GENERAL COMMITTEE MEETING AGENDA 13 MAY 2019
Forecast cash surpluses are also reliant on the accuracy of the long term financial plan, and in
particular the capital works program. Any significant increase in capital works spend beyond
current forecast levels will in turn consume the cash surplus. Therefore the allocation of this
surplus cash needs to be considered in line with intended frequency, size and scale of any
potential future signature capital projects (noting that capital expenditure forecasts in the 10 year
financial plan are consistent with recent levels).
Should additional cash be required in the future to fund unexpected shortfalls or major capital
projects, Council has the capacity to activate new debt instruments such as loan borrowings or a
working capital facility. The cost of debt on these facilities is lower than that of existing
borrowings.
