ORDINARY MEETING AGENDA 18 APRIL 2019
Approval for airspace change is required prior to the operation of the new runway. An approval to
change the use of airspace is reliant upon the detailed specifications of the runway, and (as flagged
in the Co-ordinators General assessment) needs to occur close to the time of the completion of the
construction of the runway. Airservices Australia has oversight of this process.
This report will examine the flight path issue that Airservices Australia is currently undertaking
consultation on with a particular focus on what is the difference in the proposed flight paths compared
to the EIS process finalised in 2016.
2. Approved EIS
In May 2016, the Co-ordinator General (Qld) approved the EIS. A copy of the assessment and report
by the Co-ordinator General can be found here:
https://www.statedevelopment.qld.gov.au/resources/project/sunshine-coast-airport/scae-cger-final-
may-2016.pdf
Included in that assessment were details of a range of issues identified through the EIS process.
These issues included:
Operational Airport Noise Land Use Planning Social Impacts
Economic Impacts Natural Hazards Water Quality
Geology and Soils Matters of State Environmental Air Quality
Significance
Greenhouse Gas Emissions Construction Noise Traffic and Transport
Cultural Heritage
By way of background, a full list of the issues considered as part of the EIS process is set out in
Attachment 1.1 This report to Council does not revisit all of the issues above as they were addressed
in 2016. This report does address the operational airport noise issue as that matter has been
enlivened by the review of the flight paths by Airservices Australia.
Operational airport noise is primarily impacted by the flight paths of aircraft approaching and taking
off from the airport. Indicative flight paths and their noise impacts were considered in the 2016 Co-
ordinator General EIS report.2 The indicative flight paths identified for runways 13/31 in the original
EIS are set out below (the coloured shaded areas) overlaid with the proposed detailed flight paths.
1 Refer to table 3.1 on page 14 of the Sunshine Coast Airport Expansion Project Coordinator-General’s evaluation report
on the Environmental Impact Statement dated May 2016.
2 Refer to Section 5.1 “Operational Aircraft Noise” on page 22 of the Sunshine Coast Airport Expansion Project Coordinator-
General’s evaluation report on the Environmental Impact Statement dated May 2016.
