EXECUTIVE SUMMARY

On 2 January 2014, the Council adopted an Interim Structure in order to establish the new
organisation. The intention was to review the Interim Structure once a permanent Chief
Executive Officer (CEO) had been appointed.

The CEO has undertaken an internal consultation process and reviewed the Interim Structure.
This report proposes that the Council adopt a new Organisational Structure subject to five areas
being identified for further consideration by Council. The proposed new structure delivers:

    Net annual savings of approximately $680,000 (plus oncosts);
    No redundancies;
    The abolition of a range of unneeded administrative and management positions;
 Three new front line positions (one additional frontline customer service role and two new
     parks workers); and
 A Council structure with a total EFT of 348.3 with Department and Branch level EFTs as set
     out in Attachment 2.

RECOMMENDATION

That Council note the report by the Chief Executive Officer to the General Committee Meeting
dated 31 March 2014 in relation to the new Organisational Structure and:
A.     Adopt the Organisational Structure and EFT levels as set out in Attachment 2 of the report;
B. Note that five areas have been identified for further consideration; and
C. Authorise the Chief Executive Officer to take all necessary action to implement the new
       Organisational Structure.

REPORT

This report proposes an Organisational Structure for adoption by Council. The report sets out the
process for developing the new Organisational Structure, benchmarking with other like Councils
and details of changes from the interim structure.
