The Other Change application partly seeks a retrospective approval for a 29m2 area of floor
space that has been operating as additional gross floor area without a development permit (refer
to green outline on Figure 7). The application material states:
      ‘The unapproved works located adjacent to the frontage of the site occurred approximately
      10 years ago by a previous owner of the premises’
It would appear that the area was fully enclosed sometime between June 2014 and August 2016
(refer to Figure 8). A planning approval was not issued for the works carried out onsite.

2.2. Site Description
The subject site is relatively flat and contains an existing 2-storey building, comprising a mixed
use development, including retail tenancies on the ground floor and a residential dwelling on the
upper level. The site has a 20m frontage to Thomas Street to the west, and includes 9 onsite
carparks at the rear of the property, accessed via a shared driveway located to the north of the
