1. Operational Plan 2017/18
EXECUTIVE SUMMARY
Nil.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Special Meeting dated 15 June
2017 detailing the proposed 2017/18 Operational Plan and request staff to make any required
amendments to the document and present it for adoption at the Special Meeting on 29 June
2017.
REPORT
Council is required to adopt an Operational Plan each year which sets out its projects and
priorities that support it achieving its long term objectives. As required by the legislation,
Council’s progress in achieving the outcomes set out in the Operational Plan is also reported to
Council on a quarterly basis.
The format and content of the 2017/18 Operational Plan was developed to reflect the new
Corporate Plan. We aim to have a shorter and more relevant Operational Plan format by not
listing every single project and “business as usual” activity in a large document that loses
relevance. Quarterly reports to Council on the Operational Plan allow Council to focus on
progress with the significant projects.
A similar approach is proposed for the 2017/18 Operational Plan.
1 Draft Operational Plan 2017/18 (see Attachment 1)
The Operational Plan has been based on our current Corporate Plan noting that we have
adopted the five themes as a way of categorising our projects.
The significant projects and issues identified have been sourced from:
New initiatives proposed in the 2017/18 budget;
The proposed Capital Works Program; and
Current projects that will continue.
A degree of judgement has been used by the CEO to identify significant projects and issues that
should be included in the Operational Plan that Council will want to monitor on a quarterly basis
during 2017/18. Every new initiative is not included – only the significant ones. Feedback is
invited from Councillors at the meeting to see if the proposed projects identified under each
theme are the key ones.
Section 4
SPECIAL MEETING AGENDA 15 JUNE 2017
Perhaps a good way of testing what is in the Operational Plan is to ask the question – What
does Council want to monitor on a quarterly basis via the CEO reports and what are the key
projects that are helping us to achieve our long term goals (as enunciated in the Corporate Plan).
2 Branch Plans
Every branch within the Council now has a Branch Plan. This plan sets out “business as usual”
services and activities of each branch as well as minor projects approved through the new
initiative process. Branch Plans also include other issues such as risk assessments. The
Branch Plans are used at a management level and link to staff performance review processes,
management meetings and operational risk management processes.
To make sure nothing falls through the gaps, the Governance Advisor reviews the approved
initiative lists to ensure that every project is either contained in the Operational Plan or a Branch
Plan.
3 Reporting
To ensure accountability, the following reporting mechanisms will apply:
1. Corporate Plan – Report to Council by the CEO on an annual basis (normally after 30
June) which highlights the progress on the key priorities in the Corporate Plan.
2. Operational Plan – Report to Council by the CEO on a quarterly basis in relation to the
progress of significant projects identified in the Operational Plan. These reports will be in
the same format as Council received in 2016/17.
3. Departmental Reports – Each Department reports to Council on a quarterly basis on
progress with their Branch Plans. These reports identify what has been achieved, what is
currently being undertaken and what is coming up. These reports will be in a similar format
to the most recent reports provided by the Directors.
4. Key Performance Indicators (KPIs) – Reported to Council by the CEO on a quarterly basis
together with the Operational Plan report. As far as I am aware, we are one of the few
Councils to report at this level. This is not a statutory requirement. The Audit and Risk
Committee is also providing some input into our current KPIs.
5. Business area reports – Some of our larger or commercially significant services (such as
The J, Noosa Aquatic Centre, Noosa Leisure Centre etc) will continue to report to Council
on a rolling four monthly basis on their financial, customer and operational performance.
Previous Council Consideration
The Council adopts the Operational Plan on an annual basis as part of the budget process.

1. Financial Sustainability Policy
2. Revenue Policy
3. Revenue Statement
4. Debt Policy
5. Investment of Surplus Funds Policy
6. Procurement Policy
EXECUTIVE SUMMARY
The Local Government Act 2009 requires Council to adopt a number of policies related to the
annual budget to ensure effective and efficient financial governance of the organisation. The
Financial Sustainability Policy is a discretionary policy adopted by Council which is also included
in the budget policy suite. The Revenue Policy (and Revenue Statement), and Debt Policy must
be reviewed annually; and the Investment and Procurement policies should be reviewed
periodically to ensure they continue to meet Council’s strategic and operational objectives.
RECOMMENDATION
That Council note the report by the Director Corporate Services to the Special Meeting dated 15
June 2017 detailing the proposed 2017/18 budget related policies and request staff to make any
required amendments to the policies and present them for adoption at the Special Meeting on 29
June 2017.
REPORT
The financial policies required under sections 191-193 of the Local Government Regulation 2012
provide a framework under which the respective activities are undertaken throughout the year.
These policies include the Revenue Policy, Debt Policy and Investment of Surplus Funds Policy.
The Financial Sustainability Policy is not required under legislation although is considered an
appropriate policy to adopt to reinforce Council’s commitment to the prudent financial
management of Council’s resources on behalf of our community.
1. Financial Sustainability Policy
The Financial Sustainability Policy outlines the financial framework that Council will work within to
ensure that community capital is protected and that Council will meet its financial sustainability
targets into the future.
Section 9
SPECIAL MEETING AGENDA 15 JUNE 2017
2. Revenue Policy and Statement
Council is required to prepare and adopt a Revenue Policy and Statement in accordance with the
regulation. The purpose of the Policy and Statement is to set out the principles used by Council
for the levying of rates and charges; granting concessions for rates and charges; the recovery of
overdue rates and charges; and other cost recovery methods (i.e. fees and charges). In addition,
the Revenue Statement provides for the amounts of each rate and charge to be levied for the
upcoming financial year.
The Revenue Policy and Statement generally follow the same format as was adopted for the
2016/17 year.
3. Debt Policy
The Debt Policy follows the same format as was adopted for the 2016/17 year. In accordance
with legislation, Council must adopt a Debt Policy for the financial year that includes an outline of
borrowings proposed within the current year plus a forecast of borrowings over the ensuing 9-
year period.
New borrowings proposed in the 2017/18 budget include $975,000 towards funding the of the
new planning scheme development, in addition to $250,000 for the North Shore Campground
redevelopment detailed design. The proposed borrowings have no significant impact on the long
term financial position of Council, as evidenced through the net financial liabilities sustainability
indicator, with overall debt levels reducing given expected repayments of existing debt will be
higher than proposed borrowings.
4. Investment of Surplus Funds Policy
The Investment of Surplus Funds Policy remains largely unchanged from 2016/17 and outlines
how Council can invest community funds based on certain parameters including authorised
investments and acceptable financial institutions to minimise risk. The only change made relates
to providing a small 10 basis point margin to give preference to those financial institutions not
investing in fossil fuel companies when seeking comparative quotes.
5. Procurement Policy
The Procurement Policy sets out the arrangements for the purchasing of goods and services by
Council having regard to the sound contracting principles outlined in the Local Government Act
2009. The Policy also specifies the relevant expenditure thresholds and related obligations that
must be followed when procuring goods and services on behalf of Council. A minor change has
been made to the policy to reflect Council’s use of the Local Buy vendor panel marketplace e-
quotation tool which has been recently implemented.
Previous Council Consideration
The current policies were previously adopted by Council at the 29 June 2016 Special Budget
meeting
Section 10
SPECIAL MEETING AGENDA 15 JUNE 2017
Finance & Risk
The Revenue Policy and Statement is the head of power that allows Council to levy rates and
charges on an annual basis.
Council borrowing is effectively guaranteed by the State Government, and as such any borrowing
must be approved by the Minister for Local Government (in accordance with the Statutory Bodies
Financial Arrangements Act 1982).
The Investment of Surplus Funds Policy encourages diversification and aims at preservation of
capital as a priority over investment returns, thereby minimising risk.

1. Draft Organisational Structure
EXECUTIVE SUMMARY
Nil.
RECOMMENDATION
That Council note the report by the Chief Executive Officer to the Special Meeting dated 15 June
2017 detailing the proposed Noosa Council Organisational Structure and request staff to make
any required amendments to the document and present it for adoption at the Special Meeting on
29 June 2017.
REPORT
Although not a statutory requirement, it is good management practice for Council to re-adopt its
organisational structure each year at the time it adopts its Operational Plan and Budget. This
ensures that Council has an up to date structure which reflects the resources allocated (budget)
and provides a “package approach” i.e. what we want to achieve (Operational Plan and Capital
Works Program) and what resources we will apply to achieve that (the financial resources
identified through the budget and the staff resources identified through the organisational
structure).
The attached organisational structure identifies Equivalent Full Time staff (EFT) for each
Department and Branch. Once adopted by Council it cannot be changed without a Council
resolution. The detailed structures within branches can be amended by the CEO provided the
total EFT is not changed. This gives management flexibility to fine tune the detailed structure.
In 2016/17 we undertook a detailed review of our organisational structure. This four month review
was finalised with a Council decision in March 2017 adopting our new organisational structure.
The intention has been to undertake a soft implementation beginning with the recruitment of two
new Directors. A verbal update on the recruitment process will be provided to Councillors at the
Special Meeting.
The key points to note with our proposed structure are:
Total EFT last year was 352.17 and the total EFT this year is proposed as 359.47. It should
be noted that for long term comparative purposes, we exclude the fixed term project positions
(details below).
The draft organisational structure reflects proposed positions identified through the new
initiative process and included in the draft budget.
There are no redundancies proposed in this budget but some term positions will conclude.
The structure changes in this budget are as follows:

Waste Management
Approval must be obtained for disposal of Regulated Waste before disposal. Charges will be determined by
Council as part of the approval process.
For all loads of material that were initially accepted and charged as clean Construction and Demolition
Waste and subsequently suspected of being contaminated (e.g. asbestos), no refund will be applicable to
the customer who chooses to remove the load from site.
Green Waste – vegetation waste arising from main.tenance of parks, gardens, and land, and not mixed with
other types of waste. Excludes processed timber and wood, putrescible wastes such as fruit and vegetable
produce and trunks of trees and plants with a diameter greater than 30cm.
Dead Animals Large – 24 hrs notice required prior to disposal.
Weighed transactions occur and disposal is charged on a unit rate per weight, when a vehicle and/or
attachment load is in excess of 500kgs. If a load of waste upon arrival is estimated be in excess of 500kgs,
but as a result of the weighing process found to be less, disposal charges shall be calculated using the
schematic schedule. Additional individual items charge also apply for nominated waste types e.g. tyres.
To be applied to cyclic type services (e.g. 8 or 12 weekly) and for when a resident requires an extra service
outside of and in addition to their scheduled frequency. Charge is for up to a including 5000 litres per
service. Excess litres (> 5000 litres) will be charged at the extra litres rate.
Volume transactions only (i.e. charging on volumetric quantity rather than weight) occur at sites without a
weighbridge, or if a weighbridge is unserviceable at the time of transaction. Additional individual items
charges also apply for nominated waste types e.g. tyres.
Weighed transaction occurs to commercial loads over 500kg. All other loads are to be treated as per the
schematic for the relevant vehicle size transporting the material.
