1.0 INTRODUCTION
GENERAL
Future-Plus Environmental (FPE) have been engaged to carry out a land suitability assessment for onsite
wastewater treatment and effluent disposal with respect to a proposed campsite on land described as Lot
650 on M37380, Lot 394 on M371117 and Lot 7 on RP216403 at 48 Kabi Road, Cootharaba.
The applicant seeks to develop the existing allotments into a campsite. A concept layout plan has been
prepared by Elevation Architecture and has been included as Appendix A.
Lot 394 currently consists of an existing golf course and the associated clubhouse. Lot 7 currently contains
two free standing structures (maintenance sheds) and Lot 650 does not have any infrastructure. It is
understood that the existing clubhouse will be upgraded during the development process, while no works
are proposed for the existing maintenance sheds.
The site for the proposed development in not currently serviced by reticulated sewer network, therefore
the site is to be serviced via an on-site wastewater treatment and effluent disposal facility.
OBJECTIVES
▪ To assess the suitability of the subject site for on-site wastewater treatment and disposal to
be undertaken in a sustainable manner, taking into account the climatic, topographical,
edaphic, and geo-hydrological characteristics prevalent on the sites;
▪ Identify any environmentally sensitive areas likely to be affected by wastewater treatment and
disposal activities;
▪ Identify the level of treatment necessary and method of disposal considered most suitable for
the site; and
▪ Identify and assess any potentially significant impacts on human health and the natural
environment that may occur as a result of wastewater treatment and disposal options having
regard to relevant legislative requirements.
REGULATORY REQUIREMENTS
A number of legislative requirements relate to on-site wastewater treatment and disposal systems under
Queensland legislation, along with various other standards and guidelines that may place constraints on
the suitability of the site for on-site wastewater disposal. Those relevant to the proposed development
include:
▪ Planning Act 2016;

2.0 SITE ASSESSMENT
GENERAL
The assessments and recommendations contained in this Report are based on the site investigation
carried out by Future-Plus Environmental on the 7th March 2022. A geotechnical investigation and
permeability tests were carried out within the development area on the 23rd March 2022.
PROPERTY DETAILS
The proposed works are located within the suburb of Cootharaba. The allotments subject to assessment
in this report are described as Lot 650 on M37380, Lot 394 on M371117 and Lot 7 on RP216403 as
indicated on the Site Locality Plan in Figure 1 below:
Figure 1. Site Locality Plan. Source: Qld Globe 2022
TOPOGRAPHY
The proposed area of development (cleared areas mostly within Lot 650 and Lot 394) have gentle
undulating topography with the central portion of the site sloping towards a central drainage line, which

flows to the east, into a dam. The northern portion of the site drains in a northerly direction towards a large
dam, with the southern portion of the site draining towards the south easter corner of lot 394.
Slope typically range from 1-15% for the majority of site.
SITE HYDROLOGY
It is likely that the majority of rainfall on the site is absorbed into the soil. However, during extended periods
of heavy rainfall, it is anticipated that excess rainfall not adsorbed into the soil profile will move to the
lower areas of topographical relief via sheet flow. Excess rainfall from the northern portion of the allotment
would likely migrate to the dam located within the northern portion of Lot 650. While the central portion of
the site would drain towards the central drainage line, into the central dam, before flowing into the eastern
portion of lot 394. Excess rainfall from the southern portion of the site will like flow into the eastern portion
of lot 394.
GEOLOGY
The geology for the site and surrounding area is identified as arenite-mudstone, with Stratified unit
(including volcanic and metamorphic).
SUB-SURFACE CONDITIONS
A preliminary geotechnical investigation for effluent disposal assessment was carried out within the
subject development area on the 23rd March 2022. The investigation was carried out in accordance with
the procedures outlined in AS1547:2012. A total of 4 boreholes were advanced across the site using a
4WD mounted Auger. The results of the geotechnical assessment are provided in Table 1 below.
The Borehole locations are shown in Appendix B of this report. A copy of the soil profile logs has been
included as Appendix C.
The soil profile across the proposed treated effluent irrigation areas were relatively uniform consisting of
moderately/massively structured Silty Clay (Category 4/5) underlain by massively structured Silty Clay
(Category 6).

SOIL PERMEABILITY
In addition to the soil borehole logs, two permeability tests were carried out using a constant head
permeameter test to determine the actual permeability of the site soils. The recorded KSAT value is
summarised in Table 2 below and the respective locations of each permeability test are shown on the
borehole plan in Appendix B. The permeability test results indicate that the site soils generally comprise
of a moderately structured Light Clay (Category 5) of low to moderate permeability at Borehole 1 and a
massively structured medium to heavy Clay (Category 6) of low permeability at Borehole 3.

1 Borehole 1 Category 4/6 0.0699
2 Borehole 3 Category 5/6 0.0138
During the site investigations, no permanent water table or seepage/perched groundwater was
encountered within the boreholes, however moist soil conditions were noted in all four boreholes.

3.0 PROPOSED OPTIONS FOR EFFLUENT DISPOSAL
ASSESSMENT OF SOIL AND GROUNDWATER CONDITIONS
The soil, groundwater conditions, and percolation tests results at the site indicate that the site is suitable
for on-site sewage. Groundwater or seepage was not observed between Natural Surface Level (NSL) to
3.0 metres depth, at the time of inspection. In terms of on-site wastewater disposal, the soils must be free
from the potential migration of effluent volumes to the regional or local water table.
It is therefore noted that adequate vertical separation distances will be available for the subject allotment
for on-site wastewater disposal to occur in accordance with the Queensland Plumbing and Wastewater
Code.
SYSTEM SELECTION
Based on the geotechnical characteristics at the site, it is anticipated that an on-site sewage treatment
system can be designed for the proposed development. All wastewater generated would require treatment
to a minimum advanced secondary standard.
Typical quality criteria for advanced secondary treated effluent nominated in the AS1546.3 are
summarised in Table 3.

HYDRAULIC LOADING
An indicative hydraulic loading has been calculated based on conceptual plan for the development which
includes:
▪ Overnight population of 300 campers; and
▪ Overnight population of 20 staff members.

FPE Ref: 6195-220404-1.0
The hydraulic loading for the proposed development has been estimated using Table H4 of AS1547:2012.
This Guideline provides the most accurate assessment for flow rates from a campsite like this, and is
based on the use of on-site roof water and dam water as the primary potable water sources.
Indicative hydraulic loading based on this Guideline and type of the development activity has been
adopted to calculate the average daily sewage flows resulting from the proposed development and is
detailed in Table 4 below:
Table 4: Calculated Hydraulic Wastewater Flows
Sewage Flows per Table Equivalent
Proposed Total Sewage
Type H4 – AS1547:2012 Population (EP) -
Population Flows (L/day)
(L/day/person) 200L
Campers 300 100 30,000 150
Staff Members 20 100 2,000 10
Total Daily Sewage Flows and Equivalent Population 32,000 L/day 160
Table 4 above shows that a total daily sewage flow calculated for the project of 32,000 L/day (160
Equivalent Persons) will be generated as a result of the proposed development.
APPROVAL PROCESS
Based on the estimated hydraulic loading calculated in Section 3.3 above, the proposed development will
trigger the need to obtain an Environmentally Relevant Activity (ERA 63) approval from Department of
Environment and Science due to the sites daily wastewater loading exceeding 21 equivariant persons.
The ERA 63 application will be undertaken during the Building Approval (BA) phase of the development.
TREATMENT SYSTEM
Treatment of wastewater to a minimum of advanced secondary effluent quality in accordance with the
Queensland Plumbing and Wastewater Code may be achieved by the installation of either an aerobic
wastewater treatment system or biological sand filtration system.
ADDITIONAL DESIGN CONSIDERATIONS
A number of other design considerations should be made in relation to the following key elements
associated with this type of development.

CYC Campsite
48 Kabi Road, Cootharaba
Page 13

3.6.1 Grease Trap/s
The installation of a suitably sized grease trap/s should be considered given the nature of the wastewater
associated with the likely kitchen waste / blackwater to be generated by the development. The grease
trap should then be adopted as part of the operation and maintenance of the facility and require regular
inspection, service and maintenance.
3.6.2 Peak Flows and Low Flows
The selected wastewater treatment plant must be able to cope with periods of sustained high or peak
loads and also periods of very low influent. During these times, appropriate flow balancing may be
necessary in order to buffer against such extreme variable conditions.
3.6.3 Pump Station/s
Due to the site topography and positioning of the proposed development (as per Appendix A), one or
more pump stations will be required to distribute raw effluent to the proposed sewerage treatment plant
(estimated to be positioned in the southern portion of Lot 650 M37380 (subject to change)).
3.6.4 Alarms and Early Warning Systems
The installation of early warning systems into the proposed development sewerage infrastructure is vital.
It is recommended that a high level and failure alarms with battery backup are considered as part of the
overall design.
3.6.5 Service and Maintenance
The service and maintenance provider must attend and complete the required service and maintenance
of the sewerage treatment plant on a minimum 3 monthly basis.

4.0 LAND APPLICATION SYSTEM – EFFLUENT DISPOSAL
DISPOSAL METHOD
On the basis of the above assessment, a number of options are available for the disposal of advanced
secondary treated wastewater on the proposed site. Due to the presence of poorly draining subsoils,
conventional absorption trench or ETA (evapo-transpiration absorption) systems are not considered the
most appropriate method for disposal of wastewater on the proposed allotment.
In this case, the preferred method of disposal is a surface irrigation system.
IRRIGATION SYSTEM DESIGN
The disposal of effluent treated to an advanced secondary standard, may be achieved via surface
irrigation system. Standard drawings of typical surface irrigation, is provided as Appendix D of this report.
The design method used for sizing of the surface irrigation system can be calculated using the Design
Irrigation Rate (DIR) calculation as set out in Table M1 of AS1547:2012.
From Table M1 of AS1547:2012, the following Design Irrigation Rate’s (DIR) have been adopted for the
proposed development.
Table 5. Design Irrigation Rate for Application Systems
AS1547:2012 Soil Category Design Irrigation Rate
Soil Category 6 2mm/day
Based on a hydraulic loading of 32,000L/day, as specified in section 3.3 of this report, the minimum area
required for disposal using an irrigation system has been illustrated below:

All irrigation piping is to be installed to a minimum depth of 150-250mm below the ground level and turfed.
Where slopes exceed 10% and surface irrigation is adopted the disposal area will need to be terraced or

bunded. The disposal area should also be planted with water tolerant turf or shrubs to maximise nutrient
uptake and transpiration and reduce erosion potential.
Adequate area is considered to be available on the proposed allotments to accommodate a suitable
irrigation system allowing for relevant setback requirements. The required setback distances as
nominated in the Queensland Plumbing and Wastewater Code have been summarised in Table 6 of this
report.
It has been assumed that the irrigation area above the Q100 flood level. However, if effluent irrigation is
to occur below the Q100 flood line, additional precautionary measures are to be considered, such as
raised garden beds and higher standards of treatment should be considered.
It is a standard requirement to have a reserve area set aside within the allotments in the event that
problems occur with the operational effluent disposal area. The size of the allotments suggest that there
will be sufficient space for a 100% reserve area on the site. An indicative Irrigation Area Layout Plan is
shown in Appendix E.
SETBACK DISTANCES
The setback distances from the effluent disposal area shall comply with the Queensland Plumbing and
Wastewater Code which is summarised below:
Table 7. Recommended Setback Distances for Secondary and Advanced Secondary Effluent

STORMWATER DRAINAGE
Issues relating to surface flows may become prevalent within the disposal areas during extended periods
of rainfall. Accordingly, it is recommended that a cut-off drain or diversion drain/mound is constructed
upslope of the disposal areas to collect and divert any surface/subsurface waters away from the disposal
area.
All stormwater runoff from the roof of buildings and/or pavement areas associated with the development
on the site should not be discharged in a concentrated form onto the disposal areas or neighbouring
properties.

Depth = mm below ground level.
P = blows per 100mm penetration with an approved 9kg penetrometer.
Notation such as (SP) refers to the soil description to Table A1 AS1726 ‘Guide to the description
identification and classification of soils’.
Solid lines represent sharp interface between different soil types. Dotted lines represent
gradation form one soil type to another.
Abbreviations used
UTP - unable to penetrate, Bec. – becoming, N.S.L. – Natural Surface Level
Med. – medium, MW - Moderately weathered
EW - extremely weathered, Plast. - Plasticity
No recovery means unable to extract samples from the base of the bore hole because the soil
will not bind in the auger head.
The colour of the soil is often abbreviated, for example Gy = grey Or = orange.
