EXECUTIVE SUMMARY
Not applicable.
RECOMMENDATION
That Council note the report by the Director Corporate Services to the General Committee
Meeting dated 14 November 2016 providing a summary of Council’s 2015/16 budget
performance.
REPORT
As part of standard monthly financial performance reporting against budget, a report was
provided to the General Committee on 18 July 2016 outlining Council’s interim financial
performance for the full 2015/16 year against budget. Now that the financial statements and
annual report has been completed it is timely that Council is provided with a final summary of
overall performance against budget. A budget wrap up report is considered necessary given that
the detail in the financial statements is different to that reported in the budget reports and
includes adjustments that make it difficult to assess Council’s overall performance against
budget.
Overall Operating Performance
Operating financial performance relates to the business as usual services provided by Council to
the community and excludes the capital program. From a financial sustainability perspective an
operating surplus reflects the fact that services are being appropriately funded and sufficient cash
is being collected to reflect infrastructure consumption (and as such is allowing for ongoing asset
renewal via the capital program).
The table below outlines Council’s operating performance against budget once all year end
adjustments were processed.
Operating Summary to 30 June 2016
Budget Actual Variance $m Variance
$m $m %
Recurrent Revenue $88.2 $90.2 $2.0 2.3%
Recurrent Expense $87.2 $83.9 $3.3 3.8%
Operating Surplus $1.0 $6.3 $5.3
Operating Surplus Ratio 1.1% 7.0%

Section 4
GENERAL COMMITTEE MEETING AGENDA 14 NOVEMBER 2016
A breakdown of revenue and expense performance against budget will be provided further in this
report. Council has achieved another solid financial result for the year which reflects responsible
budget management by Council managers and staff on behalf of our community (which is
appreciated).
Council has met the requirements of its financial sustainability policy with respect to the operating
surplus ratio, with the ratio of 7% comfortably within the 0-10% target range set by the state
government.
Operating Revenue
Council achieved $90.2 million of operating revenue against budgeted revenue of $88.2 million
for the full year, reflecting the prudent budgeting approach adopted to manage any downside
revenue risk. A breakdown on each of Council’s revenue streams is contained in the following
table:
Table 1: Operating Revenue Performance by Type
Revenue Type Budget Actual Variance
$m $m $m
Rates $60.5 $60.7 $0.2
Fees $5.1 $5.7 $0.6
Dividend $1.9 $1.9 $0.1
Tax $1.1 $1.1 $0.1
Interest $4.6 $4.9 $0.3
Other $9.4 $10.7 $1.2
Grants $5.7 $5.2 ($0.5)
Total $88.2 $90.2 $2.0
Note: Some rounding
• Rates and Levies – $60.7m of actual revenue was received against the annual budget of
$60.5m. The majority of the additional revenue collected related to waste collection charges
on additional properties.
• Fees and Charges – Actual fees and charges collected of $5.7m exceeded budget by
$600k. Planning related fees ($300k), parking fees ($115k), registration fees ($87k) and
search fees ($96k) are some of the fee types that exceeded budget forecasts.
• Interest Received – Interest earned of $4.9m exceeded budget by $340k. Interest revenue
sources include Unitywater loans ($2.6m), interest on cash ($1.8m) and interest on overdue
rates ($483k). Higher end of year cash balances as well as additional interest on overdue
rates reflected the positive position against budget.
• Dividend and Tax – Actual Dividend and tax payments from Unitywater of $3m met budget.
• Other Revenue – $10.7m of actual other revenue was achieved against the annual budget of
$9.4m. Other income streams that exceeded budget included waste disposal fees ($437k),
ringtail quarry sales ($325k), holiday park fees ($183k), and other various community facility
revenues (i.e. the J and Aquatic Centre).
• Grants, Subsidies and Contributions – Operational grants of $5.2m were below the annual
budget of $5.7m. The Translink contribution towards the deferred electric bus trial ($480k)
was not received which reflected the variance.

Operating Expenditure
Council spent $83.9 million on its operating expenditure compared to the budget of $87.2 million
for the full year. A breakdown on each of Council’s expenditure sources is outlined below:
Table 2: Operating Expenditure Performance by Type
Revenue Type Budget Actual Variance
$m $m $m
Employees $27.6 $27.8 $0.2
Materials $40.2 $35.7 ($4.5)
Finance Costs $2.7 $3.3 $0.6
Depreciation $16.6 $17.0 $0.3
Total $87.2 $83.8 ($3.4)
Note: Some rounding
• Employee Costs – Costs of $27.8m exceeded the $27.6m annual budget by $200k. Whilst
overall employee cost management was achieved at an operational level, movements in
provisions for annual and long service level provisions resulted in the budget being
exceeded (whilst having a negligible impact on current cash flows).
• Materials and Services – Actual costs of $35.7m for materials and services were incurred
compared to the budget of $40.2m. Of the $4.5m variance approximately $3m related to
levy expenditure which is restricted for future use (in particular public transport,
environment, heritage, main beach and Hastings St). The remaining positive variances
primarily relate to under-expenditure against contract services, in particular savings against
ICT costs ($138k); savings against fleet operations associated with lower fuel prices, lease
and insurance costs ($500k); waste management landfill and strategy costs ($1.1m).
Council did incur over expenditure in some areas in particular arborist services (due to
significant numbers of requests), street lighting, ringtail quarry cost of sales (offset by
revenue) and Respite Centre contract services.
• Finance Costs – Actual finance costs of $3.3m exceeded budget by $600k due to a year
end adjustment in the calculation to value Council’s future landfill rehabilitation provision (a
non-cash adjustment with the provision fund to be gradually cash backed over the life of
the landfill).
Section 6
GENERAL COMMITTEE MEETING AGENDA 14 NOVEMBER 2016
• Depreciation – Actual depreciation expense exceeded budget by $300k reflecting the
outcomes of asset componentisation for roads and buildings, in addition to the bring
forward of the commissioning of cell 2.2 for use at the landfill (which was not anticipated for
2015/16).

Capital Revenue
Recorded capital revenue for Council for 2015/16 totalled $8m against a budget of $7.3m. A
breakdown of capital revenue items appears in the table below:
Table 3: Capital Revenue Performance by Type
Revenue Type Budget Actual Variance

Developer Contributions $2.6 $2.5 ($0.1)
Grants $4.8 $5.2 $0.4
Investment Property Revaluation $- $0.3 $0.3
Total $7.3 $8.0 $0.7
Note: Some rounding
The investment property valuation increase relates to the annual valuation required for the
Sunrise Shops which is based on a cash flow valuation methodology to comply with accounting
standards. As this is a non-cash movement it is not budgeted nor anticipated each year.
Capital Expenditure
Actual capital expenditure of $29m achieved 88% of the total budget of $33m (budget excludes
funds transferred to reserve for future use). $4m of works in progress were carried over to the
current 2016/17 budget.
Council’s actual asset sustainability ratio for the 2015/16 year was 88.36%, slightly below the
state government benchmark of 90% albeit higher than the 2014/15 ratio of 65.1%.

Cash and Debt
The graph below shows Council’s cash and debt holdings as at 30 June 2016 compared to the
2014/15 year. Cash levels have increased despite delivery of the large capital works program
undertaken during 2015/16. Debt levels have decreased as Council continues to minimise its
debt position. Council’s net financial liabilities ratio of -1.5% improved from the previous year
1.2% and remains well within the state government benchmark of not greater than 60%.

RECOMMENDATION
That Council note the report by the Manager Financial Services to the General Committee
Meeting dated 14 November 2016 providing the October YTD monthly financial performance
report for the 2016/17 financial year.
REPORT
Recurrent Revenue (YTD Benchmark 33%)

the end of October 2016. Commentary on each recurrent revenue category is provided below:
• Rates and Levies – $31.1m (50%) of the annual budget of $62.3m has been earned.
General rates are at forecast levels and waste collection charges are $24k below YTD
budget.
• Fees and Charges – Fees and charges earned ($2.3m) totals 52% of the full year
forecast. Development related material change of use fees ($129k), lot reconfiguration
($54k), and operational works ($53k) exceed YTD budget, with plumbing inspection fees
($17k), change of ownership fees and property search fees ($40k) all also exceeding YTD
budget.
• Interest Received – Interest on invested funds is currently $159k ahead of YTD forecast
levels due to a higher opening actual cash balance than originally estimated in addition to
interest on outstanding rates ($22k above YTD budget).
• Dividend and Tax – Dividends and tax payments from Unitywater are in line with YTD
budget.
• Other Revenue – Other revenue earned ($3.6m) totals 38% of the full year forecast. Sale
of recyclables ($96k ahead), Ringtail quarry auction proceeds ($47k), lease revenue
($25k), holiday parks ($59k) and Noosa aquatic centre fees ($39k) are all above YTD

Recurrent Expenditure (YTD Benchmark 33%)
Operating expenditure is currently 32% of the full year budget forecast. Detailed commentary for
each expenditure category appears below:
• Employee Costs – Actuals of $8.6m against the YTD budget of $8.8m and equates to
30% of the full year budget. This is represented by an under expenditure YTD of training
budgets ($85k), a rebate for Work Cover premiums ($37k), and recovery from labour
allocations to capital projects exceeding budget by $109k.
• Materials and Services – $12.9m (32% of the full year budget) has been expended
compared to the YTD budget of $13.4m. Year to date variances relate to contract services
budgets, specifically under expenditure in insurance costs ($22k); waste management
($53k); library services ($20k); and property & facilities ($154k). Civil works is below budget
($89k); with planning costs currently ahead of budget by $89k due primarily to legal
expenses associated with the Noosa Civic appeal.
• Finance Costs – bank merchant fees ($2k) and interest on loans ($17k) are currently
below the YTD budget.
• Depreciation expense - in accordance with YTD budget.
• Other Expenses – in accordance with YTD budget.

Actual capital expenditure (excluding commitments) is $3.7 million against the revised full-year
budget of $27 million. Committed expenditure totals a further $6.4 million bringing the total of
actual and committed funds to $10.1 million (37% of the total program). Following a
comprehensive review of all capital projects, a number of changes to the program have been
proposed, which are outlined in a separate report to Council.

Attachments 1. Proposed Budget Adjustments – Operating
2. Proposed Budget Adjustments – Capital
3. Revised Budget Financial Statements
EXECUTIVE SUMMARY
The Local Government Act 2009 and Local Government Regulation 2012 require Council to
undertake regular reviews of the adopted budget to ensure it remains reflective of planned
activities to be funded through the budget period. Consequently, a full review of all operational
and capital activities has been undertaken using income and expenditure figures as at the end of
September 2016.
RECOMMENDATION
That Council note the report by the Manager Financial Services to the General Committee
Meeting dated 14 November 2016 and approve the requested changes to the budget for the
2016/17 financial year, as outlined in the attached Budget Financial Statements.
REPORT
Section 170(3) of the Local Government Regulation 2012 allows Council, by resolution, to amend
the budget at any time before the end of the financial year. As such, formal reviews have been
scheduled to be undertaken following the close of each quarter (July to September; October to
December; January to March), using year-to-date figures as the basis for any revised forecasts.
This review provides an opportunity to take account of any additional information that has come
to light since the last review and to ensure the most accurate figures are included in the year-end
forecast. The September quarter review establishes a revised 30 June 2017 forecast position,
which then forms the basis for the ensuing 10-year financial plan.
The Revised Budget Financial Statements clearly identify statement line items that have been
affected by the proposed adjustments. It is noted that the Budget Financial Statements have
been amended to reflect the actual closing position as at 30 June 2016, and therefore the
Statement of Financial Position, Statement of Cash Flows, and Statement of Changes in Equity
all show variations from the original forecast position from the original budget.
Key requirements for budget reviews include:
• All increases in operating expenditure should be funded. If variances cannot be funded at the
branch or departmental level, then operational savings, determined after collaboration with
other departments, should be identified to ensure no degradation in the overall operating
position for Council.
• Proposed reallocation of savings or additional revenue will be confirmed by the leadership
team based on business risk assessment.
• The capacity to deliver capital projects has been considered as part of the evaluation
process.

GENERAL COMMITTEE MEETING AGENDA 14 NOVEMBER 2016
1. Operating Budget Adjustments
There have been a number of adjustments to the operating budget proposed, as outlined in
Attachment 1, with an overall improvement in the operating position of $189k. Requests for
additional expenditure have been fully funded with savings or additional revenue. New initiatives
or significant funding requests have been reviewed by the Leadership Team prior to inclusion in
the budget review.
Key items include:
• Fees & charges revenue – recognition of additional revenue from development
applications received.
• Interest revenue – recognition of higher than anticipated revenue received to date.
• Sales revenue – accounting for revenue received from Library author events not originally
budgeted.
• Other recurrent income – account for insurance settlement from fleet asset.
• Operating grants and subsidies – recognition of additional grant revenue received (offset
by expenditure) for traineeships undertaken, and from additional State Library grant
revenue received.
• Employee Costs – minor adjustments to recognise the reallocation of budgets from
contract services for facility maintenance; wages attributable to the new trainee positions;
backfill of a position in planning administration to prepare for new Planning legislation; and
the employment of a Flying Fox management officer.
• Materials and services – provision of materials for Community Bushland Care program;
the engagement of a consultant to undertake a review of Noosa Community Support
operations; provision for increased contract tree management services due to increases in
customer requests; adjustments to holding tank charges to be managed through waste;
expenditure of additional grants received; and savings in insurance costs and Council of
Mayors membership.
2. Capital Works Program Adjustments
There have been a number of adjustments to the capital works program to reflect emergent
works undertaken and variations across different programs. Details for changes to each program
are outlined in Attachment 2. The total program has decreased by $1,571,265 with a focus on
the ability to deliver the current program.
Previous Council Consideration
The budget was amended in August 2016 to account for the carryover of projects from 2015/16
into the current year.
Finance & Risk
There has been an increase to the operating result following the budget review, and overall
Council is forecasting a surplus of $384k.
Changes to the capital program include a marginal reduction in renewal works of $137k, and a
reduction in expansion and upgrade projects of $1,423k. Capital program changes do not impact
the operating position, though the forecast cash position is marginally improved.
All financial sustainability ratios remain within (or exceed) target ranges, as outlined in the
attached Budget Financial Statements.
