This correspondence forms part of an application for a Materia Change of Use to establish a Dwelling
House on land located at 399 Sunrise Road, Tinbeerwah, which is legally described as Lot 6 on
RP207543. This application has been prepared by ADAMS + SPARKES Town Planning (hereafter; ‘ADAMS
+ SPARKES’) for and on behalf of the applicants, Kurt and Sally Dahl.

This correspondence will describe the site, the proposed development, and address any relevant state
and local government planning considerations, and design issues with respect to the proposal. This
report should be read in conjunction with the following supporting documentation:

 Attachment 1 Building Design Plans prepared by Reitsma & Associates

Introduction
The local government which applies to the subject site is Noosa Council (hereafter ‘Council’). In
accordance with Schedule 8 of the Planning Regulation 2017, Council is the Assessment Manager for
the Development Application.

The applicable planning instrument is the Noosa Plan 2020 (hereafter ‘the Planning Scheme’). Under
the Planning Scheme, the proposed land use is defined as a ‘Dwelling House’, and the site is located
within the Rural Residential Zone.

In accordance with Table 5.5.14 (Rural Residential) of the Planning Scheme, Material Change of Use
associated with a new Dwelling House in the Rural Residential Zone is deemed to be Accepted
Development, where compliant with the relevant requirements for Accepted Development. Given that
the proposed Dwelling House cannot satisfy all the Acceptable Outcomes of the pertinent codes, Code
Assessment of Material Change of Use application is required.
