QUEENSLAND
In accordance with Chapter 5B of the Local Government Act 2009, Cr Lorentson provided the
following declaration to the meeting of a declarable conflict of interest in this matter:
I, Cr Lorentson, inform the meeting that I have a declarable conflict of interest in this matter as my
daughter, Giorgia Lorentson, is employed by Surf Life Saving Queensland (SLSQ) as a casual lifeguard. It
could be viewed that I have a have a conflict of interest, however I do not believe a reasonable person
could have a perception of bias as my daughter’s employment is of a casual nature and not exclusively
bound to SLSQ. Therefore, there is no benefit or loss specific to my daughter, from the outcome of this
application. Therefore, I will choose to remain in the meeting room. However, I will respect the decision
of the meeting on whether I can remain and participate in the decision.
Committee Resolution

That Council note the declarable conflict of interest by Cr Lorentson and determine that it is in the public
interest that Cr Lorentson participates and votes on this matter because Council believes that a
reasonable person would not have a perception of bias because Cr Lorentson nor her daughter stand to

Section 4
SERVICES & ORGANISATION COMMITTEE MEETING MINUTES 7 JUNE 2022
A. Apply the exception to the requirement for entering into a medium-sized contractual
arrangement or large sized contractual arrangement without first inviting written quotes or
tenders under Section 235 (a) of the Local Government Regulation 2021 as there is only
one supplier who is reasonably available to provide the service;
B. Note while a written quote is not specifically required to engage Section 235 (a) of the
Local Government Regulation 2012 a formal quotation process is preferred because it:
1. Enables an assessment of the quotation to be completed against nominated
assessment criteria;
2. Provides the opportunity to determine and confirm value for money to Council and
the community;
3. Supports the principles of transparent and evidence-based decision making;
C. Issue a Request for Quotation for Lifeguard Services to Surf Lifesaving Queensland in
accordance with Section 235 (a) of the Local Government Regulation 2012 given Surf
Lifesaving Queensland is the only supplier identified by Council as reasonably able to
provide the service;
D. Agree to the quotation assessment criteria and weightings detailed in the report;
E. Note the new Lifeguard Services Agreement term is proposed to be for an initial 1 x 5 year
term and an additional 1 x 5 year option (current agreement terms) with the new
agreement to commence 29 October 2022; and
F. Agree to consider a further report at a future round of Council meetings detailing the
