diversion
upslope
• General access to the land application area by pedestrians, vehicles and animals is to be
generally excluded
• Install at least 2x ‘effluent reuse’ warning signs around land application area
• The treatment plant is to be installed, operated and serviced in accordance with manufacture
specifications
• The land application area has been designed based on a daily wastewater volume in accordance
with AS1547. Any exceedance of this design volume may have adverse effects on the land
application area
3.3 Effluent Quality
Table 5 below presents the effluent standards produced by approved wastewater treatment systems
with subsurface disposal, as per AS1546.3:2017 Secondary Treatment Systems.

3.4 Setback Distances
The Queensland Plumbing and Wastewater Code V1:2024 Appendix 1 outlines minimum setback
separation distances required for on-site wastewater management facilities. This design complies with
the relevant setbacks.
The ‘Land Application Area Setback Distances’ (QPWC Table T2) are presented in Table 6.

*Distances are given in meters and are measured from,
- any part of the on-site sewage facility (including pipes and fittings) and,
- the edge of irrigated wetted area of the Land Application Area to the feature as listed.
Where ‘on-site sewage facility’ is defined as:
a facility, other than an environmentally relevant on-site sewage facility, installed on premises, that includes:
(i) an on-site sewage treatment plant on the premises for treating sewage produced on the premises; and
(ii) either
a. a land application area on the premises for disposal of the effluent produced by the on-site
sewage treatment plant; or
b. a tank for storing on the premises the effluent produced by the on-site sewage treatment plant
for later disposal off the premises by collection from the tank; or
The sewage pump stations are not formal parts of the ‘on-site sewage facility’.

3.5 ERA Equivalent Persons
The Environmental Protection Regulation 2019 (EPR) Schedule 2 Section 63 pertains to large scale onsite
sewage treatment and disposal systems. A property undertakes an Environmental Relevant Activity
(ERA) 63 when the sewerage treatment works capacity is greater than 21 Equivalent Persons (EP). If an
ERA63 is undertaken, the wastewater system must be approved by the Department of Environment and
Science
As per the two calculation methods outlined by the EPR, the number of Equivalent Persons for this
property is determined below.
Treatment Capacity EP = Volume capacity of treatment system / 200
= (2000L) / 200 = 10 EP
Phosphorus EP = (P loading rate x volume)/2.5
= [(12 mg/L) x (2000L)] / 2.5 = 9.5 EP
The number of Equivalent Persons for sewerage treatment works at this property is less than the ERA63
threshold of 21EP. As such, this wastewater system is Permit Work under the Plumbing and Drainage
Regulation and an ERA63 permit is not required.
4 Maintenance
Property owners have a responsibility to ensure the onsite wastewater treatment and effluent disposal
system is maintained and serviced. The following servicing and precautions are to be undertaken:
• Read the Owner's Manual that is provided with the treatment plant
• Follow the maintenance requirements specified by the manufacturer and authorised service
agent
• Comply with local authority’s servicing requirements
• Do not manipulate the system so that it no longer complies with the Council issued permit or
the plans located in Appendix A of this document
• Maintain the land application area e.g. regularly mowed and ensure that there is no ponding of
effluent
• Vehicles, animals and general access to the land application area is to be generally restricted
with warning signs erected
• Use low sodium biodegradable soaps and detergents as per the label instructions and no paints,
solvents, chemicals, food scraps, fats, oils or any other solids to be disposed of “down the drain”
• It is always good practice to minimise / stagger high wastewater generating activities such as
laundry over a full week
• On-site sewage systems are not designed to cope with the flow from garbage grinders
