Thursday, 10 September 2020 Our Ref: 12332 / Office: Sunshine Coast Council Ref: MCU20/0072 NOOSA COUNCIL PO BOX 141 TEWANTIN QLD 4565 ATTENTION: Billy Glover Dear Billy INFORMATION RESPONSE DEVELOPMENT APPLICATION FOR MATERIAL CHANGE OF USE - EDUCATIONAL ESTABLISHMENT (ADDITIONAL DEMOUNTABLE BUILDINGS) 115 EUMUNDI NOOSA ROAD, NOOSAVILLE LOT 1 ON SP228052 & LOT 30 ON SP170751 Further to your information request for the abovementioned development application we now respond to all of the information requested. START INFORMATION RESPONSE Issue The submitted Traffic Engineering Report details the number of students currently enrolled at the College and the projected maximum student capacity. Information Required 1. Provide a formal written letter from the College Principal that confirms the total number of students currently enrolled at the College and the current and future maximum student capacity of the College. The future maximum student capacity must detail each year for at least the next ten years (inclusive). Response Refer correspondence from the college included within Attachment 1 which confirms current and expected maximum enrolment for the period 2020-2029. Issue The application states The demountable buildings are intended to fulfil a temporary role while other development applications for new permanent buildings are pursued and which will require demolition of some existing buildings. No details have been provided regarding the existing buildings that are planned/intended to be demolished in the future and any planned/intended redevelopment following, giving rise to the need for the proposed temporary demountable buildings in the interim. A timeline for the construction of the new approved car park area and proposed temporary demountable buildings is not provided/clear. A timeline has not been provided detailing the

Section 2
planned/intended demolition of existing buildings and construction of future
buildings/redevelopment, to inform the duration of the proposed temporary demountable buildings
on site.
Information Required
2. Provide details and material that clearly outlines:
a. The buildings/floor area that the proposed demountable buildings/classrooms are proposed
to temporarily replace/fulfil;
b. All planned/intended works on the site in the future, including any demolition and
redevelopment.
Response
The demountable buildings are required due to two areas of need, temporary replacement of some
existing buildings which will be demolished with future construction, and to provide sufficient suitable
spaces for current demand. While the demountables are intended to fulfil a dual role, they are required
to fill an immediate need and will therefore be required until that need has been replaced with
permanent structures.
The masterplan included with the application details the current intent for future works on the site.
Planned works over the next 8 years include a Performing Arts building, a new Administration building
and a new classroom building. The timeline for these projects is outlined in the response to item 3.
2
The current construction program will require the demolition of an approximately 200m
administration building in 2021. It is identified in the application documentation as being within the
“Future Performing Arts Building” footprint. The administration functions within that space will be
moved to two existing classrooms, the demountable building will be used to house those two
displaced classes.
3. Provide a timeline for all proposed and future planned/intended works on the site, including but
not limited to:
c. Construction of the new approved car park on Lot 30 SP 170751 (MCU18/0097);
d. Construction/relocation of the proposed demountable buildings;
e. Demolition/works to existing car parking areas;
f. Construction of the proposed forecourt area;
g. Demolition of existing buildings on the site;
h. Redevelopment/construction of new buildings on the site.
Response
The new carpark on Lot 30 is programmed to commence construction by the end of September, with
completion by the end of the year. The new carpark will be operational for staff use by the start of the
2021 school year.
Construction of the demountables is proposed at the end of the 2020 school year. It is intended that
the demountables are ready for the 2021 school year and will coincide with the use of the new staff
carpark.
As part of the demountables project the existing staff carpark area will be closed off and will become
the ‘forecourt area’ shown on the proposal plans. No physical works are proposed within the forecourt
area.
Current planning is for construction of the Performing Arts building in 2021/22, an administration
building in 2024/25 and a classroom building in 2027/28. Existing buildings will be demolished as
required as part of these projects. This will be detailed with future applications.
At this time the demountables are intended to be onsite until 2028.
Section 3
Issue
The relationship and maximum capacity between the existing and proposed car parking arrangement
is not clear.
Information Required
4. Provide plans and material that clearly details the number and location of the existing and
proposed car parking spaces on site, in order to satisfy the requirements of the planning scheme
and previous advice given by Council’s Traffic Consultant.
Response
Refer Existing carparking and Proposed carparking plans included in Attachments 2 & 3 respectively.
The existing carparking comprises 226 spaces. The proposed carparking comprises 278 spaces, after
addition of the new 153 space staff carpark (MCU18/0097) and removal of the existing 94 space staff
carpark (which is the site area shown on location plan SK-01 with the subject application). The traffic
engineering report submitted with the application demonstrates that the proposed carparking
provision of 278 spaces (which includes 255 college carks, plus 8 setdown and 16 child care spaces)
complies with both Council and TMR requirements and actual parking demand analysis.
END INFORMATION RESPONSE
Part 3: Information Request has now concluded and the application is now in Part 5: Decision.

DEVELOPMENT APPLICATION FOR MATERIAL CHANGE OF USE
EDUCATION ESTABLISHMENT - MCU20/0072 Information Request
115 EUMUNDI NOOSA ROAD, NOOSAVILLE
LOT 1 ON SP228052 & LOT 30 ON SP170751
I am writing in response to the information request (31/8/20) associated with Good
Shepherd Lutheran College’s Development Application MCU20/0072.
Information request:
Provide a formal written letter from the College Principal that confirms the total number
of students currently enrolled at the College and the current and future maximum
student capacity of the College. The future maximum student capacity must detail each
year for at least the next ten years (inclusive)
College Response:
After a period of enrolment growth, the College’s current enrolment is 1105 students
from Prep- Year 12. Based on a continuation of our current pattern of classes or
streams per year level, our maximum expected enrolment is 1150. Therefore 1150 is
our expected maximum enrolment for the period 2020-2029 covered by this request.
The current application, our master plan and future developments are intended to
improve the facilities available and enhance the programs that can be offered to
students at effectively current enrolment levels.
I trust this information regarding the College’s projected enrolments is of assistance.
Yours sincerely,
Anthony Dyer

** Numbers have been generated by using the ratio of the current staff number. This may not be the case as the increase in
numbers will be created in some cases by not increasing the number of streams. The same is for the care takers whom
also may not increase in size as the increase in numbers won't lead to an increase campus size.
