GENERAL COMMITTEE MEETING AGENDA 15 APRIL 2019

The Commercial Use of Community Land Policy, referenced earlier in this report, highlights key
principles for consideration:
 Community use takes precedence over commercial operators - this principle is important in
      establishing the general rights of the community to use community land freely without
      negative impact from commercial operations (on balance).
 Community vs commercial demand - Consideration of this activity has been driven by a
      commercial operator seeking to commence a commercial business on community land as
      opposed to direct community need;
 Visitor and local experience - there would be some visitors who would enjoy the opportunity
      to travel around Noosa on an electric scooter. Arguably, there would be many local
      residents and visitors based on complaints elsewhere (and now occurring in Noosa) who
      would not support electric scooters;
 Environmental impacts - Dumping of shared mobility devices in waterways, parks and
      beaches (particularly bicycles) has been an issue in other local government locations.

In summary, there are a number of important considerations for local governments regarding the
introduction of shared mobility devices as identified in this report. There is no urgent community
requirement for Council to facilitate a three month permit for electric scooter operations or any
other shared mobility device operation on community land in Noosa. Accordingly, it is
recommended Council continue to monitor operations in other local government areas, legislative
developments and continue discussions with the Department of Transport and Main Roads and
other relevant agencies as outlined in Option 2 of this report.
