Information Request MCU20 0024
Officer: Glen Conforti Direct Telephone: 07 53296241 Our Reference: MCU20/0024 & OPW20/0055 Your Reference: 02552 29 April 2020 LM Cooney C/- Martoo Consulting Pty Ltd PO Box 1684 NOOSA HEADS QLD 4567 [email protected] Dear Nadine Information Request Planning Act 2016 I refer to your application and advise that Council requires further information to satisfactorily assess the proposal. application details Application No. MCU20/0024 & OPW20/0055 Street Address: 3 Avocet Pde, Peregian Beach Qld 4573 Real Property Description: Lot 320 P 93113 Planning Scheme: The Noosa Plan (8 June 2018) INFORMATION REQUIRED The information requested is set out below: Planning Issue - setback The proposal seeks a reduced setback to the southern Avocet Pde boundary frontage. There is some concern that this setback will impede a view corridor from some properties on the western side of Avocet Pde. The property to the east has a reduced setback but this is a low set dwelling compared to the proposed 2 storeys within the setback. Information Required Please provide a 6m setback line on the first floor plan. Please provide confirmation the setback to the southern side of Avocet Pde will not impede views, alternatively increase the setback. Issue- building height in metres It is not clear from the elevation whether building height from the finished ground level complies at the area from the laundry door to the west (north elevation of new building). Information Required Please provide clarity on the plans and confirm the proposal meets the required 8m from both the finished and NGL’s Issue – existing building It is unusual that the existing building has no laundry (clothes drying facilities) and there is no clearly shown access from the garage to the stairs. Also, in that regard there is no internal stair access from the ground floor to the upper floor level. Given this is a redevelopment, and it is acknowledged it is an existing building, however, there is no improvements to the elevations that are shown on the plan. The Eastern Beaches Locality Code and the Residential Uses Code requires an interesting built form including articulation and a mix of materials. The plans do not show any access to the storeroom. Given the size of the storeroom, there is also concern that it could be used for habitable purposes and should be considered GFA. Information Required Please provide commentary on the function of pedestrian access proposed and the interaction between level given this is proposed as one dwelling. Please show clear pedestrian access to the stairs from the garage. Amend plans to indicate laundry and clothes drying facilities for the existing building. Please provide details of the storeroom use/access etc. and why it should not be considered GFA. Please provide a mix of external finishes to modernise and create a more interesting external building design. Landscaping Issue – tree removal It is proposed to remove 3 eucalypts (#3,4,5) indicated on the landscaping plan. The trees are part of the street character and are preferred to be retained. A mature pandanus (#9) is also proposed to be removed. This pandanus could be relocated to another location on site which may benefit from a mature tree. The planning scheme seeks that fences are setback from the boundary an average of 1m. Information Required Please provide further details on the health of the 3 eucalyptus supported by images Please provide a suitable location for the relocation of the pandanus mentioned above. Please provide boundary fence articulation in accordance with the planning scheme. Engineering Issue – External works The subject site currently has no frontage works (footpath, kerb and channel) and the submitted material makes not comment regarding these works. It is noted that the need for frontage works was raised as part of a prelodgement meeting for the development of the subject site (refer to meeting minutes for PLM18/0030). The requirement for frontage works is described in The Transport, Roads and Drainage Code – Specific Outcome O13. Information Required Amend the plans to include the relevant works described in The Transport, Roads and Drainage Code – Probable Solution S13.1 or alternatively provide justification for why the works have not been included in the subject application. Issue – driveway access Council has some concerns with the proposed access location and the intent to retain a portion of the existing internal driveway. Information Required Provide plans that indicate the available sight lines to the west of the proposed access driveway. The plans must also include any vegetation in the road reserve that needs to be removed in order to provide the necessary sight lines. Please note that the sight lines must be in accordance with AS/NZS2890.1:2004 Provide comment from the design engineer in regard to the retained portion of the existing driveway. The comment must state that the retained portion is suitable for the intended use. Issue – stormwater runoff The submitted engineering plans appear to direct runoff from the driveway to a grated drain and to the underground drainage system. There does not appear to be treatment for the runoff or any portions directing runoff to the landscaped areas. Information Required Provide plans that demonstrate compliance with The Driveways and Carparking Code – Specific Outcome O6 Issue - surface levels There are limited existing surface levels shown on the survey plan and it appears that the surface level for proposed pit GP2 will be too high and not be able to function as intended. Information Required Provide additional detail and comment from the design engineer that states that the proposed structures will be able to function as intended. due date for response to information request The due date for providing the requested information is 29 July 2020.
