RE: Response to Information Request MCU21/0090 – 53 Martins Rd, Cooroy

Council issued a further advice request on 27 October 2021. The applicant provides the
following additional information in response to the items:

   1. Please submit a plan to have this section of driveway upgraded to make it
suitable for all vehicle types or alternatively provide certification from a
Registered Professional Engineer of Queensland (RPEQ) that the current
driveway is safe and suitable for use by the general public and all vehicle
      types.

Please refer to the attached plan by Recor Consulting Engineers providing details for an
all weather access suitable for all vehicle types to provide access to the proposed farm
stay cabin. A gravelled driveway is proposed with the steeper initial section recommended
to be sealed to provide safer access and reduce ongoing maintenance required.

   2. Please submit a plan for the access driveways between the existing driveway
in the access easement and the various cabins taking into consideration
appropriate measures for stormwater drainage (i.e. the existing table drain
      in the access easement).

As noted in the attached engineering driveway plan, a minimum 225mm diameter
stormwater pipe will be required beneath the driveway accesses to the studio cabins and
home office cabins to permit run-off within the table drains from the upstream catchment
to be conveyed.

   3. Please submit a Geotechnical Report that addresses the following:

       a. Slope stability for the Studio Cabins and the Home Office Cabin with
recommendations for foundation type, construction and
            requirements for foundation integrity; and
      b. Effluent disposal for all proposed cabins with recommendations of
system type and location taking into consideration the slope stability
recommendations and ensuring there is sufficient setback to the
            riparian buffer area.
   4. Please also submit a concept earthworks/foundation design for each of the
proposed cabins in accordance with the recommendations of the
      Geotechnical Report.

Two geotechnical assessments are attached which include details of the effluent disposal
locations for an AES (advanced enviroseptic system) for the southern cabins with further
detail to be provided as part of the plumbing approvals. Approval for the one unit in the
north has already been approved by Council’s plumbing department. It is also noted the
sites are not mapped or considered as steep slopes.

   5. Provide overlooking diagrams from each of the subject cabins and any
proposed mitigation strategies to limit overlooking into 49 Martins Rd.

The overall site plan has been updated with additional screening landscaping to be
provided around the property boundary with the adjoining neighbour to the south. As
demonstrated in the images below (taken from the locations marked in blue on the site
plan) – the cabins are appropriately setback and only look onto the roof of the adjoining
property. The design of the units take advantage of the views to the north west and is
unlikely to cause any impacts associated with overlooking.

    6. Provide information that addresses bushfire threat for those staying on the
property. This may consist of a Bushfire Management Plan that outlines
risks and solutions for the safe evacuation of persons.

The buildings are not mapped by a bushfire hazard overlay or hazard buffer and there is
no requirement to undertake a bushfire hazard plan under The Noosa Plan or The State
Planning Policy. In the event of a fire, the owner will manage any evacuation in accordance
with the relevant advice from the authorities.
