RE: MINOR CHANGE APPLICATION – MATERIAL CHANGE OF USE (DETACHED HOUSE) – LOT
6 ON RP854238 – 361 SCHREIBERS ROAD, COORAN
Reference is made to Negotiated Decision Notice for Material Change of Use (Detached house),
dated 9 March 2020 issued under reference MCU19/0142.
A&E Professional Solutions is acting for the property owners, Dean A Warde and Carlea J Walker,
and seeking a Minor Change to the existing approval to include a new shed, extend to the
building envelope for the future dwelling house, remove the approved house plan and extend
the currency period.
1. The proposed new shed is a 7.0m x 18.0m structure (3 enclosed sides and open to the
front) positioned 3.0m from the side boundary to adjoining Lot 7 on RP838791, with a
length of 18.0m and a height of 3.7m to the boundary. The developable area of the subject
site is constrained and the location chosen for the proposed shed is considered the most
suitable to avoid mapped hazard areas as much as possible, avoid the registered
easements, and avoid the need for clearing of vegetation. The client has presented these
plans to Council and received written confirmation that a Minor Change applies.
2. The site plan has an approved building envelope, the client is wanting to extend this area to
36.0m x 36.0m, as shown on the revised site plan.
3. House plan – condition 4 relates to a house design/plan was approved as part of the
original application however the client has not chosen a final design. It is submitted that
this plan can be removed, so as to not lock in a design and to avoid future amendments.
Any future dwelling house will be constructed within the approved building envelope and
will need to comply with planning scheme requirements.
4. Timeframe – condition 3 states that the approval is due to expire 10 February 2026. With
extensions granted under Ministerial Designations due to the Covid pandemic (totaling 2-
years), this approval is now due to lapse 10 February 2028. The client is looking to further
extend this by 6 years to 10 February 2034.
