Dear Sir
Information Request
Planning Act 2016
I refer to your application and advise that Council requires further information to satisfactorily assess the proposal.
application details
Application No.	MCU19/0013 & RAL19/0003
Street Address:	10 Opal Street, Cooroy Qld 4563
Real Property Description:	Lot 6 RP 82318
Planning Scheme:	The Noosa Plan (8 June 2018)
INFORMATION REQUIRED
The information requested is set out below:
Issue
The application includes a reconfiguration component for “community title”. A “community title” scheme requires common property areas but no common property areas have been included.
Information Required
Provide plans of the proposed community title subdivision that includes functional common property areas and is consistent with current legislation.
Provide a draft Community Management Statement or provide comment regarding specific items to be included in the future Community Management Statement.
Issue
The proposal plans do not provide sufficient information to assess site cover or gross floor area for the existing dwelling. Furthermore, The Noosa Plan details a maximum site cover of 40% for the site. The proposed request for an increase in site cover is not supported.
Information Required
Provide a plan drawn to scale that provides sufficient information to assess site cover and gross floor area for the existing dwelling.
Provide amended plans that comply with 40% site cover for the entire site.
Issue
Probable Solution S16.1 of the Cooroy & Lake Macdonald Locality requires the provision of 600mm eaves to at least 75% of the building, to assist the building complimenting the character of the area. The proposed 450mm eaves are not considered sufficient in this regard.
Information Required
Provide amended plans that detail 600mm eaves for the dwelling unit on proposed lot 2.
Issue
Probable Solution S42.1 of the Cooroy & Lake Macdonald Locality details that buildings and other structures are designed to have a maximum wall length of 15m and each external wall plane incorporates at least one design element to add visual interest and amenity (such as windows, pergolas, sun shading devices, balconies or a change of building material). The request to increase this length to 16.6m and 17.3 m is not supported.
Information Required
Provide an amended plan that details a maximum wall length of 15 metres for the dwelling unit proposed on lot 2.
Issue
The submitted planning report includes commentary on the proposed stormwater system. This commentary is not supported by sufficiently detailed plans or comment from a suitably qualified person. The plans and notes indicate:
A storage tank and notes regarding capacity. The tank shown on the plans does not appear to be large enough to achieve the nominated capacity.
Drainage lines. There is no detail on the necessary pipe sizes and grades. Council has concerns that the proposed connection to Council’s drainage system is achievable.
That others areas will be directed to landscaped areas. This statement is not supported by sufficient detail.
Information Required
Provide preliminary plans of the proposed stormwater drainage system for the development. The plans must be either prepared by or endorsed a suitably qualified person. The plans must include but not be limited to:
Detail of the proposed tank (location, dimensions, level).
Detail of the proposed drainage system (pipe sizes and grades).
Existing and proposed surface levels to demonstrate that suitable clearances can be achieved.
Comment regarding the capacity of the existing drainage system in Opal Street to cater for the additional runoff.
Indications of the various catchment areas within the site and certification that states that if the development is constructed in accordance with the design there will be no worsening of drainage conditions on adjoining properties, Opal Street and Opal Lane.
due date for response to information request
The due date for providing the requested information is 20 May 2019. Please advise Council of your response to this information request in accordance with section 13 of the Development Assessment Rules.
If you do not provide a response before the due date, it will be taken as if you have decided not to respond to the information request and Council will continue with the assessment of your application.
