Re: MCU16/0081
Dear Assessment Manager
Thank you for the opportunity to provide comment on the proposed Material Change of Use for 28
Eenie Creek Road. The Noosa Community Biosphere Association is opposed to the proposed
development.
The Noosa Community Biosphere Association Inc (NCBA) is a not for profit community organisation
representing over 300 members from all walks of life, most living in or near the Noosa Biosphere
Reserve. Our membership shares an array of interests ranging from sustainable economic
development to social engagement, community well-being and environmental conservation.
The Noosa Community Biosphere Association is driven by a core mission to make sustainable living a
normative behaviour in our biosphere under an ethos of Our People, Our Places, Our Future. We are
subsequently eager to ensure that all development within the Noosa Shire is appropriate for UNESCO
Biosphere Reserve striving towards sustainability.
At the outset of this submission it is important to state that the NCBA is aware of Noosa’s aging
population and the need to ensure that there are appropriate facilities in place to adequately cater for
this growing demographic. The NCBA is strongly supportive of integrated aged care facilities
adequately serviced by a variety of non private vehicle transport and located in suitable areas within
the Noosa Shire. However, it is felt that this site is inappropriate and previous rejection by Noosa
Council of a similar proposal for this site is a strong indicator that this development should not go
ahead for the following reasons.
Incompatibility with designated use under the Noosa Plan.
The area is not consistent with the plan for the Shire Business Centre, which identifies the site for open
space recreation uses. The NCBA believes that carefully managed open space with due diligence
given to existing wildlife habitat would be a far more suitable use for the area.
Location
The site fronts very busy sections of two heavily used roads, with the entrance being off of a
roundabout. There would be roadworks necessary to provide access to the site, and a continuous
traffic flow to contend with resulting traffic hold-up in busy times. All of this is hardly conducive to a
comfortable lifestyle for an aged community, and could eventually lead to an underpass or overhead
access to be made available to reach the other side of the road – the cost of which would be borne by

Noosa ratepayers. This site also has access to only minimal public transport, further entrenching
automobile dependence within the Noosa community.
Special attention would need to be made to drainage and waste overruns as the area is adjacent to
Eenie Creek and we need to protect our waterways. Eenie Creek has been known to flood in very
heavy rain and this could be a problem to the development.
Living in a Biosphere
At all times we must remember that Noosa is a very special place with world-wide recognition of this
fact by the granting to the area of a UNESCO Biosphere Listing.
The area proposed for this development is adjacent to a National Park and has some known Koala
Habitat contained within the site. The increased traffic and other consequences of occupation on the
National Park side of the road would undoubtedly have an adverse effect on our wildlife. Australia is
having a problem with maintaining its Koala population and potential impacts of further development
should be carefully considered at all times – especially within a UNESCO Biosphere.
Thank you for your consideration of the above points. We look forward to continued consultation on
development applications and working with Noosa Council to ensure that the Noosa Shire transitions
towards an improved model of sustainability and a true celebration of Our People, Our Places and Our
Future.
Kind Regards
