Visual Assessment Statement: Car Wash, and Food and Drink Outlet 34 Elm St., Cooroy, QLD

development has a more considered appearance that broadly reflects the ‘character’ forms of
the township. The proposed development’s appearance is not overly ‘contrived’ and presents
as a cluster of contemporary structures complemented by limited landscaping. The overall
form is a sensitive response to the proposed use and the existing setting.

85 The proposed development will engage with the pedestrian environment through the Food
and Drink building, which will activate the Elm Street/Opal Street corner opposite the Cooroy
Station and contribute to the local character and amenity.

     4.4 Summary
4.4.1 Magnitude and Mitigation of Change
86 The proposed development will result in a moderate level of the change to the existing
streetscape and neighbourhood contexts. The bulk of the built form is appropriately mitigated
by design that distributes the bulk between three separate structures. The development will
therefore appear as cluster of human scale structures as opposed to a single monolithic form.

87 The subtle ‘character’ references of the roof forms, awnings and fascia detailing also mitigate
the impact of the ‘new’ by providing a degree of visual continuity to the old, that acknowledges
     the ‘image’ of Cooroy.

     4.4.2 Residual Impacts
88 Based upon above observations, the proposed development will be consistent with the
general character of the existing development along Elm Street that reflects the vehicle
dominated uses. The built form is however, more considered in its design response to reflect
‘character’ influences with respect to the primary roof forms and the architectural detailing.

89 These elements will enhance the existing visual character of the local streetscape and
enhance the existing Neighbourhood Context. There will be no apparent adverse residual
     impacts upon local character.
