Officer: Georgina Schramm Direct Telephone: 07 5329 6569 Our Reference: MCU26/0019, OPW26/0038, RAL26/0007 Your Reference: 0326MCUOPW270226 15 May 2026 Pace Planning Pty Ltd 9 Panorama Ridge Rd BUDERIM QLD 4556 [email protected] Dear Applicant Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. MCU26/0019, OPW26/0038, RAL26/0007 Proposal: Development Permit for Material Change of Use – Low Impact Industry (54 units), Transport Depot & Caretaker’s Accommodation (1 unit), Development Permit for Operational Works – Road Work, Drainage Work, Stormwater, Earthworks & Landscaping, Development Permit for Reconfiguring a Lot – Community Title Subdivision (1 Lot into 54 Lots) Street Address: 18 Taylor Ct Cooroy Qld 4563 Real Property Description: Lot 2 SP 197517 Planning Scheme: Noosa Plan 2020 (Amendment 3 – 20 March 2026) INFORMATION REQUIRED The information requested is set out below: Item – Transport Depot The number of proposed tenancies incorporating ancillary transport depot uses is considered excessive. There is concern that this may result in the tenancies operating in a manner akin to self-storage facilities, rather than achieving the intended purpose and intensity of use expected within the industrial zoning of the site. Information Required Reduce the number of tenancies that include ancillary transport depot functions, or alternatively provide further justification for the proposed number. This should include examples of comparable developments or established business models where ancillary transport depots are incorporated within industrial tenancies and demonstrate how these uses are effectively managed to prevent self-storage–type operations. Demonstrate the suitability of the proposal by detailing how the storage of vehicles within each tenancy will not compromise the primary function of a Low Impact Industry use. This should include consideration of operational arrangements, site layout, and management measures to ensure ongoing compliance with the zone intent. Item – Articulation of wall along boundary The length of wall along the western boundary is excessive and does not achieve Performance Outcome PO15 of the Low Impact Industry Zone Code. PO15 Buildings are designed and sited to provide visual interest and amenity by— providing well-articulated buildings with strong horizontal and vertical design elements to provide interest to the street; using a variety of external building materials for external walls where such walls are visible from the street; providing an interesting and varied site layout and roof design; articulating the roof with a, pitched or skillion that complements the low rise character of the area and surrounding development: and incorporate materials, finishes and colours that complement the natural environment. Information Required Revise plans and provide greater articulation of the wall along the western boundary. This may include but not limited to, use of varies colours, materials, varied roof form, stepping of the development. Item – Caretakers accommodation The purpose of a Caretaker is to provide 24/7 support for 24 care of buildings, operations plant and equipment associated with the use. PO2 (b) of the Caretaker’s Accommodation, Dwelling Unit code seeks that; ‘in the Low Impact Industry zone, the Medium Impact Industry Zone or the Innovation Zone, caretaker's accommodation demonstrates the need for 24 hour care of buildings, operations, plant or equipment. The application does not demonstrate how the Caretaker’s accommodation complies with this Performance outcome. Information Required Provide additional justification that a Caretakers accommodation is needed or required at the site in accordance with PO2 and AO2 of the Caretaker’s Accommodation, Dwelling Unit Code. Item – Infrastructure Staging Limited detail has been provided and addressing the civil works staging. Stormwater quality and quality measures appear to be constructed in Stage 1; no information has been provided in the Site-Based Stormwater Management Plan (SBSWMP) addressing the staged construction and management of stormwater. Two temporary AV loading bays are included in the design; both are noted to be delivered with stage 1. One of the loading bays is in the Stage 4 area. Information Required Provide engineering comments and updated documents as required addressing the civil works staging including stormwater, earthworks, roadworks, waste collection and loading bays. Item – Bioretention / Detention Basin Engineering and landscaping drawings have been provided detailing the Bioretention / Detention Basin. Maintenance access has not been included in the proposed documentation. Information Required Provide amended engineering and landscaping plans to including dedicated maintenance access to the bioretention system in accordance with the Noosa Council PSP6 Engineering Design Standards and Bioretention Technical Design Guidelines (Healthy Waterways, 2014). Item – PWD Park A shared space & bollard has been provided in Stage 4 adjacent to a landscaping area between two car parks. The landscaping will limit the access to the shared space, resulting in one PWD park compliant with AS2890.6. Information Required Provide confirmation of the intended compliant PWD parks and update plans as required. Item – Waste A Waste Management Plan (WMP) has been provided in support of the application, Council’s waste team has reviewed WMP and identified the following issues; The proposal includes the use of 2m³ bins serviced by a rear lift waste collection vehicle (WCV). Council only services 1.1m³ bins serviced by a rear lift WCV or 2m³ bins serviced by a front lift WCV. The manoeuvring templates have used a HRV, however nomination of front lift or rear lift would dictate the direction pathway of the vehicle (clockwise or anti clockwise through the development). Details of waste collections during various stages has not been addressed, circulation of a WCV is not achievable without completion of several stages. The WMP provides limited detail addressing the bin storage/collection areas (i.e. bunded, bin wash, connection to sewer etc) Information Required Provide an amended WMP addressing the above, updated related engineering documentation as required in accordance with Noosa Council’s PSP9 Waste Management. due date for response to information request The due date for providing the requested information is 15 August 2026.
