Dear Sir/Madam,
Information Request
Planning Act 2016
I refer to your application and advise that Council requires further information to satisfactorily assess the proposal.
application details
Application No.	OPW22/0172
Street Address:	53-57 Rene St Noosaville Qld 4566
Real Property Description:	Lot 281 SP 104321
Planning Scheme:	Noosa Plan 2020 (25 September 2020)
INFORMATION REQUIRED
The information requested is set out below:
Issue – Sight Distance, Footpath & Vegetation
Council are concerned that, due to the existing on-street parking, the required footpath, the close proximity to a corner and proposed vegetation replanting, vehicles exiting the proposed driveway will not have adequate safe sight distances to enter Rene Street safely.
Information Required
Provide additional detail demonstrating vehicles wishing to exit towards the left and right from the proposed driveway have adequate safe sight distance to ensure the existing conditions for all road users will not be adversely affected. The detail must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland) and include, but not be limited to:
the assumption that the adjacent on-street parking is occupied;
the alignment of the proposed footpath; and
sufficient detail to demonstrate that the location of the proposed vegetation will not adversely affect the sight distances for vehicle exiting the subject site.
Please note the proposed vegetation must:
meet Specifying Trees – a guide to assessment of tree quality (NATSPEC);
be located a minimum of 1 metre from the back of the kerb;
be located from services and infrastructure a minimum of:
6m from electricity poles and pillars;
4m from street lighting;
2m from stormwater catchment pits; and
2m from any adjoining driveway/s.
Issue – Driveway Crossover
The submitted documentation does not include sufficient information for Council to assess the new proposed driveway crossover and adjoining areas of verge.
Information Required
Provide additional detail on the proposed driveway crossover. The detail must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland) and include, but not be limited to:
a design in accordance with RS-051 and any associated addendum;
levels and grades of the access driveway;
a longitudinal section extending from the centre of the formation along Rene Street to the property boundary; and
demonstrate that a B99 vehicle will not scrape or bottom out while entering/exiting the proposed driveway.
Provide an amended plan that demonstrates how trip hazards will be eliminated within the road reserve due to the construction of the proposed driveway crossover. Please note that Council is unlikely to support private retaining structures within the road reserve. The amended plan must be prepared by a suitably qualified person (RPEQ – Registered Professional Engineer of Queensland) and include, but not be limited to:
the full extent of the transition to the adjoining areas of verge.
due date for response to information request
The due date for providing the requested information is 3 November 2022. Email your response to [email protected]. Please advise Council of your response to this information request in accordance with section 13 of the Development Assessment Rules.
