GENERAL COMMITTEE MEETING AGENDA 13 JANUARY 2020
Overall Outcome tt) i & ii - the proposal conflicts with this provision as the Noosa Shire Business
Centre as a Major activity regional centre plays a supportive role to a Principal Regional Centre
(Sunshine Coast CBD) under the SEQ plan. The proposal is providing some job potential, but
given the extent of retail uses, is sterilising land which is set aside for non-retail uses to diversify
the economy and provide for employment growth.
Overall Outcome tt) iii C) – the Outcome seeks a substantive quantity of non-retail development
for employment opportunities beyond retail business. The proposal seeks the opposite, with 64%
of the site proposed for retail business purposes.
Overall Outcomes tt) iv, v & viii - Council’s consultant architect raises significant concerns with
the built form and layout which is discussed in detail below in Section 3.3.2.2 of this report.
Overall Outcome tt) xi, A) - seeks that Precincts B1 and B2 provide the highest order retail
development and is the retail core of the Noosa Business Centre. The proposed development
seeks substantial retail outside of these Precincts. The Noosa Plan’s retail cap of 7,000m² for
showrooms has already been exceeded by 200m² (7,200m²) as well as the 18,300m² cap for
shops which is exceeded by 5,600m² (23, 900m²).
Overall Outcome tt) xi, C) – seeks that Precinct E5 is protected for future growth of new
employment opportunities. The proposed extent of retail conflicts with this provision as it is not
providing for transitioning and changing employment opportunities.
3.3.3. Built form and layout
The locality code includes built form requirements for new development.
Table 4 below summarises the development’s level of compliance with some key built form
provisions for Precincts E5 and B3.
