RE: _ Response to Information Request (MCU19/0007) Material Change of Use -
Entertainment & Dining Business Type 2 - Recreation, Amusement & Fitness
(Gym) - situated at 26 Project Ave, Noosaville (200 RP 913612)
Council issued a further information request on 5 February 2019. The applicant provides
the following additional information in response to the four (4) items:
1. Provide details of proposed carparking spaces demonstrating compliance with
2890.1
A preliminary turning plan is included on the revised proposal plan, with dimensions and
turning templates for selected spaces demonstrating compliance with AS2890.1. The
turning area at the rear of the site allows for users (fitness clients) familiar with the site to
be able to enter and leave the site in a forward gear.
2. Provide an updated plan of the proposed development site (carparking and
landscaping) which considers the constraints of an opened gate to the site.
The existing security fence will be replaced with a sliding gate adjoining landscaping along
the Project Ave frontage. The sliding gate will be located so as not to interfere with
carparking space 1 and additional landscaping can provided within the road frontage to
screen the new fence from the frontage. This change has been updated on the amended
site plan.
3. Clarify what the future extension space will be used for and at what stage
and if it will result in more people attending the site. Address car parking
requirements if required.
The application seeks approval for a fitness gym within the existing 271m? industrial
building and a 106m? expansion at the rear of the shed (also to be used for the fitness
gym use area and associated toilets - total area 377m2).
An industrial business Type 2 of this scale (total use area of 377m?) would require 10 car
spaces. The proposed plans demonstrate 13 equivalent compliant car parking spaces can
be configured on the site without impacting on landscaping and manoeuvring.
Based on the carparking rate of 1.5 persons per car space adopted for the Fernwood
Fitness Centre in Noosaville (MCU16/0137), the applicant is willing to accept conditions
restricting the numbers of persons onsite to no more than 19 clients (13 x 1.5 = 19.5) and
3 staff, with staggering of class times.
