7. CONCLUSION & REASONS FOR DECISION
The proposal seeks a range of uses totalling approximately 12,261m² in use area which includes
7,845m² of Showrooms, 1,340m² of Offices, 216m² of Food and Drink, 680m² of Indoor Sport and
Recreation, 900m² of low impact industries and 1,280m² flexible use across 2 tenancies.
The proposal seeks some uses that are consistent on the subject site and may advance the
strategic outcomes of The Noosa Plan. However, the bulk of the development is for large format
retail which is inconsistent within the subject site and does not meet the intent of The Noosa Plan
which seeks to limit retail uses in the Noosa Business Centre and achieve a mixed use business
centre.
While some need can be demonstrated for additional retail, there is no other Major centres
proposed in the Noosa shire and it is imperative that land is protected for the future to ensure
availability to diversify the economy rather than relying on retail and tourism sectors.
The proposed built form and layout is that of a standard retail based shopping centre and has
limited good pedestrian access throughout the site. Building 1 is proposed generally for Low
impact industrial uses which is a consistent use on site but the built form is not conducive to that
use. Building 3 (showroom building) results in a long building facade facing Commerce Court and
Eenie Creek Road which the applicant has not demonstrated would be suitably screened by
vegetation.
Building 4 (Office building) is a prominent location where a building of exemplary design is
required to meet the Planning Scheme provisions. While building 4 is of a reasonable design
standard, it does not meet the provisions of the Planning Scheme. The setback of this building
also does not meet the relevant outcomes of the Planning Scheme as the swale for stormwater
purposes proposed along this frontage is more akin to an urban drain and is not supported.
Given the above, the proposal is recommended for refusal.
