GENERAL COMMITTEE MEETING AGENDA 13 JANUARY 2020
The intent of a Principal regional centre (Maroochydore) is in part to ‘…serve as both creative
and knowledge hubs while giving their workforce and resident catchments access to high-order
retail and hospitality functions, and cultural and entertainment facilities’.
The intent of the Major regional centres is in part; ‘As well as their traditional service roles, growth
and commercial development increasingly supports creative and knowledge-intensive
businesses to meet the demands of a changing economy’.
The quantum of large format retail proposed is more suited to and intended for a Principal
regional centre such as the Sunshine Coast CBD given the existing and planned retail for the
Noosa Business centre.
Large format retail is not a high employment generating use and does little to prepare for a
transitioning and changing economy. The proposal is therefore underutilising the land, and
impacts on The Noosa Plan’s ability to deliver the State’s baseline employment targets.
The retail dominated proposal raises conflicts with the SEQ Plan’s Elements, Strategies and
Outcomes relating to Goal 2 – Prosper. The proposal will do very little to advance the planning
intent of this Goal as it is not providing a supportive function to the Principal regional centre and
sterilises land intended to be set aside primarily for non-retail diversification and future unknown
employment uses.
Planning Regulation 2017
Koala habitat area
The site is mapped as Low Value Rehabilitation under the SPRP mapping. The assessment
benchmarks do not require clearing to be minimised or significant residual impacts to be offset.
Clearing operations must be in accordance with Sch11 2(2)(a) to (e) of the Planning Regulations
2017. Any approval could be conditioned accordingly.
SEQ Region
The proposal is for an urban activity within the Urban Footprint and is consistent with the
assessment benchmarks contained in the Planning Regulation 2017 for the SEQ Region.
