EXECUTIVE SUMMARY
In February 2019, Council issued invitations to tender for the management of the Boreen Point
campground. The tender was posted on VendorPanel on 14 February 2019 and subsequently
advertised in the Sunshine Coast Daily on 16 February 2019 and the Noosa News on 19
February 2019.
Respondents were invited to submit applications through VendorPanel, Council’s e-tender portal,
with applications closing on 12 March 2019. There were 31 downloads by parties/businesses
from the e-portal. A total of five businesses applied to manage the campground in accordance
with the conditions of tender.
An evaluation panel was assembled with the required skill sets and relevant expertise to
undertake the assessment. The incumbent managers Crimmins Enterprises Pty Ltd did not
tender for the management services contract. Council’s tender evaluation panel scored the
submission of 1Eight Pty Ltd the highest and noted its track record and experience in operating
holiday parks, along with their capacity and methodology considered to be of a suitable industry
standard and met the tender evaluation panel’s expectations.
The tender evaluation panel supports 1Eight Pty Ltd’s submission and it is recommended Council
agree to enter into a new management agreement for a total term of up to five years.
