RECOMMENDATION
That Council note the report by the Senior Strategic Planner to the General Committee Meeting
dated 23 June 2014 and request Strategic Land Use Planning to prepare a detailed report
addressing the feasibility of accepting contributions in lieu of the provision of off-street parking
within each locality and, in the interim, not accept monetary contributions in lieu of the provision
of off-street parking.
REPORT
A report relating to accepting contributions from applicants in lieu of the provision of off-street
parking was considered by the Planning and Organisation Committee on 17 June 2014 (refer to
Item 4 on Page 66) and was subsequently referred to the General Committee meeting on 23
June 2014.
During the course of discussions at the Planning and Organisation Committee the following
matters amongst other things were raised:
Planning Scheme Policy (PSP13) Contributions in Lieu of the Provision of Off-Street
Parking was removed from the Noosa Plan (under the direction of the State) in September
2013.
At the current time Council has no policy position to guide applicants and/or planning
officers regarding whether a contribution in lieu of off-street parking may be acceptable in
specific circumstances. If Council decides not to adopt a policy any application that does
not comply with the Noosa Plan Driveway and Carparking Code would be recommended
for refusal.
The advantages of not accepting monetary contributions in lieu of off-street carparking
need to be considered. One distinct advantage is that Council does not have to bear the
cost of establishing and maintaining new carparking facilities or alternative transport
arrangements.
A detailed study for relevant town centres or commercial precincts is required as each is
likely to have different requirements and circumstances.
Councillors requested an alternative motion indicating contributions will not be accepted in
lieu of onsite parking until a detailed review on the matter is undertaken. An alternative
motion is provided above.

RECOMMENDATION
That Council note the report by the Community Development Coordinator, to the General
Committee dated 23 June 2014 and approve the first round of Community Grants
recommendations for the financial year 2014/15 as set out in Attachment 1 to the report.
REPORT
Purpose
The purpose of this report is for Council to consider and endorse the first round of Community
Grants recommendations for the 2014/2015 financial year as set out in Attachment 1 to this
report.
Background
Following endorsement by Council of a Community Grants Policy and Proposed Grants
Framework on April 3 2014 the following process took place:
The Community Grants program was advertised in local media and through community
networks with a closing date of Monday 5th May 2014. A total of 102 applications were
received.
Applications were then checked for eligibility against the Noosa Council Community Grants
policy and guidelines
Applications (except formula driven applications) were then reviewed and commented on by
technical staff with appropriate expertise.
All applications and staff comments were then discussed and assessed by the grants
assessment panel. The grants assessment panel was made up of:
Director, Community Services
Executive Officer to the Mayor and CEO
Community Development Coordinator
Community Facilities Manager
Financial Services Manager
As per the Noosa Council Community Grants Policy, assessment panel members recognised
and declared any actual or potential conflicts of interest and did not debate or were involved in
any discussions on matters relating to that application.
Section 7
GENERAL COMMITTEE MEETING AGENDA 23 JUNE 2014
The assessment panel are recommending 70 applications receive funding to the value of
$515,411.25.
Implementation
Following endorsement of this report, grant applicants will be notified of the outcomes. Funding
to successful applicants will be distributed in July 2014 providing they have no outstanding debt
to Council.
A second round of community grants will be advertised late in 2014 for projects commencing in
the first half of 2015.
Council officers will also assist community organisations to identify external funding where
available, rather than simply to rely on Council’s Community Grants Program.

C. Adopt the proposed amended grants framework and criteria (Attachment 2 - as tabled at

distribution of community grants to ensure compliance with the adopted Policy and relevant

Finance & Risk
Funding for the 2014/15 Community Grants Program will be determined as part of the 2014/15
Budget process.
Noosa Council’s Community Grants Policy has been developed in order to comply with the
following Queensland Government Legislation.
Local Government Act 2009
Local Government Regulation 2012
Local Government Act 2009
Statutory Bodies Financial Arrangements Act 1982
The Policy describes a consistent, transparent and equitable application and assessment
process for the Community Grants Program that is in line with current legislation and corporate
priorities.
