EXECUTIVE SUMMARY
Not applicable.

RECOMMENDATION
That Council note the report by the Noosa Aquatic Centre Coordinator to the General Committee
Meeting dated 1 June 2015 and award Contract 1415T035 to Smiths of Doonan Family Trust for
the lease of the Noosa Aquatic Centre Boardwalk Café for an initial two (2) year period
commencing on 1 July 2015 and expiring on 30 June 2017 with a further one (1) year option for
the annual sum of $60,000 (excluding GST) subject to annual CPI All Groups Brisbane
adjustments.

REPORT
The Noosa Aquatic Centre Boardwalk Café has been operated under lease since April 2009 with
the current lessee operating the cafe since July 2012.

Tenders were publicly advertised in the Noosa News on 10 April 2015 and the Sunshine Coast
Daily on 11 April 2015. At tender box close on 4 May 2015 five (5) individual submissions were
received.

The submissions were evaluated under probity in accordance with the probity plan evaluation
criteria (refer to Attachment 1). Tender responses varied in quality with two submissions
shortlisted and interviewed. A summary of the tender evaluation is provided at Attachment 2.

While Smiths of Doonan Family Trust were not the highest price offer, at interview they
demonstrated the best understanding of the business and a willingness to partner with Council to
grow the business. As a result they received the highest combined price and non-price score and
represent the most advantageous offer to Council.

Smiths of Doonan Family Trust provided a thorough application and provided the evaluation
panel with a sound understanding of the business model. They demonstrated a comprehensive
track record in the industry and have also proposed minor capital investment subject to relevant
approval. Their contribution to the local community and local economy was also of a high
standard.
